Abstract: Die aandrang op toegang tot onderwys vir almal soos vergestalt in die Education for All-beweging van die 1990s het deur die jare verander in 'n aandrang op toegang vir almal tot kwaliteit basiese onderwys soos beoog in die Dakar Framework for Action Education for All: Meeting Our Collective Commitments. Wêreldwyd was daar al etlike pogings om kwaliteit-onderwys te definieer en dit word telkens in verband gebring met onder meer die kwaliteit van onderwysers en die gehalte van hulle opleiding, hoewel geen reglynige verhouding aangedui kan word nie. Die UNESCO/ILO Recommendation concerning the Status of Teachers van 1966 gaan van die standpunt uit dat opvoeders toegang tot bepaalde regte, insluitende arbeidsregte, moet hê om hulle werk om kwaliteit-onderwys te voorsien behoorlik te kan doen. In Suid-Afrika het opvoeders volle eenvormige toegang tot die volledige reeks arbeidsregte in die Grondwet en ander wetgewing terwyl daar in Duitsland twee stelsels arbeidsregte vir opvoeders geld. Baie navorsing is nog nodig oor die verhouding tussen opvoeders se arbeidsregte (en die gebruik en misbruik daarvan) en die kwaliteit van onderwys en ons voer aan dat beperkings op fundamentele arbeidsregte en volle en onbeperkte toegang tot arbeidsregte sonder om enige ander faktore rakende kwaliteit-onderwys in ag te neem beide problematies is.

Abstract: Der Begriff "BRICS" bezeichnet gemeinhin die Staaten Brasilien, Russland, Indien, China und Südafrika. Diese Abkürzung stammt aus dem wirtschaftlichen Bereich und tauchte zuerst in einem Papier der Großbank Goldman Sachs im Jahr 2001 auf. Dort wurde zunächst von den BRIC gesprochen, die als "emerging markets" (aufstrebende Märkte / Wachstumsmärkte) das Interesse der Wirtschaftsfachleute erregten. - Die Länder selbst begannen ihre Kooperation unter dem Label "BRIC" 2006 mit einem Treffen ihrer Außenminister. Seit 2009 gibt es ein jährliches Gipfeltreffen (BRICS Summit) der Staatsoberhäupter der jeweiligen Länder. Seit 2011 nimmt auch Südafrika an dem Gipfeltreffen teil. Das, was als ökonomische Etikettierung von außen begann, wandelte sich zu einem Zusammenschluss der betreffenden Länder. Neben wirtschaftlichen Interessen wurden nun auch die politische und die kulturelle Zusammenarbeit thematisiert. Bildung Weltweit setzt in diesem Webdossier den Fokus speziell auf die Bildungssituation und auf die Zusammenarbeit der BRICS im Bildungsbereich. Außerdem wird auch das deutsche Engagement in und die Kooperation mit den BRICS-Ländern im Bildungsbereich beleuchtet. Das Dossier ist wie folgt gegliedert: Bildungswesen in Brasilien; Bildungswesen in Russland; Bildungswesen in Indien; Bildungswesen in China; Bildungswesen in Südafrika; BRICS-Kooperationen.
Abstract (english): Generally speaking, the term "BRICS" refers to Brazil, Russia, India, China and South Africa. The abbreviation was coined in economics and first appeared in a paper presented by Goldman Sachs in 2001. Initially, the term "BRIC" (at the beginning without South Africa) was used to characterize "emerging markets" - triggering the economists' interest. Respective countries themselves began to co-operate as "BRIC" states in 2006 when their foreign secretaries met for the first time. Since 2009, annual BRICS Summits have been held by the respective heads of state; South Africa has participated in the Summits since 2011. What began as an economic label has now transformed into a collaboration of the states. Besides discussing economic issues, political and cultural collaboration are now being targeted. By presenting a web dossier, Education Worldwide places its focus on education and the collaborative efforts of the BRICS countries in this field. Furthermore, light is shed on the German engagement in and cooperation with the BRICS states, particularly concerning education. Abstract: Das Bildungswesen und die Bildungspolitik spielten eine bedeutende Rolle für Südafrika, nicht zuletzt bei der Abschaffung des Apartheidsregimes. Abstract (english): The education system and educational policy played a key role in South Africa not least in combating the apartheid regime. One of the saddest "highlights" in protesting against the regime was the Soveto uprising in 1976 also known as the students' protest. Abstract (english): During the last few decades, schools in Europe have transformed as the number of minority students has increased in proportion. Some education systems achieve quality and equity together. Other European education systems achieve quality at the expense of equity. There are also a number of European education systems that achieve insufficient quality and efficiency. This situation, in which education systems are achieving neither quality nor equity, is a cause for serious concern. The high dropout problem, concentrated especially in heavily minority urban schools, is another problem. Educational inequality is linked to socioeconomic status, and increasingly to language skills. Educational policies that leave some groups of students behind lead to social fragmentation and would risk social cleavages. This volume contains, inter alia, best practices and policy recommendations how to fight these problems which affect many educational systems in Europe and worldwide. (DIPF/Orig.)

