Abstract:
Mit der im November 2021 erfolgten erstmaligen Anerkennung eines Rechts auf schulische Bildung auf Grundgesetzebene im Kontext des Bundesnotbremse-II-Beschlusses des Bundesverfassungsgerichts ist nicht mehr nur die Rechtswissenschaft, sondern sind auch Erziehungs- und Bildungswissenschaften sowie empirische Bildungsforschung aufgefordert, sich der Diskussion um Form, Inhalt, Aussage, Reichweite und Grenzen dieses neuen Grundrechts - kurz: dessen Konkretisierung - zu stellen. Dies steht insbesondere auf erziehungs- und bildungswissenschaftlicher Seite noch aus. Der Beitrag zielt daher auf eine Standortbestimmung des erziehungs- und bildungswissenschaftlichen Fachdiskurses mit Blick auf das neue Bildungsgrundrecht und fragt unter Rückgriff auf den aktuellen Forschungs- und Datenbestand: Wie ist ein Mindeststandard schulischer Bildung inhaltlich zu konkretisieren?
Abstract (english):
With the recognition of a right to school education at constitutional law level in November 2021 in the context of the Federal Constitutional Court's decision "Bundesnotbremse-II", it is no longer only legal, but also educational science and empirical educational research that are called upon to engage in the discussion about the form, content, statement, scope and limits of this new right - in short, its concretization. This has yet to take place, particularly in the educational sciences. This article therefore aims to take stock of the educational science discourse with regard to the new right to education and, drawing on current research and data, asks: How can a minimum standard of school education be concretized in terms of content?

Abstract:
This article examines the extent to which normative beliefs on acculturation constitute (a) individual resources and risk factors for adolescents facing developmental tasks and (b) institutional norms that define developmental milieus in secondary schools. To what extent do egalitarianism, multiculturalism, assimilationism, and segregationism help or hinder academic and psychosocial adjustment in mid-adolescence? We examined how both individually endorsed beliefs and socially shared beliefs at the 10th-grade cohort level relate to students' academic performance, educational and occupational aspirations, motivational and emotional attachment to school, self-esteem, and life satisfaction. Data came from a random sample of 15- to 17-year-olds in Berlin, Germany, assessed at the end of Grades 9 and 10 (N = 1,992). Multivariate analyses identified egalitarianism and multiculturalism as the most prevalent acculturation beliefs, forming a combined belief pattern that pairs recognition of equality with respect for diversity. At the individual level, this belief pattern was positively related to academic and psychosocial adjustment. Assimilationism beliefs were associated with higher motivational and emotional attachment to school in both minority and majority students. Segregationism beliefs were associated with higher self-esteem in all adolescents regardless of background, but with lower levels of academic performance in immigrant youth. At the grade cohort level, a single bipolar factor (egalitarianism/multiculturalism vs. assimilationism/segregationism) described the institutional diversity culture. An environment characterized by egalitarianism/multiculturalism beliefs was positively associated with motivational and emotional attachment to school but not related to academic adjustment or psychological well-being. Abstract:
Mit dem im Februar 2014 gestarteten Berliner Bonus-Programm sollen Schulen an sozialräumlich benachteiligten Standorten unterstützt werden. Verbunden mit dem Ziel, Bildungsbenachteiligungen im Schulsystem entgegenzuwirken, werden den Schulen zusätzliche finanzielle Mittel bereitgestellt, um eigenverantwortlich Schulentwicklungsmaßnahmen durchzuführen. Im Sinne einer bedarfsorientierten Ressourcenallokation sollen somit die Bildungschancen sozial benachteiligter Schüler*innen verbessert werden. Weiterhin soll das Programm einen Beitrag zur Entkopplung von sozialer Herkunft und Bildungserfolg leisten. Im Zeitraum von 2014 bis 2018 erfolgte mit der BONUS-Studie die wissenschaftliche Begleitung und Evaluation des Bonus-Programms. Diese nahm die Bewertung, die Umsetzung sowie die Auswirkungen des Programms in den Blick. Das Programm stößt bei den Schulen auf breite Akzeptanz und konnte in vielen Schulen Entwicklungsprozesse anregen. Auswirkungen im Hinblick auf die Zielsetzungen des Programms zeigten sich jedoch im Evaluationszeitraum nur vereinzelt. (DIPF/Orig.)
