Abstract: Die duale Berufsausbildung steht in Deutschland zunehmend unter technischem sowie ökonomischem Modernisierungsdruck und damit im Spannungsverhältnis zwischen der Beibehaltung des klassischen Berufskonzepts mit Ausbildungsordnung, Prüfungsordnung sowie Berufsbild und der Modularisierung von Berufen in der Verzahnung zur Fort- und Weiterbildung. Mit einem zusammenhängenden Text, erläuternde Karten, Tabellen, Grafiken und Übersichten werden die Stärken und Schwächen des im Umbruch befindlichen Berufsbildungssystems dargestellt. Deutlich wird gemacht, wie die unterschiedlichen geographischen und inhaltlichen Zuständigkeiten der Berufsschulstandorte, der Arbeitsämter und Kammerbezirke konzertierte Kampagnen zur qualitativen und quantitativen Aufwertung beruflicher Bildung erschweren. Besondere Aufmerksamkeit wird dabei auf die staatlichen und privaten Entscheidungs- und Handlungsstrukturen zur Verbesserung der Ausbildungsplatzsituation, der Berufsschullehrerbildung und des Erwerbs von Europakompetenzen gelenkt.
Abstract (english): The dual vocational education and training is increasingly subjected to a technical and economic modernisation pressure in Germany, and is consequently located in the field of tension between maintaining the classic notion of occupation with training regulations, examination regulations as well as occupational profile, and the modularization of occupations in the dovetailing with further and continuing education and training. Using a coherent text, explaining maps, tables, graphics and overviews, the strengths and weaknesses of the TEVET system in the state of change are presented. It is made clear how the different geographic and content-related responsibilities of the vocational school locations, the job centres and chamber districts impede concentrated campaigns for the qualitative and quantitative increase in value of TEVET. Special attention is paid to the government and private decision-making and action structures in this regard to improve the training supply situation, the education of vocational school teachers and the acquisition of European competences.