Diese werden einerseits durch die weiterhin umstrittene Akzeptanz beider Konzepte in den Fachdisziplinen ausgelöst, andererseitstragen - meist an eine breite an Erziehungsfragen interessierte Öffentlichkeit gerichtete- populär gehaltene Publikationen dazu bei, den Diskurs immer wieder neu zubeleben, wenn nicht sogar zu polarisieren, wie es das im vergangenen Jahr erschienene"Lob der Disziplin" von Bernhard Bueb vermocht hat. ... Die im Folgenden zusammengestellten Onlineressourcen thematisieren überwiegenddie Schul- und Unterrichtspraxis, die Unterrichtsforschung und die allgemeine Erziehungstheorie. Dabei wurde versucht, auch Erfahrungen und Untersuchungen ausdem Ausland zu berücksichtigen, wo die Diskussion nicht weniger intensiv - jedoch unteranderen gesellschaftlichen und historischen Voraussetzungen - geführt wird. Nebenden oben bereits erwähnten Nachbardisziplinen wurden ergänzend auch historischeund begriffsgeschichtliche Aspekte berücksichtigt. Abstract (english): The international comparative dimension has played a rather limited role in educational research in spite of widely similar educational political goals and similar topics within the transformation societies. It is without question that transformation is embedded in nationally, culturally and histor-cally specific processes. On the other hand, the editors share the assumption that the democratic transformation of sociopolitical systems follows, in addition to certain often significant, national or regional peculiarities, universal patterns and that consequently the modernisation of education systems after the end of authoritarian regimes produces common features and outcomes. Twelve or eight years respectivly after the fundamental system changes in Germany and South Africa the volume want to assess the available research results on topics of educational transformation in both countries and in develop possibly new international research perspectives.

Abstract: Russland und Südafrika wurden als Objekte des Vergleichs gegenwärtiger Transformationsprozesse im Bildungswesen aus folgenden Gründen gewählt: a) Beide Staaten sind durch die regionale Dimension (in der Bedeutung der "Supra-Staatlichkeit!) ihrer Territorien bezeichnet, welche sich über die "Normalität" nationaler Einheiten erstreckt. Der Verfall der den Transformationen vorausgehenden Regimes des Kommunismus und der Apartheid sowie der Beginn der Transformationsprozesse indizieren bedeutsame Analogien, insbesondere in bezug auf den "Marsch in die Demokratie". Die Analyse relevanter Problemfelder in beiden Staaten eröffnet optimale Chancen für einen Vergleich von Gemeinsamkeiten und Unterschieden. Untersucht werden die folgenden speziellen Problemfelder der Transformation im Bildungswesen: Dezentralisierung der Verantwortlichkeiten; Finanzierung; Strukturfragen; Curriculumreformen; Evaluierung, Bewertung und Prüfungswesen.
Abstract (english): Russia and South Africa have been chosen as subjects of comparing current transformation processes in education for the following reasons: (a) both countries are marked by the regional dimension (in the meaning of "supranational") of their territories extending beyond the "normalcy" of national units; (b) the decay of the pre-transformational communist and apartheid régimes as well as their start of the transformation processes indicate considerable analogies, in particular with regard to the "march into democracy"; (c) the analyses of relevant problem areas in both education systems provides optimal chances of comparing commonalities and differences. The following special problem areas of transformation in education are considered: decentralising responsibilities; financing; structural issues, curriculum reforms, evaluation, assessment and examination.

