The international Conference on Learning Information Literacy across the Globe was held on the 10th of May 2019 at Frankfurt Main, Germany. The Conference was part of the Erasmus+ Project Information Literacy Online (ILO), a European project to improve students' competencies. […] The Conference task was to be a forum for the exchange of research and experience associated with Information Literacy (IL) Learning. […] With different frequency, the following topics are touched by the keynotes and papers: Information literacy as a learning process, including assessment; Digital learning resources for information literacy (e.g. MOOCs, Learning-scenarios, OERs); Comparative studies of courses and curricula with an information literacy lens; Cultural diversity of information literacy; Information literacy in connection with other literacy concepts.

Abstract:
Purpose: The purpose of this paper is to demonstrate the rationale, technical framework, content creation workflow and evaluation for a multilingual massive open online course (MOOC) to facilitate information literacy (IL) considering cultural aspects. Design/methodology/approach: A good practice analysis built the basis for the technical and content framework. The evaluation approach consisted of three phases: first, the students were asked to fill out a short self-assessment questionnaire and a shortened adapted version of a standardized IL test. Second, they completed the full version of the IL MOOC. Third, they were asked to fill out the full version of a standardized IL test and a user experience questionnaire. Findings: The results show that first the designed workflow was suitable in practice and led to the implementation of a full-grown MOOC. Second, the implementation itself provides implications for future projects developing multilingual educational resources. Third, the evaluation results show that participants achieved significantly higher results in a standardized IL test after attending the MOOC as mandatory coursework. Variations between the different student groups in the participating countries were observed. Fourth, self-motivation to complete the MOOC showed to be a challenge for students asked to attend the MOOC as nonmandatory out-of-classroom task. It seems that multilingual facilitation alone is not sufficient to increase active MOOC participation. Originality/value: This paper presents an innovative approach of developing multilingual IL teaching resources and is one of the first works to evaluate the impact of an IL MOOC on learners' experience and learning outcomes in an international evaluation study. Abstract:
As Internet sources provide information of varying quality, it is an indispensable prerequisite skill to evaluate the relevance and credibility of online information. Based on the assumption that competent individuals can use different properties of information to assess its relevance and credibility, we developed the EVON (evaluation of online information), an interactive computer-based test for university students. The developed instrument consists of eight items that assess the skill to evaluate online information in six languages. Within a simulated search engine environment, students are requested to select the most relevant and credible link for a respective task. To evaluate the developed instrument, we conducted two studies: (1) a pre-study for quality assurance and observing the response process (cognitive interviews of n = 8 students) and (2) a main study aimed at investigating the psychometric properties of the EVON and its relation to other variables (n = 152 students). The results of the pre-study provided first evidence for a theoretically sound test construction with regard to students' item processing behavior. The results of the main study showed acceptable psychometric outcomes for a standardized screening instrument with a small number of items. The item design criteria affected the item difficulty as intended, and students' choice to visit a website had an impact on their task success. Furthermore, the probability of task success was positively predicted by general cognitive performance and reading skill. Although the results uncovered a few weaknesses (e.g., a lack of difficult items), and the efforts of validating the interpretation of EVON outcomes still need to be continued, the overall results speak in favor of a successful test construction and provide first indication that the EVON assesses students' skill in evaluating online information in search engine environments. Abstract:
A massive open online course (MOOC) is an online space for learning with no prerequisites for entry. All content is delivered online and learners interact with the content by navigating through it, assessing their progress, writing down their knowledge, and sometimes interacting with other students. The European project Information Literacy Online is an example of a MOOC. It has a number of set goals: it should offer study in six European languages, it should deliver content that can be re-used, it should be used mostly by self-paced learners who progress at their own speed through the content, and subsequently assess and see their progress as they go. The aim of this paper is to discuss how to build a multilingual MOOC in a location-independent and distributed collaboration scenario. The project requirements have shaped a content creation progress, an authoring workflow, which we present in this paper. While the MOOC is delivered on the OpenEdX platform, the authoring workflow is centered around a versioning system which has allowed quality control processes, automated transformation processes, and the contribution of content from multiple places to occur in an asynchronous manner. This paper describes the workflow, sketches the technical choices made in the process, the issues encountered and their workarounds and reports on the experience gained thus far. (DIPF/Orig.)

Abstract:
Um die Perspektiven verschiedener Akteursgruppen auf das Thema Informationskompetenz und Informationskompetenzvermittlung zu ermitteln, wurde im Juni 2019, im Rahmen des Projekts "Informationskompetenz und Demokratie (IDE): Bürger, Suchverfahren und Analyse-Algorithmen in der politischen Meinungsbildung", ein Aufruf zur Einreichung eines Positionspapiers gestartet. Insgesamt 21 Autoren und Autorinnen sind dem Aufruf gefolgt. Beantwortet wurden die Fragen: "Was ist Informationskompetenz?", "Wie soll man Informationskompetenz vermitteln?", "Welches sind die zentralen Entwicklungen im Bereich der Informationskompetenz und Informationskompetenzvermittlung?" Die Positionspapiere liefern einen umfassenden Überblick und vielfältige Perspektiven zur Informationskompetenz bspw. aus Sicht der Politikwissenschaft, der Erziehungswissenschaft, der Lehrerausbildung sowie der Informations- und Bibliothekswissenschaft. Es gilt das Thema der Informationskompetenz in der Fachwelt und der Öffentlichkeit als kritische Fragestellung des 21. Jahrhunderts zu positionieren.