Abstract (english):
The Berlin Bonus Program, launched in February 2014, is designed to support schools serving disadvantaged communities. In order to counteract educational disadvantages, schools are provided with additional financial resources to implement school improvement measures in their own responsibility. In terms of a needs-oriented resource allocation, the educational opportunities for students at schools serving disadvantaged communities are thus to be improved. Furthermore, the Bonus Program is intended to contribute to the decoupling of educational achievement from socio-economic background. From 2014 to 2018, the scientific monitoring and evaluation of the Bonus Program took place within the framework of the BONUS study. The study focused on the assessment, implementation, and effects of the program. The Bonus Program has been widely accepted by the schools and has stimulated improvement processes in many of them. However, effects with regard to the program's objectives were only apparent in a few cases during the evaluation. (DIPF/Orig.)

aking as its point of departure the rapid expansion in the proportion of students graduating with a university entrance diploma (Abitur) in Germany, this paper adds to research on the mechanisms and effects of academic educational expansion, a worldwide phenomenon in the 20th and 21st century. Drawing on Boudon's theory of primary and secondary effects of social origin, we seek to understand if the educational expansion went along with a decreasing or persisting role of social background. Therefore, we analyze educational inequalities in two respects: first, in the transition from primary school to the academic track (Gymnasium) leading to the Abitur and, second, in the transition to tertiary education after academic upper secondary education. The study is based on two student cohorts (initial N = 13,026 and N = 13,873) who obtained university entrance diplomas in 2005 (cohort 1) and 2011/2012 (cohort 2) in the school system of the federal state of Hamburg (Germany). These cohorts were assessed during secondary education between 1996 (start of cohort 1) and 2012 (end of cohort 2). Employing the KHB decomposition method, we break the total effect of social background down into the relative importance of achievement differentials (primary effects) and educational decisions (secondary effects). Our findings indicate no changes in the total effects of social background and thus suggest that educational inequalities related to social origin persisted in both of the transitions we studied. However, when comparing both cohorts, we noted a clear decrease in secondary effects regarding transitions to the academic secondary track, meaning that achievement-related social differences gained in importance compared to the period before the educational expansion. At the same time, we observed a slight increase in the relative importance of secondary effects for transitions to tertiary education during the expansion. As a further result, our study shows that the rapid expansion of academic upper secondary graduation is mainly the consequence of an increase in the number of Abitur graduates via alternative paths besides the Gymnasium. Der Beitrag gibt einen Überblick über ausgewählte Forschungsansätze und Befunde zum Übergang von der Schule ins Studium, der sich von der Vorbereitung in der gymnasialen Oberstufe bis hin zum erfolgreichen Studieneinstieg erstreckt. Dazu wird zunächst die Rolle der Oberstufe für den Erwerb studienrelevanter Fähigkeiten und Kompetenzen erläutert, bevor theoretische Zugänge sowie Befunde zu individuellen und institutionellen Determinanten der Studienentscheidung vorgestellt werden. Anschließend wird für die Studieneingangsphase dargelegt, welche kognitiven und motivationalen Ressourcen, aber auch institutionellen Maßnahmen zum Gelingen des Hochschulübergangs beitragen können. Abstract:
Im vorliegenden Beitrag werden die Ergebnisse von drei Studien dargestellt, die jeweils die Passung zwischen Abiturprüfungsnoten auf der einen Seite und den in der Qualifikationsphase der gymnasialen Oberstufe erreichten Kursnoten auf der anderen Seite anhand unterschiedlicher Datensätze (d.h. Daten aus der Evaluation zur Bewährung der Poolaufgaben, Daten aus einer Zusatzstudie des Nationalen Bildungspanels, Daten aus der BERLIN-Studie) und mit jeweils anderen Schwerpunktsetzungen untersucht haben. Insgesamt verdeutlichen die Ergebnisse der drei Studien, dass die in den Abiturprüfungen erzielten Noten im Mittel etwas schlechter ausfallen als die Kursnoten der Qualifikationsphase. Darüber hinaus zeigen die Befunde, dass die Passung zwischen Prüfungsnoten und Kursnoten erheblich zwischen Ländern, Schulen und Fächern variiert und möglicherweise auch von schulsystemischen Änderungen (z.B. Oberstufenreformen) beeinflusst wird. Die Ergebnisse werden im Beitrag auch vor dem Hintergrund der in der Corona-Pandemie verschiedentlich diskutierten Möglichkeit eines Anerkennungsabiturs unter Verzicht auf die Abiturprüfung beleuchtet. Abstract:
Expectancy-value theory (EVT) proposes that students' appraisals of success expectancy and task value are the main drivers of their study and career choices. Dimensional comparison theory proposes that these beliefs are themselves affected by students comparing their ability across different domains. However, only a few studies have aimed to integrate these approaches and clarify the role of dimensional comparisons within EVT. Using longitudinal data, we aimed to fill this gap by studying within- and cross-domain effects of achievement (grades and test scores), academic self-concept (as a surrogate for expectancy beliefs), and values on German adolescents' (N = 519) high school course choices and their intentions to major in a STEM subject at university. We show that (a) self-concepts predicted course choices, whereas values predicted STEM study intentions; (b) dimensional comparison patterns (positive within-domain and negative across-domain relations) were present; (c) gender differences in course choices were mediated by differences in achievement, self-concept, and value; and (d) there was an incremental gender effect on STEM study intentions above and beyond achievement, self-concept, value, and previous course choices. Furthermore, overall, a model incorporating cross-domain paths representing dimensional comparisons fit the data better than a model without these paths. We conclude that direct and indirect dimensional comparison effects contribute to predicting choices of high school courses and university majors and to understanding gender differences in these choices. We recommend that studies in the EVT framework include cross-domain effects. (DIPF/Orig.)

