Abstract (english):
This contribution to the Feasibility Study of a large scale assessment in the field of vocational education asks whether there is a common basis for a possible future large scale assessment in vocational education and training in the field of social and health care. The comparison is carried out in 7 European countries (Denmark, Finland, Germany, Norway, Slovenia, Sweden, Switzerland). Unlike basic competences referring to the concept of literacy for successful participation in society (e.g., PISA, ALL, PIAAC), domain-specific competences are focused on knowledge, skills and abilities in specific vocational areas in economies based on the division of labour. Contexts for VET differmarkedly and VET operates in multiple ways even in the same sector or country. This is particularly the case in the field of social and health care. The focus of the Feasibility Study in the field of social and health care is therefore to identify comparable occupational profiles and learning outcomes at the end of respective VET programmes. The study uses a qualitative approach, focussing on the results of a series of national and international expert workshops, which is supported by quantitative, non-parametric data. Results suggest that in the field of social health care, selected vocational programmes can be identified across countries with occupational profiles and learning outcomes that are sufficiently comparable. It concludes that a large scale assessment can be recommended in the field of social and health care. The results of the study provide a basis for the construction of a framework and the definition of measurement dimensions in the field of social and health care for subsequent test development in a possible future VET-LSA.
