Abstract: Die analytische Bestimmung eines handlungstheoretischen Kulturbegriffs, in der "Kultur" als Spezifikum des Menschen und damit als integraler Bestandteil seiner psychischen Strukturen, Funktionen und Prozesse herausgestellt wird, ermöglicht zunächst die Bestimmung der Beratung als eine kulturelle, verständigungs- und standardorientierte Handlung, die in kulturhistorische, ökonomische, rechtliche und gesellschaftspolitische Bedingungen und Regelsysteme eingebettet ist. Somit stellen sich Kulturstandards als Bezugssystem von und für Beratung heraus. Als Beispiel eines kulturgebundenen Standards für individuelle Beratungsanlässe wird das Konzept des Wohlbefindens verwendet. Als Beispiel für die Festlegung überindividueller Standards auf institutioneller Ebene werden die Versuche herangezogen, im Bildungsbereich Bildungsstandards zu formulieren, wobei in beiden Fällen "kulturelle Kompetenz" als ein Prozessstandard angesehen werden kann.
Abstract (english): The analytical determination of a concept of culture based on action theory shows that "culture" is unique to humans and thus an integral part of their psychological structures, functions and processes. This enables one to conceive of counselling as a cultural, communication- and standard-oriented action that is embedded in cultural-historical, economic, legal and socio- political conditions and rule systems. Thus cultural standards are revealed as the frame of reference of and for counselling. The concept of well-being is used to exemplify the culture-bound standards of individual reasons for seeking counselling. Attempts at formulating educational standards in the educational domain serve as an example of the specification of supra- individual standards at an institutional level. In both cases "cultural competence" can be regarded as a procedural standard.