The present study aimed at investigating implementation processes of a program of site-based management. In the context of the German Bonus Program - a measure of site-based management in Berlin - data from N = 52 principals and N = 487 teachers were used. Focusing on the degree of cooperation and collaboration exercised in these processes, both openness and consensus within the program's target setting process were examined. The analyses included descriptive, correlation, and regression analyses in order to determine the degree of openness and consensus, as well as relating factors of the faculty to these variables. Additionally, principals' and teachers' perspectives were compared. The results show a high degree of openness and consensus in the target setting process. We further found moderate associations between principals' and teachers' ratings and differing relational patterns for principals and teachers, indicating limited correspondence of principals' and teachers' perceptions on the school level. Abstract:
Übergänge im Bildungssystem sind zentral für die Entstehung von sozialer Ungleichheit. Die bestehende Befundlage verweist dabei auf abnehmende Herkunftseffekte vom Übergang ins Gymnasium zum Übergang ins Studium sowie auf eine abnehmende Bedeutung primärer Herkunftseffekte (leistungsbezogener Herkunftseffekte) an den beiden Übergangsschwellen. Die vorliegende Studie untersucht daher auf Grundlage der Längsschnittstudie BIJU, wie sich soziale Herkunftseffekte im nachschulischen Bildungsverlauf vom Übergang ins Studium zum Übergang in die Promotion entwickeln und welchen Anteil primäre Herkunftseffekte an den Übergangsschwellen ins Studium und in die Promotion ausmachen. Mit Hilfe einer Effektdekomposition wird der Erklärungsanteil herkunftsspezifischer Leistungsunterschiede (Schul- und Studienabschlussnoten sowie Testleistungen) ermittelt. Um die kumulierten Herkunftseffekte im nachschulischen Bildungsverlauf zu betrachten, werden die Analysen zum Promotionsübergang neben der selektiven Stichprobe der Hochschulabsolventinnen und -absolventen auch auf die Ausgangsstichprobe der Hochschulzugangsberechtigen bezogen. Die Ergebnisse zeigen, dass an beiden Übergängen Effekte der Bildungsherkunft bestehen und diese vom Übergang ins Studium zum Übergang in die Promotion abnehmen, wobei der Ungleichheitseffekt insgesamt sich kumuliert. Die Bedeutung von herkunftsspezifischen Leistungsunterschieden nimmt relativ gesehen über beide Übergänge zu, absolut gesehen jedoch ab. (DIPF/Orig.)
Abstract (english):
Transitions in the educational system are highly important for the emergence of social inequality. Research points at a decrease in social background effects from the transition to secondary education to the transition to tertiary studies as well as to a decrease in the relevance of primary effects (performance-based social background effects) across the two transitions. Based on the longitudinal study BIJU, this study examines the development of the effect of educational background over post-school educational pathways focusing on the transition to tertiary as well as to doctoral studies and investigates which proportion of the social background effect can be traced back to primary effects. By conducting an effect decomposition, the proportion of the social background effect traceable to performance differences is calculated. To analyse the cumulative effect of social background in higher education, the analysis for the transition to doctoral studies was performed using the whole sample of persons with a higher education entrance qualification next to only using the selective sample of graduates with a tertiary degree. The results indicate that an effect of educational background exists at both transition points. This effect is decreasing across the two transitions, however, the inequality is cumulative overall. The relevance of performance differences increases in a relative perspective, however, decreases in an absolute perspective. (DIPF/Orig.)
