Abstract (english): In the wake of COVID-19, study conditions in Europe have changed dramatically. To limit contact between students and teachers, since March 2020 teaching has largely taken place digitally (remotely via digital means) and in private. Because the success of digital learning likely relies on many factors beyond good digital infrastructure condi tions, this article focuses on which aspects, at both the teacher and the student levels, promote digital learning success. The large-scale student survey "Studying in Times of the Corona Pandemic" conducted at German universities and universities of applied sciences in the summer semester of 2020 ofers data on how COVID-19 has afected several aspects of university studying in Germany. Here, we consider this data within the theoretical framework "theory of transactional distance" introduced by Moore (in: Moore (ed) Handbook of distance education, Routledge, 2018), according to which the success of digital teaching is infuenced by dialogue, structure, and learner autonomy. Based on various regression analyses, our results show that several (digital) framework conditions must be created on both the teacher and student levels to achieve suf fcient digital learning success. In this sense, our fndings provide guidance on which aspects institutions of higher education should focus on when developing or updating their digitalization strategies. In accordance with collaborative learning approaches a key factor for learning success appears to be enabling peer-to-peer interactions. This fnding supports our prediction that the possibility of engaging in interactive learning activities is crucial for students' learning experience, as it might reduce the percep tion of transactional distance and allow for social exchange. The strongest predictor of students' learning success turned out to be the (perceived) digital competencies of the teachers. This fnding clearly emphasizes that teachers must be qualifed to address the very specifc challenges of teaching in digital contexts and indicates that universities may need to implement more teacher qualifcation programs. Abstract: Comparative studies on school leadership so far provide little information on the national contexts underlying school principals' actions. Framing school leadership in this sense includes the underlying legal framework (setting) and the structure of its regulations, as well as state-organised support systems (e.g. qualification and training programmes) aiming to empower school leaders to do what they are supposed to do. Stemming from the above, the guiding question of our approach is as follows: In what way does the German policy-related context frame and shape the understanding, roles and meaning of instructional leadership from an historical perspective? In order to answer this question, this article focuses on how the historical understanding of leading pedagogical and instructional development processes, of the legal framework as well of as the empirical findings of the German research literature on instructional leadership contributes to the variety of German contexts and prerequisites for the use and understanding of instructional leadership. It outlines the importance of examining instructional leadership in the context of broader political and cultural debates within national school systems. (DIPF/Orig.)

Abstract: Der Text beschreibt zunächst zentrale Reformen des deutschen Bildungswesens im letzten Jahrzehnt: den Ausbau der Betreuungs-, Bildungs- und Erziehungsangebote für Kinder unter drei Jahre, die verschiedenen gesamtstaatlichen Reformmaßnahmen im Schulwesen als Folge der Ergebnisse der ersten PISA-Studie 2000, Veränderungstendenzen in der beruflichen Bildung und die Umsetzung einer konsekutiven Studienstruktur und neuer Steuerungsansätze im Hochschulbereich. Von den Reformimpulsen wenig tangiert war der Bereich der Weiterbildung. Beachtenswert sind auch die Entwicklungen im Bereich des Bildungsmonitoring. Wichtige Rahmenbedingungen für die weitere Entwicklung des Bildungssystems sind die demografische Entwicklung, die Anforderungen des Arbeitsmarkts und familienstrukturelle Veränderungen. Vor diesem Hintergrund müssen soziale Ungleichheiten im Bildungswesen weiter abgebaut, die in den letzten Jahren intensivierten Bemühungen um ein inklusives Bildungssystem vorangetrieben und eine neue Balance zwischen Berufsbildungs- und Hochschulsystem gefunden werden. Auch die Weiterbildung muss in die Reformbestrebungen in Zukunft einbezogen werden. Insgesamt ist mit einer weiteren Zunahme der Bedeutung des Bildungssystems für die Entwicklung in allen gesellschaftlichen Bereichen auszugehen. (DIPF/Autor)
Abstract (english): First, the text outlines central reforms introduced to education in Germany in the past decade: the expansion of education and care opportunities available for children under the age of three years, diverse state reform measures in school education in consequence of findings from the first PISA study 2000, tendencies of change in the vocational education and training system and the implementation of a consecutive structure of study courses as well as new approaches to governance in higher education. The field of continuing education remained little affected by reform impetus, while developments in the area of educational monitoring are also remarkable. The further development of the education system is conditioned by demographic development, labour market demands and family structural changes. Against this background, it is necessary to remove social inequity in education, to further advance endeavours towards an inclusive education system that have recently been intensified, and to rebalance vocational education and higher education systems. Furthermore, continuing education needs to be addressed by reform measures in the future. Overall, we can assume that the education system will continue to be increasingly more relevant regarding development in all areas of society. (DIPF/Autor)

