Abstract (english):
The growing number of children in primary schools in Germany who have German as their second language (L2) has raised questions about the fairness of performance assessment. Fair tests are a prerequisite for distinguishing between L2 learning delay and a specific learning disability. We evaluated five commonly-used reading and spelling tests for measurement invariance (MI) as a function of first language (German vs. other). Multi-group confirmatory factor analyses revealed strict MI for the Weingarten Basic Vocabulary Spelling Tests (WRTs) 3+ and 4+ and the Salzburger Reading (SLT) and Spelling (SRT) Tests, suggesting these instruments are suitable for assessing reading and spelling skills regardless of first language. The MI for A Reading Comprehension Test for First to Seventh Graders - 2nd Edition (ELFE II) was partly strict with unequal intercepts for the text subscale. We discuss the implications of this finding for assessing reading performance of children with L2. (DIPF/Orig.)

Abstract:
Given the high numbers of refugees from Syria entering Germany in the recent years, the social integration of refugee youth has become an increasingly important issue in Germany. Thus, the current study examines adolescents' decisions and reasoning around the inclusion of Syrian peers in Germany. Using a hypothetical scenario, we assessed adolescents' (N = 100, M = 13.65 years, SD = 1.93, 51 females, 49 males) peer inclusion decisions and reasoning with attention to comparing inclusion of a Syrian refugee peer and a German peer. Given the importance of group norms for adolescents, we assessed not only adolescents' own inclusion decisions, but also what they would expect their peer group to decide and what they think their peer group should do. Moreover, adolescents' underlying reasoning was assessed. The analyses revealed that adolescents thought they would be more inclusive of a Syrian peer than a German peer and that their peer group should be more inclusive of a Syrian peer than a German peer. These tendencies toward including refugees were justified with references to morality as well as social-conventions. In contrast to their own decisions and to what they think their peer group should, participants expected their group would be more inclusive toward a German peer than a Syrian peer. This was mainly justified by referencing aspects of group functioning and psychological information about the peers, whereas moral and prosocial reasoning was very rarely used for the expected group decision. In sum, these findings document that adolescents in Germany wish to be inclusive regarding refugee peers and that they balance attention to morality and other domains of social reasoning when thinking about inclusion decisions while they expect that their peers will not consider morally relevant information when making these decisions. These findings have important practical implications as they indicate the importance of interventions that focus on promoting inclusive peer group norms. (DIPF/Orig.)

Abstract:
This chapter emphasizes the importance of language for the integration of immigrants. First, we summarize findings on the crucial role of language skills for educational success, occupational opportunities, and social inclusion. As the openness of the host society is also a central factor for integration, we next describe how social categorization can be an important source for the development of prejudice, hostility, and extremism. In this context, we highlight the significant role of language as a social category that has the potential to impact positively the openness of host society members towards immigrants. Finally, we summarize two studies demonstrating the importance of language as an intergroup category. Study 1 found evidence that language skills play an important role in secondary school students' openness towards refugee peers, and Study 2 provided some initial indication that language skills are more relevant than cultural similarity for the openness of host society members towards international students at higher education institutions. In sum, this chapter establishes the crucial role of host society language skills from different perspectives and demonstrates that language has a great potential for promoting the successful integration of immigrants. Abstract:
Das deutsche Schulsystem war über Jahrzehnte durch die Dreigliedrigkeit der Sekundarstufe, bei der die Haupt- und Realschule sowie das Gymnasium in gestufter Schulzeitdauer zu entsprechenden Abschlüssen führten, gekennzeichnet. Die Frage nach einer zukunftssichereren Struktur des Sekundarschulsystems hat die bildungspolitische Öffentlichkeit bewegt wie kaum ein anderes Thema. Denn auch wenn Strukturen nicht hinreichend sind, um die Herausforderungen an das Bildungssystem zu lösen und gelingende Bildungsprozesse zu ermöglichen, so sind sie doch Rahmenbedingungen, die das Bildungsangebot und die Bedingungen, unter denen Kinder und Jugendliche lernen, entscheidend mitbestimmen. Der vorliegende Beitrag möchte am Beispiel Berlin eine größere Schulstrukturreform beschreiben, ausgewählte Ergebnisse der wissenschaftlichen Begleitung dieser Reform (BERLIN-Studie) zusammenfassen und in den größeren Kontext der Debatten um Schulstrukturreformen einbetten. Dafür werden in einem ersten Schritt strukturelle Entwicklungen im Sekundarschulwesen beleuchtet (Kap. 1), bevor die Berliner Schulstrukturreform mit ihren unterschiedlichen Elementen beschrieben wird (Kap. 2). Anschließend wird die BERLIN-Studie vorgestellt (Kap. 3). Im Kapitel 4 werden ausgewählte Ergebnisse dieser Studie berichtet. Der Beitrag schließt mit einer zusammenfassenden Diskussion. (DIPF/Orig.)

Abstract:
Der Bericht bilanziert Stand und Entwicklung des Bildungswesens in Schleswig-Holstein auf Basis ausgewählter Indikatoren des nationalen Bildungsberichts 2020, mit landesspezifischen Akzentuierungen und vertiefenden Analysen. Dabei folgt er weitgehend dem Leitgedanken von Bildung im Lebensverlauf und ermöglicht damit eine Verortung des Bundeslands sowie seiner Städte und Landkreise im Spiegel der nationalen Bildungsberichterstattung. Der Bericht zeichnet für das Bildungswesen in Schleswig-Holstein insgesamt ein positives Bild. Der Primarbereich ist im Ländervergleich besonders inklusiv aufgestellt, das Kompetenzniveau ist hoch mit relativ geringen sozialen Disparitäten. Im Sekundarbereich kann dieses Niveau wiederum nicht gehalten werden und überdurchschnittlich viele Jugendliche gehen zudem ohne Abschluss ab. (DIPF/Orig.)