Abstract: Ausgehend von der These, daß internationale Austausche von Experten in der beruflichen Bildung wie der Internationale Fachkräfteaustausch ( IFKA) der von der Carl Duisberg Gesellschaft im Auftrag des Bundesministeriums für Bildung und Forschung durchgeführt wird, mit dazu beitragen können, die Entwicklung der beruflichen Bildung in Deutschland durch transferfähige An- regungen und Beispiele zu fördern, werden 37 nationale Berufsbildungssysteme daraufhin überprüft, ob sie entsprechende innovative Strukturen enthalten. Im Kapitel 5 werden die Profile der Berufsbildungssysteme im Kontext der allgemeinen Bildungssysteme dargestellt sowie ihre Besonderheiten und das Innovationspotential herausgearbeitet. Diese Zusammenfassungen beruhen auf den Einschätzungen von Länderexperten. Da diese kurzen, auch wertenden Darstellungen nachvollziehbar sein müssen, ist dafür ein Basiswissen über das jeweilige nationale Berufsbildungssystem erforderlich. Deshalb werden dafür ergänzende Literaturhinweise und nationale Internet-links gegeben. Die folgenden Länder wurden aufgenommen: Argentinien, Australien, Brasilien, Bulgarien, Chi-le, China (Volksrepublik), Dänemark, Finnland, Frankreich, Griechenland, Großbritannien: England/Wales, Großbritannien: Schottland, Indonesien, Irland, Italien, Japan, Kanada, Korea (Republik), Malaysia, Niederlande, Norwegen, Österreich, Polen, Rumänien, Russische Föderation, Schweden, Schweiz, Slowakische Republik, Spanien, Südafrika, Taiwan (R. O.C), Thailand, Tschechische Republik, Türkei, Ungarn, USA, Vietnam, Zypern. Neben der länderspezifischen Literatur Internet-links in Kapitel 5 enthält das Kapitel 6 ergänzende Literatur und eine Bibliographie zu Internationalen Austauschmaßnahmen. Außer den drei Autoren (Hellwig, Lauterbach, von Kopp), deren Forschungsschwerpunkt im Deutschen Institut für Internationale Pädagogische Forschung die Vergleichende Berufsbildungs- forschung ist, arbeiteten weitere 14 ausgewieseneLänderexperten an dieser Studie mit. Da Schlagworte wie 'best practice', 'good practice', 'borrowing', ' lending' "Lernen vom Aus-land" usw. ein wichtiger Hintergrund bei der Auseinandersetzung mit einem ausländischen Bil-dungssystem und den daraus gewonnenen Anregungen für die Reformdiskussion in Deutschland sind, werden die Zusammenhänge dieser plakativen Begriffe mit der Vergleichenden Erziehungswissenschaft und der Vergleichenden Berufsbildungsforschung in einem besonderen Kapitel herausgearbeitet. Im übrigen verstehen wir die einzelnen Übersichten als stark verdichtete Anregungen zur eventuellen weiteren Beschäftigung mit dem einen oder anderen Land sowie als Motivation, die aktuellen Themen der heutigen Berufsbildungsproblematik unter Bezug auf globale, gemeinsame wie auch vielfältig individuelle, historisch gewachsene Formen der einzelnen Länder zu diskutieren.
Abstract (english): Starting from the international exchange programs for experts of vocational education and training, such as the program for International Exchange of Experts (IFKA) organised by Carl Duisberg Gesellschaft on behalf of the Federal Ministry of Education and Research, can contribute to the promotion of the development of vocational education and training in Germany by transferable ideas and examples, 37 national vocational education and training systems are e xamined to find out whether they contain corresponding innovative structures. Chapter 5 presents the profiles of vocational education and training systems in the context of the general education system, and brings out their special features and the innovation potential. These summaries are based on the esti mations of regional experts. As these short, and also rating, presentations have to be comprehensible, basic knowledge of the corresponding national vocational education and training system concerned is required. For this purpose, additional references to literature and national internet links are given. The following countries were included: Argentina, Australia, Brazil, Bulgaria, Chile, (People's Republic of) China, Denmark, Finland, France, Greece, Great Britain: England/Wales, Great Britain: Scotland, Indonesia, Ireland, Italy , Japan, Canada, (Republic of) Korea, Malaysia, the Netherlands, Norway, Austria, Poland, Romania, Russian Federation, Sweden, Switzerland, Slovakian Republic, Spain, South Africa, Taiwan (R.O.C), Thailand, Czech Republic, Turkey, Hungary, USA, Vietnam, Cyprus. Apart from the country-related literature and internet links in chapter 5, chapter 6 contains additional literature and a bibliography on international exchange programs. Besides the three authors (Hellwig, Lauterbach, von Kopp), whose research work is mainly focussed on the comparative vocational education and training research at the German Institute for International Educational Research, other 14 proven regional experts are involved in this study. Since terms like 'best practice', 'good practice', 'borrowing', 'lending' "learning from foreign countries", etc. constitute an important background for the examination of a foreign education system and for the ideas gained theref rom for the reform discussion in Germany, the relation of these striking terms to the comparative educational science and to the comparative vocational education and training research are brought out in a chapter of their own. As for the rest, we understand the individual overviews as highly condensed stimuli to a possibly continued study of one country or the other, as well as a motivation to discuss the current topics of present problems concerning vo cational education and training with reference to global, common, as well as diverse individual, historically evolved forms of the individual countries.