Abstract: Die aktuellen schulpolitischen Veränderungen in den Bundesländern zielen auf Qualitätssteigerungen durch Stärkung der Selbständigkeit von Einzelschulen sowie auf jene selbst initiierten und selbst gesteuerten Entwicklungsprozesse ab, die mit externer Standardsetzung und verstärkter Ergebniskontrolle verknüpft werden. In diesem Zusammenhang gewinnt die Rolle von Schulleitung und deren Erfolg aus Gesamtsteuerungsperspektive zunehmend an Bedeutung. Als ein zentraler Akteur bei der Umsetzung dieser Konzeptionen rückt Schulleitung zunehmend ins Blickfeld der Bildungsforschung. An Schulen mit mehr Eigenverantwortung stehen Schulleitungen vor neuen Aufgaben, wie etwa strategischen Führungsaufgaben, da Schulleitungen nicht nur das operative Management im Sinne des administrativen und pädagogischen Alltagsgeschäfts zufällt, sondern sie auch die Ziele jeweiliger Schulentwicklung festzulegen und deren konzeptionelle Umsetzung mit Blick auf die extern herangetragenen Standards zu sichern haben. Somit steht die Einzelschule vor der Aufgabe, ihre Entwicklung eigenständig, zielgerichtet und systematisch zu betreiben. Hierfür benötigt sie eine entsprechende Selbststeuerungsfähigkeit. Den Schulleitungen obliegt es, diese aufzubauen und zu fördern. Dabei stellt sich die Frage, inwieweit die neuen Aufgaben der Schulleitung als Belastungsfaktoren auch Einfluss auf ihr Handeln haben.

Abstract: A child's educational career involves a variety of decisions which are of great importance in Germany. If the function as a means of educational allocation that is fulfilled by the school types and the educational programmes linked to them is not taken into consideration, one runs the risk of wrongly interpreting the structures and developments of the German school system. Alongside its structural and organizational peculiarities, the general-education school system in Germany - compared to the school systems of other industrial countries - is characterized by two cultural traditions: the aims of the general-education school system are defined neither by its 'consumers', nor in pragmatic terms by the interests, needs, and development perspectives of its 'clients', but mainly in a normative manner by the intellectual tradition of so-called education theory. What is taught and what comes out of it are not functional and motivated by pragmatic aims, but rather result from superordinate ideas and cultural and practical traditions. Connected to this is the continuous discussion on the contrast or equivalence of general education vis-à-vis vocational education.

Abstract: Zwanzig Jahre der Transformation haben die Bildungssysteme der ostmitteleuropäischen Länder schrittweise den gemeinsamen Herausforderungen der Europäisierung und Globalisierung geöffnet. Demgegenüber gewährt die europäische Landkarte Einblicke in bestehende oder sogar wiedererweckte Unterschiede der nationalen Ansätze, die auf sozioökonomische, politische und kulturelle Besonderheiten verweisen. Die Anerkennung dieser grundlegenden Spannung legt die Gründe für die jüngste Geschichte der Bildungsreformen und für deren Kontextualisierung innerhalb ihrer spezifischen sozialen Netzwerke. Besonderes Gewicht wird auf die Ergebnisse der Reformen im Hinblick auf die kontroversen Ansätze und politischen Entscheidungen gelegt, die durch Konstellationen innerhalb der nationalen Dimensionen und deren Einbindungen in die Politik der Europäischen Union verursacht sind.
Abstract (english): Twenty years of transformation have gradually opened the education systems of the East Central European countries to the common challenges of Europeanisation and Globalisation. On the other hand, the educational map gives insights into existing or even re-awakened differences among the individual national patterns tracing back to socio-economic, political and cultural particularities. Recognising this fundamental tension lays the ground for the recent history of educational reforms and for contextualising them within their specific societal frameworks. Special emphasis is laid on the outcomes of reforms due to controversial approaches and political decisions within given constellations within their national ranges and their involvements in the policies of the European Union.

Abstract: Das Buchkapitel präsentiert die deutsche Teilstudie eines international vergleichenden Forschungsprojekts, das von der Europäischen Union gefördert wurde. Inhaltlich wird der Frage nachgegangen, inwiefern das informelle Lernen in Schulen einen Beitrag zur Entwicklung demokratierelevanter Kompetenzen leistet. In diesem Zusammenhang wird zunächst der Kontext von politischer Bildung und Demokratieerziehung in Deutschland dargestellt, um sodann Lerngelegenheiten, wie sie von Schulkultur und Schulklima geboten werden, im Rahmen von Fallstudien näher zu untersuchen. Dabei wird in besonderer Weise auf das Lernen von Schülern mit und ohne Migrationshintergrund in Schulen mit hohem und niedrigem Anteil an Zuwanderern eingegangen.(DIPF/Autor)

Abstract (english): The conceptual framework for this study consists of three types of factors: 1. the citizenship competencies and values; 2. the informal student activities and experiences at school; 3. the school context. The first factor, referring to citizenship competencies and values, can be seen as resulting from ( among other origins) the informal student activities and learning experiences at school. The second factor, informal activities and experiences at school, represents situations in which students 'learn' certain citizenship competencies. As such, these can be considered as mediating factors between the competencies and values on the one hand, and the school context, in which these activities and experiences are embedded on the other. The school context can be conceived as consisting of factors stimulating or restraining informal student activities and experiences. (DIPF/ Orig.)