Abstract:
Über den schulischen Umgang mit einer "Heterogenität" der Schüler*innen wird seit einer Reihe von Jahren heftig debattiert. Der vorliegende Band zeigt, wie seit dem letzten Drittel des 19. Jahrhunderts die Beobachtung von Unterschieden - solchen der Begabung, des Verhaltens und des Interesses - zwischen Schüler*innen in den Schulen mehr und mehr in das Blickfeld rückte. Auseinandersetzungen darüber, wie vor diesem Hintergrund "passende" Lerngruppen zusammengestellt werden sollten, bestimmten zunehmend das Bild der pädagogischen und schulpolitischen Debatten. Rekonstruiert werden Selektionsmechanismen im Schulsystem zwischen 1880 und 1980, mit denen zwischen Normalen und Nicht-Normalen, zwischen Begabten und Minderbegabten, zwischen solchen, die sich anpassten, und solchen, die das nicht taten, unterschieden wurde. Die Beiträge untersuchen Praktiken des Beobachtens, Prüfens und Beurteilens von Schüler*innen, die dafür eingesetzten Verfahren und Tests sowie die damit verbundenen individuellen, pädagogischen und politischen Bedingungen und Folgen. Abstract:
Previous research repeatedly found basic numerical abilities (e.g., magnitude understanding, arithmetic fact knowledge, etc.) to predict young students' current and later arithmetic achievement as assessed by achievement tests - even when controlling for the influence of domain-general abilities (e.g., intelligence, working memory). However, to the best of our knowledge, previous studies hardly addressed this issue in secondary school students. Additionally, they primarily assessed basic numerical abilities in a between-task approach (i.e., using different tasks for different abilities). Finally, their relevance for real-life academic outcomes such as mathematics grades has only rarely been investigated. The present study therefore pursued an approach using one and the same task (i.e., a within-task approach) to reduce confounding effects driven by between-task differences. In particular, we evaluated the relevance of i) number magnitude understanding, ii) arithmetic fact knowledge, and iii) conceptual and procedural knowledge for the mathematics grades of 81 students aged between ten and thirteen (i.e., in Grades 5 and 6) employing the number bisection task. Results indicated that number magnitude understanding, arithmetic fact knowledge, and conceptual and procedural knowledge contributed to explaining mathematics grades even when controlling for domain-general cognitive abilities. Abstract (english):
The construction-of-understanding ecosystem proves particularly useful because it provides an actionable framework of active learning that can be applied across disciplines. An assumption inherent in the framework is that active-learning practices are beneficial for student achievement in STEM. In this commentary, I have argued that there are prerequisites for this benefit to occur. Active-learning practices are demanding in that students need advanced cognitive and metacognitive capacities to be able to profit from them without being closely guided. The effects of insufficient cognitive and metacognitive capacities become most visible in younger students for whom these capacities are still developing. For example, elementary-school students struggle with constructing examples or drawings of abstract concepts as a result of their immature analogical reasoning skills (Breitwieser & Brod, 2021; Van Meter et al., 2006). This should not be taken to mean that active-learning practices cannot be beneficial for K-12 students, however. Prerequisites differ between practices, and a lack of them can often be counteracted with additional guidance. Instead, this commentary is intended as a pledge to consider prerequisites in order to choose those active-learning practices that are likely to work best for a particular group of students. Abstract (english):
This paper addresses the development of performance-based assessment items for ICT skills, skills in dealing with information and communication technologies, a construct which is rather broadly and only operationally defined. Item development followed a construct-driven approach to ensure that test scores could be interpreted as intended. Specifically, ICT-specific knowledge as well as problem-solving and the comprehension of text and graphics were defined as components of ICT skills and cognitive ICT tasks (i.e., accessing, managing, integrating, evaluating, creating). In order to capture the construct in a valid way, design principles for constructing the simulation environment and response format were formulated. To empirically evaluate the very heterogeneous items and detect malfunctioning items, item difficulties were analyzed and behavior-related indicators with item-specific thresholds were developed and applied. The 69 item's difficulty scores from the Rasch model fell within a comparable range for each cognitive task. Process indicators addressing time use and test-taker interactions were used to analyze whether most test-takers executed the intended processes, exhibited disengagement, or got lost among the items. Most items were capable of eliciting the intended behavior; for the few exceptions, conclusions for item revisions were drawn. The results affirm the utility of the proposed framework for developing and implementing performance-based items to assess ICT skills. (DIPF/Orig.)

Abstract (english):
What students think about school has a major impact on learning and academic achievement. The multi-domain concept of school alienation distinguishes between alienation from learning, from teachers and from classmates. We aim to study a) alienation patterns among secondary school students, b) how school alienation profiles change from year 7 to year 9 and how secondary school students transition between profiles, and c) the role of teaching style for transitions between school alienation profiles. We draw on panel data of secondary school students from Luxembourg and Switzerland. Results of latent profile/latent transition analyses reveal distinct school alienation profiles, country differences and support for the idea that student-oriented, supportive teaching styles might prevent students from transitioning towards more-highly alienated profiles.
