Abstract: Die sich weltweit verschärfenden Probleme des Sozialstaates sowie unübersehbare Symptome einer Effizienz- und Akzeptanzkrise staatlicher Institutionen haben die Weichen für einen "steuerungsstrategischen Paradigmenwechsel" gestellt. In vielen Ländern hat diese Entwicklung auch den Bildungssektor erfasst. Die Politik der "Dezentralisierung" hat dort unterschiedliche Formen der Steuerung und Kontrolle hervorgebracht. Sie hat in einigen angelsächsischen Ländern zur Einführung von "Quasi-Märkten" geführt. Dieses Steuerungsregime steht im Mittelpunkt des Beitrags. Quasi- Märkte stellen ein hybrides Steuerungssystem dar, das marktwirtschaftliche und staatlich-bürokratische Steuerungselemente kombiniert. Quasi-Märkte im Schulbereich setzten Angebotsvielfalt, einen hinreichenden Grad an Anbieterautonomie, Schulwahlfreiheit, ein Informations- und Evaluationssystem sowie ein Finanzsystem voraus, das Erfolg "belohnt" und Misserfolg "bestraft".Von Quasi-Märkten werden zwei Wirkungen erwartet: (1) eine Steigerung der Produktionseffizienz im gesamten Schulwesen aufgrund des induzierten Kosten- und Qualitätswettbewerbs und der Dezentralisierung von Ressourcenverantwortung und (2) eine Verbesserung der allokativen Effizienz aufgrund einer größeren Kompatibilität von Bildungsangebot und Präferenzen der Bildungsnachfrager. Eingehend erörtert wird die Frage, ob sich diese Erwartungen durch ökonomische Theorieansätze (insbesondere der Neuen Institutionenökonomie) und empirische Forschungsevidenz begründen lassen. Dargelegt wird, dass eine verbesserte Produktionseffizienz im wesentlichen durch eine günstigere Kostensituation als Ergebnis dezentraler Ressourcenverantwortung erwartet werden kann, nicht jedoch von Kostenwettbewerb, weil von den Bildungsnachfragern hohe unit costs meist mit hoher Bildungsqualität assoziiert werden. Hinsichtlich der Erwartung, Effizienzgewinne durch eine Verbesserung der Effektivität zu erzielen, findet sich weder eine eindeutige theoretische Begründung noch liegen überzeugende empirische Belege für Performanzerträge durch Wettbewerb und Dezentralisierung vor. Mögliche Gründe dafür liefert eine genauere Betrachtung der angebots- und nachfrageseitigen Verhaltensprämissen des Quasimarkt-Modells. Im letzten Teil des Artikels wird das Quasimarkt-Modell unter dem Aspekt der allokativen Effizienz diskutiert. Die Kompatibilität mit den Präferenzen der Nachfrager ist auf Quasi-Märkten größer, was sich - wie vielfach empirisch belegt - in einer größeren Zufriedenheit der Eltern manifestiert. Doch verbessert sich die gesellschaftliche Wohlfahrtsposition nicht unter Quasimarkt-Bedingungen, da Wohlfahrtsgewinne bei bestimmten Individuen mit Wohlfahrtsverlusten bei anderen Individuen aufgrund partiell bestehender Nutzenrivalität erkauft werden. Zusammenfassend wird konstatiert, dass durch die bislang vorliegende Forschungsevidenz für den Schulbereich der Wechsel zu einem Steuerungsregime, das dessen Ausrichtung an den Regeln des Wettbewerbs vorsieht, nicht zu stützen ist.
Abstract (english): The growing fiscal problems of the welfare state and the unmistakable symptoms of a crisis of efficiency and legitimation of the state institutions have set the course for a paradigm shift in the governance of the public sector. In many countries this development has also seized the field of education. The policy of "decentralization" has brought about different forms of governance and regulation. In some Anglo-Saxon countries the policy re- orientation in education has led to the introduction of "quasi-markets". The paper is focusing on this specific governance regime. It starts with an definition and an outline of its constitutive characteristics. Creating quasi- markets in education requires a diversity of suppliers who must enjoy a sufficient degree of autonomy, consumers who are free to choose the suppliers and who have sufficient information to do so, and a system of finance that rewards "success" and penalizes "failure".Two effects are expected from quasi-markets: (1) an increase in production efficiency throughout the school system as a result of the introduction of cost and quality competition and the decentralization of responsibility for resources; (2) an improvement in allocative efficiency as a result of the greater compatibility between the supply of education and the preferences of consumers. The following sections of the paper address the question as to whether these expectations are jusified by theory (referring particularily to New Institutional Economics) and evidence from empirical research. It will be demonstrated that gains in production efficiency in the main can be expected from cost improvements accruing from decentralized responsibility for resources but not from cost-competition since users of educational services usually associate higher unit costs with higher quality of education. As regards efficiency gains from an increase in effectiveness there is no unambiguous theoretical support for this expectation as will be shown by confronting x-efficency theory with principal-agent theory. There is also no clear empirical evidence concerning the impact of decentralization and competition on school performance - neither from summaries of case studies nor from econometrical analyses. A closer look at the behavioral assumptions made by the quasi-market model will give some possible explanations for the lack of evidence. The final part of the paper discusses the quasi-market model under the aspect of allocative efficency. Quasi- markets are more responsive to parents` preferences as indicated by greater customer satisfaction that has been found innumerous studies. Society`s welfare position is, however, not improved under quasi-market conditions since welfare gains for certain individuals are offset by losses for other individuals as a consequence of "utility rivalry". In summarizing the findings it is stated that research evidence does not support the shift to a governance regime in the school system that relies on the rules of competition.
