Abstract:
Vor dem Hintergrund einer immer wieder zu beobachtenden Mythenbildung über die Erfolge sozialistischer Bildungssysteme nehmen die Beiträge des Heftes sozialistische und postsozialistische Bildung in den Blick. Dabei sind die Texte thematisch und geographisch breit gefächert und befassen sich mit Bildungsnarrativen und Bildungsmythen in (post-)sozialistischen Ländern bzw. über diese. In einer grundlegenden und ausführlichen Einleitung wird insbesondere der Begriff des Bildungsmythos in seinen Potentialen ausgelotet und mit dem Verständnis von Narrativen und Bildern in Beziehung gesetzt. In einem ersten Schwerpunkt werden Narrative und Mythen der DDR, etwa in Bildungsmedien wie dem Schul- und Kinderbuch, im Unterrichtsfilm, in Filmaufzeichnungen aus dem Unterricht, im Medium der pädagogischen Lesungen sowie in erzählten Bildungsgeschichten analysiert. Der zweite Schwerpunkt befasst sich mit transnationalen Verflechtungen. Zunächst wird das das Narrativ der Sowjetisierung in beiden deutschen Staaten in den Blick genommen, im Anschuss werden Verflechtungen mit Finnland, Mozambik, Nicaragua und Kuba thematisiert. Im dritten Schwerpunkt werden schließlich transnationale Perspektiven mit Blick auf Tschechien und Lettland sowie auf die Bedeutung des Westens in sozialistischen und postsozialistischen Kindheitserinnerungen diskutiert. Insgesamt wird mit dem Konzept des Heftes das Ziel verfolgt, Grundlagen für eine weitere Erforschung des Sozialismus und seines Nachlebens in Erziehungs- und Bildungszusammenhängen zu legen und diese anzuregen. Abstract (english):
In this paper, inclusive education was understood as the right of all students to access, presence, participation and success in their local school (Slee, 2018). With a focus on teachers' attitudes towards inclusive education, the measurement instruments in 225 relevant empirical studies were examined. The findings showed that the vast majority of instruments utilised exclusionary wording focusing on particular (groups of) learners. There was no ideal instrument which was purely inclusive. It was concluded that there is an urgent need for a new measurement instrument that operationalises the attitude towards inclusive education for all students. (DIPF/Orig.)

Abstract (english):
Education systems can be conceptualized as the scaffolding that supports the construction and development of student competences. Among other things, the size, location, and learning resources of schools can affect how efficient that system is at delivering the required support. Data from international large-scale assessments have indicated that the resources of rural schools may differ from those of urban schools; students in schools in urban and more economically developed environments often demonstrate higher achievement. Data from IEA's Trends in International Mathematics and Science Study (TIMSS) 2019 from across the Dinaric region provides information on variations in the size of schools and allocation, student achievement, and the different kinds of scaffolding/support for learning in urban and rural schools. Secondary analyses of the TIMSS 2019 data for the Dinaric region, taking into account home and school factors, show that the types of support available for student learning differed between urban and rural schools. The findings suggest that policymakers should focus on improving the learning resources available to rural schools across the region, particularly in response to their lack of technological resources for developing students' digital competencies. Concomitant investment is required for the development of teachers' competencies for the effective use of such educational resources. Educators need to compensate for lack of family support for some students; in such situations, schools need to enhance the scaffolding for learning available to children. (DIPF/Orig.)

Abstract:
Der Bericht bilanziert Stand und Entwicklung des Bildungswesens in Schleswig-Holstein auf Basis ausgewählter Indikatoren des nationalen Bildungsberichts 2020, mit landesspezifischen Akzentuierungen und vertiefenden Analysen. Dabei folgt er weitgehend dem Leitgedanken von Bildung im Lebensverlauf und ermöglicht damit eine Verortung des Bundeslands sowie seiner Städte und Landkreise im Spiegel der nationalen Bildungsberichterstattung. Der Bericht zeichnet für das Bildungswesen in Schleswig-Holstein insgesamt ein positives Bild. Der Primarbereich ist im Ländervergleich besonders inklusiv aufgestellt, das Kompetenzniveau ist hoch mit relativ geringen sozialen Disparitäten. Im Sekundarbereich kann dieses Niveau wiederum nicht gehalten werden und überdurchschnittlich viele Jugendliche gehen zudem ohne Abschluss ab. (DIPF/Orig.)

Abstract (english):
The handbook focuses on and compares the education systems in the three Americas: North, Central and South America, and includes a chapter on most countries in the region. The chapters follow a common structure and include schematic diagrams of the structure of mainstream education from pre-primary to tertiary level. Each chapter starts with a description of the historical and social foundations of the education system from the post-World War II period up to today, including political, economic and cultural contexts and conditions. By highlighting important dates and structural decisions, the current education system can be understood as resulting from past developments. The first part ends with a description of the transitions to the labour market that are offered, and the way in which these are organized in the education system described. The second part consists of an overview of the institutional and organizational principles as well as the structure of education from pre-primary to tertiary level. It includes a focus on legislative bases and financial provisions for the education system and a description of the structure by using the ISCED-classification. It further includes information of the supply of human resources such as teachers and other educators. The third and final part of the handbook discusses selected educational trends and aspects. In this context, three topics are of particular interest: dealing with inequality, ICT and digitization activities, and STEM-related policies and programmes. (DIPF/Orig.)

The development of the relationship between the federal government and the federal states, especially in the education sector, has led to new forms of interdependence between the federal government and the federal states especially under Corona conditions, also by the federal government making funds available in the immediate areas of the federal states' competencies. Abstract:
The German Democratic Republic, which emerged in 1949 from the eastern occupation zone in divided Germany, was the most western state in the Soviet sphere of influence. The article traces how a new, independent, and efficient school system emerged from a common German history. In constant political competition with the Federal Republic of Germany, it initially demonstrated a strong affinity with the Soviet school system, in which educational practices were rooted in the doctrinal principles of a Marxist-Leninist pedagogy. Abstract:
This article reports a study that investigated secondary school students' higher education aspirations (towards university studies, ISCED 6 and above) and how these differ between student groups as well as how these are impacted by values of education. Panel data of more than 300 secondary school students in two countries, Luxembourg and Switzerland (the Swiss Canton of Bern) was analysed. Schools are structured differently in the education systems of Luxembourg and the Swiss Canton of Bern. The results of our analysis show that students in the Luxembourgish sample more often aspire to higher education than in the Swiss sample. Disparities in higher education aspirations were also more pronounced in the Luxembourgish sample, boys and students from families of low socio-economic status (SES) were less likely to aspire to higher education. While the effects of values of education are generally scarce, stimulation in terms of anticipated enjoyment and interest derived from participation in higher education seems to have a positive effect on higher education aspirations. Abstract (english):
In this article, we provide a comparative analysis of public education in Germany and the US, focusing on historical and contemporary challenges to education, Bildung, and citizenry in the modern nation state. In particular, we examine relations among nation building processes and education, transnational discourses, mutual influences, and relations regarding public education over time, and identity building and citizenship within and between federal, nation state and international levels. Comparative methods are utilized to examine policy documents as well as the literature, looking for similarities and differences among key concepts and discourses. The article concludes by pointing out that a number of contemporary developments bringing public education to a crossroads today are not entirely new and that foundations of education theory are still relevant. At the same time, we suggest new cross-national dialogues regarding the challenges bringing public education to the crossroads today. (DIPF/Orig.)
