Abstract: Im Zuge einer immer stärker werdenden fundamentalen Kritik an Schulvergleichsstudien wie PISA beschreibt dieser Beitrag eine erziehungswissenschaftliche Debatte über Möglichkeiten und Grenzen der international vergleichenden Schulleistungsforschung. Anhand von fünf Leitfragen wird die PISA-Studie vorgestellt und hierzu jeweils auf Thesen von Münch (2009) eingegangen.

Abstract (english): The PISA 2012 context questionnaire framework describes how PISA can be developed further as a sustainable database for educational policy, and research. The framework maps out a design for the PISA context questionnaires that will be sustainable into the future. It also makes recommendation regarding aspects of design and analysis that are intended to build on the existing strengths of PISA and mapping an even stronger path into the future.Finally, the framework provides the theoretical and scientifically rigorous underpinnings of the concepts, scales and indices developed for the PISA 2012 cycle and that will be constructed using the different context questionnaires implemented in participating countries and economies. In particular, the framework discusses in detail new individual outcome measures - strategies, beliefs and motivation - related to mathematical literacy and innovative indicators of opportunity to learn and quality of instruction at the level of individual students, schools and systems.

Abstract: [The author] brings the perspective of researchers interested in school quality and school development to the discussion of international large-scale assessments. [He] contends that policymakers are primarily interested in large-scale educational assessments as indicators that monitor the functioning, productivity and equity of educational systems, while researchers tend to perceive large-scale assessments as a kind of multi-group (i.e., multi-country) educational effectiveness study. Aside from describing strengths and challenges with regard to student performance and the conditions of teaching and schooling in participating countries, researchers also want to understand why students achieve certain levels of performance. The author argues that, because large-scale assessments provide only observational data, it is exceedingly difficult to draw causal inferences, such as concluding that a particular educational policy or practice has a direct or indirect impact on student performance. He proposes that a productive interplay between large-scale assessments and effectiveness research may be established in several ways by implementing enhancements to the assessment design. Two examples of such enhancements are presented and discussed: (1) a national large-scale assessment on language competencies in Germany reassessed students 1 year after the first large-scale assessment, allowing researchers to study the impact of school-level factors on classroom instruction and student growth and (2) a reassessment of Germany's schools performed 9 years after initial participation in PISA. Abstract (english): The influence of large-scale group score assessments on research, policy, and practice in education has increased dramatically over the past few decades. The goal of this chapter is to provide an overview of the value and scope of this program of research. The chapter begins by providing an overview of the history of large-scale assessment. Next, it focuses on current research and development surrounding the National Assessment of Educational Progress (NAEP, a government mandated assessment in the United States) and the Programme for International Student Assessment (PISA, a large-scale survey and assessment commission by the Organisation for Economic Co-operation and Development, OECD). We also briefly review other landmark large-scale group score assessments. Throughout, we highlight the growing use of noncognitive variables in these assessments. The chapter concludes with a discussion of some of the topics and approaches likely to guide future directions in this domain.

Abstract: Rahmenbedingungen für die Entwicklung von Kompetenzen sind seit PISA 2000 ein viel diskutiertes Thema in Deutschland. Dabei wird gefragt, welche Merkmale von Schulen und Schulsystemen Vorteile für das Lernen und die Kompetenzentwicklung bieten und welche eher störend wirken könnten.
Die schulischen Rahmenbedingungen für den Kompetenzerwerb in Mathematik erscheinen in Deutschland als wenig auffällig und letztlich auch als wenig problematisch, wenn man sie mit denen anderer OECD-Staaten vergleicht. Dies gilt für Aspekte der Stundentafel ebenso wie für Merkmale wie etwa die durchschnittliche Klassengröße. Hervorzuheben ist, dass Schülerinnen und Schüler in Deutschland sich in einem überdurchschnittlichen Maße als zugehörig zu ihrer Schule empfinden und sich dort eingebunden fühlen. Auch Probleme wie Absentismus sind in Deutschland schwächer ausgeprägt als im OECD-Durchschnitt. Die Befunde weisen wiederum darauf hin, dass Schülerinnen und Schüler die Schule in Deutschland weniger problematisch wahrnehmen als ihre Altersgenossen anderer Staaten. Vergleiche über die Zeit belegen, dass sich in der letzten Dekade die schulische Situation aus Schülersicht nicht verschlechtert hat. Generell sollte man bei der Betrachtung von Schulmerkmalen berücksichtigen, dass innerhalb eines strukturell insgesamt wenig veränderten Systems zwischen PISA 2000 und PISA 2012 das Leistungsniveau in Deutschland deutlich verbessert werden konnte. Auf der anderen Seite belegen Entwicklungen in anderen Staaten, dass strukturell unveränderte Systeme deutliche Leistungsabfälle erleben und der Zusammenhang zwischen Kompetenz und sozialer Herkunft ansteigt. Für die Entwicklung der Kompetenzen von Schülerinnen und Schülern scheinen Eingriffe in Strukturen weniger relevant zu sein als Anstrengungen und Maßnahmen, die Einzelschulen unterstützen und sie darin bestärken, ihre Qualität kritisch zu prüfen und in kollegialer Zusammenarbeit weiterzuentwickeln. Abstract (english): Educators and researchers attempt to design and implement successful intervention programs to enhance students' academic motivation and self-concept as important non-cognitive determinants of student achievement and long-term gains. Nevertheless, despite the goodwill and effort, such programs are often faced with issues and challenges. In this chapter, we first discuss the potentials, opportunities, and expected outcomes of such intervention programs. Then we discuss and attempt to address the issues, challenges, and limitations of such programs by illustrating them with examples of evidence-based intervention programs we have conducted in various educational areas including: language, mathematics, cooperative learning, peer support, and anti-bullying. The discussions and illustrations are based on recent advances in self-concept and motivation theory and research. Theory, such as the reciprocal effects model demonstrating the mutually reinforcing relations between academic self-concept and academic achievement, provides the opportunity for designing a dual approach with attention to both self-concept and achievement in the program. The research on internally focused and attributional feedback mechanisms provides the potential of reinforcing self-concept for long-term positive gains. Nevertheless, research findings indicating a general pattern of decrease in self-concept over time constitute a prevalent issue and a challenge to any intervention that attempts to facilitate a significant and noticeable increase. Recent emphasis on the twofold multidimensional structure of academic self-concept implying that intervention programs should target a specific domain and should address both the cognitive and affective components of self-concept further complicates the design and implementation of programs. A further challenge is the occurrence of diffusion effects that might mask the difference between the experimental (target) group and the control group, thus undermining the effectiveness of the intervention. Other issues include: students' cognitive abilities, age, frame of references, and differential gender perceptions. These issues and challenges are illustrated in the light of our previously conducted self-concept enhancement programs in educational settings.