Abstract:
Mit der IEA-Studie ICILS 2018 (International Computer and Information Literacy Study) werden zum zweiten Mal nach 2013 computer- und informationsbezogene Kompetenzen von Achtklässlerinnen und Achtklässlern im internationalen Vergleich gemessen. Die Studie liefert damit ein aktuelles Bild über den Stand der digitalen Bildung in Deutschland. In diesem Band werden zudem erstmals empirisch basiert Aussagen zu Entwicklungen über einen mehrjährigen Zeitraum präsentiert. Ebenfalls erstmalig werden im Rahmen eines internationalen Zusatzmoduls Befunde zum Kompetenzbereich 'Computational Thinking' vorgelegt, der das Lösen von Problemen und den kompetenten Umgang mit algorithmischen Strukturen anspricht. Über die detaillierte Erfassung der Rahmenbedingungen auf Schul-, Lehrer- und Schülerebene sowie aus der Perspektive der Schulleitungen und der IT-Koordinatorinnen und -Koordinatoren ergibt sich ein Gesamtbild über technologische und pädagogische Entwicklungen in Deutschland im internationalen Vergleich. Ergebnisse zu zentralen Hintergrundmerkmalen der Schülerinnen und Schüler sowie zu Schulformunterschieden ergänzen die Befunde. Der Band liefert so Informationen zur (Weiter-)Entwicklung von Schule und Unterricht sowie zur Lehrerprofessionalisierung im Kontext digitaler Transformationsprozesse. (Verlag)

Abstract:
Information literacy (IL) [1] - and similarly digital literacy [2, 3] - want to convey skills to handle information and data, its use and the creation of new information and services. It emphasizes to teach competencies that enable learners to adapt to new environments and thus foster life-long learning. Artificial intelligence systems (AI) enter all kinds of areas, specifically the educational sector on all levels. For example, learning analytics and learning supportive services are established. Learners might see the opportunities of those services that promise to foster individual learning and skill development. At the same time, they need to develop novel kinds of literacy to understand and to apply AI. Thus, IL teaching and literacy frameworks need to consider an adaptation to recent changes that come with AI. Our contribution wants to start a discussion within the IL expert field on how IL teaching needs to prepare learners for the new era of AI. We will discuss if IL teaching frameworks need to be adapted to foster AI literacy and moreover, how IL teaching concept can benefit from developments in AI. Based on a scoping review in AI in education, we will introduce current ideas of AI technology and applications and discuss them in relation to IL teaching schemes [2]. Following up the dialog of our IL working group [4], we want to contribute to current discussions on AI in education and the potential influence it might have on IL teaching, and reversely. Abstract:
Das vorliegende Kapitel beschreibt die Anlage, das Forschungsdesign sowie die Durchführung der Studie ICILS 2018 und fokussiert dabei, im Gegensatz zum internationalen Berichtsband (Fraillon, Ainley, Schulz, Friedman et al., 2019), auf die Durchführung der Studie in Deutschland. Dazu werden zunächst die Zielsetzungen der Studie erläutert (Abschnitt 2) und darauf aufbauend die Organisationsstruktur von ICILS 2018 dargestellt (Abschnitt 3). Daran anschließend werden die internationalen Fragestellungen sowie die theoretische Verortung entlang des der Studie zugrundeliegenden Rahmenmodells vorgestellt (Abschnitt 4). Nach einer Einführung in die Entwicklung und die Inhalte der eingesetzten Erhebungsinstrumente (Abschnitt 5) wird die Durchführung der Studie samt Untersuchungspopulation und Stichprobenziehung (Abschnitt 6.1) beschrieben sowie eine Erörterung der Informationen zur Testdurchführung und Datenerhebung in Deutschland vorgenommen (Abschnitt 6.2). Daran anknüpfend (Abschnitt 7) wird das Vorgehen im Zuge der Aufbereitung und Analyse der erhobenen Daten fokussiert. Abschließend werden in Abschnitt 8 Informationen zur Darstellung der erzielten Ergebnisse ausgeführt, die alle Grundlagen für die Ergebnisdarstellung und -interpretation der Ergebniskapitel in diesem Band bereitstellen. Die Konstrukte werden dazu zunächst jeweils hinsichtlich ihrer Relevanz für eine erfolgreiche Teilhabe an der Gesellschaft, u.a. hinsichtlich der Erfüllung beruflicher und persönlicher Zielstellungen, eingeordnet (Abschnitte 2.1 bzw. 3.1) und anschließend in den Abschnitten 2.2 und 3.2 inhaltlich auf der Grundlage des internationalen Forschungsdesigns der Studie konkretisiert. Daran anknüpfend wird das im Rahmen von ICILS 2018 geprüfte Kompetenzstufenmodell der computer- und informationsbezogenen Kompetenzen (Abschnitt 2.3) erläutert. Beide im Rahmen der Studie weiter- bzw. neuentwickelten theoretischen Konstrukte bilden im Rahmen von ICILS 2018 die zentrale Grundlage für die Entwicklung der Tests für Schülerinnen und Schüler in den jeweiligen Bereichen der computer- und informationsbezogenen Kompetenzen (Abschnitt 2.4) und der Kompetenzen im Bereich 'Computational Thinking' (Abschnitt 3.3).
