Abstract:
In diesem Beitrag wird untersucht, welche Veränderungen in der ethnischen und sozialen Zusammensetzung der Bevölkerung im Schul- und Vorschulalter festzustellen sind und welche Konsequenzen sich hieraus für die Bildungsbeteiligung und damit für die Entwicklung des Bildungsstandes in der Bevölkerung ergeben könnten. Auf Basis der Mikrozensuserhebung 2008 können hinsichtlich der Herkunftsregion der Eltern mehrere Migrantengruppen identifiziert werden, in denen die Kinder trotz des niedrigen Bildungstandes der Eltern und vergleichsweise geringer sozioökonomischer Ressourcen größere Chancen auf einen Bildungsaufstieg haben als Kinder aus Familien ohne Migrationshintergrund. In bildungsfernen Familien ohne Migrationshintergrund finden sich hingegen eine geringere Tendenz zu aufstiegsorientierten Bildungsentscheidungen und eine stärkere Bindung des Bildungsverhaltens an die ökonomische und soziale Lebenslage. Die Analysen liefern Hinweise darauf, dass der bildungsbezogene Hintergrund und die sozioökonomischen Ressourcen in den Familien insgesamt bedeutender sind für die Entwicklung des Bildungsniveaus in der Bevölkerung als Merkmale der Zuwanderung und der ethnischen Herkunft.
Abstract (english):
In this paper, we examine current changes in the ethnic and social composition of the preschool and school aged population as well as the consequences these changes may have for educational participation and thus for overall educational attainment in the near future. Based on the micro-census 2008 survey, we identify groups of migrants by region of parents' origin where children - despite low levels of parents' education and comparatively few socioeconomic resources - have greater chances of upward educational mobility than non-migrant children. By contrast, children from less educated, nonmigrant families show a much lower tendency to be upwardly mobile, and educational choices are more closely tied to the economic and social background. Thus, our analysis provides evidence that educational background and socio-economic resources in the students' families are of greater importance for the overall development of educational attainment in Germany than characteristics of migration and ethnicity.

Abstract:
A child's educational career involves a variety of decisions which are of great importance in Germany. If the function as a means of educational allocation that is fulfilled by the school types and the educational programmes linked to them is not taken into consideration, one runs the risk of wrongly interpreting the structures and developments of the German school system. Alongside its structural and organizational peculiarities, the general-education school system in Germany - compared to the school systems of other industrial countries - is characterized by two cultural traditions: the aims of the general-education school system are defined neither by its 'consumers', nor in pragmatic terms by the interests, needs, and development perspectives of its 'clients', but mainly in a normative manner by the intellectual tradition of so-called education theory. What is taught and what comes out of it are not functional and motivated by pragmatic aims, but rather result from superordinate ideas and cultural and practical traditions. Connected to this is the continuous discussion on the contrast or equivalence of general education vis-à-vis vocational education.

Abstract:
Bildung spielt in ökonomischen Studien und Theorien eine erhebliche Rolle für das Wachstum einer Volkswirtschaft. Internationale Analysen zum Zusammenhang von Bildung und Wachstum sind jedoch mit dem Problem schlechter Datenqualität und mangelnder Vergleichbarkeit behaftet, in regionalökonomischen Studien wird Bildung oft eher am Rande thematisiert. Die vorliegende Studie legt Analysen zum regionalen Zusammenhang von Bildung und Beschäftigung in Deutschland vor, zeigt regionale Bildungsdisparitäten der sozialversicherungspflichtig Beschäftigten auf und vergleicht verschiedene Bildungsvariablen. In einer Regression über 97 Raumordnungsregionen erweist sich das Wachstum verschiedener Bildungsvariablen, des Kapitalstocks und der erwerbsfähigen Bevölkerung als hochsignifikant für die Erklärung von Beschäftigungsentwicklung. Ein weiteres Ergebnis ist, dass sich regionale Bildungsdisparitäten im Zeitverlauf signifikant verstärken und somit auch zu einer regional disparaten Beschäftigungsentwicklung beitragen. (DIPF/Orig.)
Abstract (english):
Education plays a major role for an economy s growth in economic analysis and theory. However, international studies about the relation between education and economic growth lack valid and comparable data. In studies about regional development, education has received only limited attention. This study analyses the relation between education and employment growth in Germany, and compares various education variables. A regression across 97 German planning regions reveals that the development of several education variables, the capital stock and the working age population demonstrate highly significant coefficients for explaining the development of employment. In particular, a human capital index that includes formal qualification levels of all employees makes a strong explanatory contribution. Furthermore, the study reveals that regional educational disparities increase significantly over time and therefore contribute to a divergent employment development. (DIPF/Orig.)
