Abstract:
Das Engagement in der Jugendarbeit wird seit jeher als Ehrenamt bezeichnet. Der Begriff des bürgerschaftlichen Engagements enstammt eher einer politikwissenschaftlichen Debatte um die Zivilgesellschaft und wird im Bereich der Jugendarbeit bislang so gut wie nicht verwendet. Ehrenamtliche Aktivität und das Selbstverständnis als Ehrenamtliche prägten die Entwicklung der Jugendarbeit und die Jugendverbandsgeschichte und markieren dort bis heute den Unterschied zwischen dem beruflichen und dem ehrenamtlichen Personal.

Abstract:
Das umfassende Handbuch enthält beschreibende Darstellungen der Bildungssysteme aller europäischen Staaten, wobei die Auswahl unter dem Gesichtspunkt der ihrer Mitgliedschaft im Europarat getroffen worden ist. Die Länderstudien werden durch eine bildungstheoretisch und bildungspolitisch thematisierte Einführung, einen perspektivischen Ausblick und ein statistisches Profil ergänzt. (DIPF/Orig.)
Abstract (english):
The comprehensive manual is composed of descriptive chapters on the education systems of all European countries, whereby the selection has been decided in view of their membership in the Council of Europe. Abstract (english):
The international comparative dimension has played a rather limited role in educational research in spite of widely similar educational political goals and similar topics within the transformation societies. It is without question that transformation is embedded in nationally, culturally and histor-cally specific processes. On the other hand, the editors share the assumption that the democratic transformation of sociopolitical systems follows, in addition to certain often significant, national or regional peculiarities, universal patterns and that consequently the modernisation of education systems after the end of authoritarian regimes produces common features and outcomes. Twelve or eight years respectivly after the fundamental system changes in Germany and South Africa the volume want to assess the available research results on topics of educational transformation in both countries and in develop possibly new international research perspectives.

Abstract (english):
"Since considerable time will be required for the drafting and nationwide discussion of a new Constitution of Nepal" the author proposes an interim constitution "as a basis and framework for the provisional government of the Kingdom of Nepal". "That Nepal shall be henceforth a constitutional monarchy based on democracy" is one of his six "preliminary ideas for the elaboration" of such an interim constitution which he contributes to the discussion in Nepal. Abstract (english):
The author discusses some examples, not systematically, not covering the broad field of possible conflicts and issues in preparing a new constitution in Nepal which just has shaken off the hated Paneyhayat system and its absolute monarchy. Making clear that issues like fundamental rights, parliament, government and the specific features in Nepal tradition and society are not that easy a task neither for the legal experts nor for the politicians in drafting a new constitution , the author finally claims that the constitution must be adopted in a democratic process. As for the dilemma of the politicians to pass a new constitution within three months he proposes an Interim Constitution as a solution. (DIPF/ssch)
