Abstract:
The context questionnaires in PISA provide information on the learning context at the individual, school, and education system or country/economy level. They assess non-cognitive outcomes, individual dispositions and structural and process characteristics of the institutional context. This diverse set of constructs is measured by addressing various stakeholders, namely students and school principals in all countries and economies, as well as parents and teachers in countries and economies that choose to implement additional optional questionnaires. The questionnaire development for the sixth cycle of PISA introduced several innovations: - A modular approach for the questionnaire design to identify (a) policy issues which participating countries and economies wanted to be addressed, (b) conceptual constructs related to the respective policy issue, and (c) measures (individual items, indices or questionnaire scales) operationalizing these contructs; - An attempt to identify core questionnaire content which needs to be covered across cycles of PISA to report trends in education, finding a balance between core measures and new measures dealing with topics that are important for current education policy; - Transitioning the context questionnaires from paper administration to computer-based administration mode; and - A teacher questionnaire as an international option. This chapter provides a brief overview of the questionnaires and their development process, while Chapter 16 describes the questionnaire scaling approaches and index construction and Chapter 17 describes the questionnaire design and implementation into the electronic platform. Abstract:
Leistungen stellen das zentrale Handlungsfeld im schulischen Bildungssystem dar. Entsprechend intensiv werden auch Fragen im Kontext der Heterogenität von Schulleistungen debattiert. Dieser Beitrag soll aus einer quantitativ-empirischen Perspektive wesentliche Grundlagen und Argumente zum gegenwärtigen Heterogenitätsdiskurs liefern, bildungspolitische Entwicklungen und Anwendungsbezüge aufzeigen und zur Reflexion anregen. Dazu werden im ersten Kapitel theoretische Ausgangspunkte und zentrale Begriffe zur Heterogenitätskategorie Schulleistung eingeführt. Im zweiten Kapitel wird auf theoretische Grundlagen und bildungspolitische Entwicklungen im deutschen Schulsystem eingegangen. Im dritten Kapitel finden die zentralen methodischen und empirischen Ausarbeitungen zum Thema statt: Wie können in der quantitativ-empirischen Forschung Unterschiede in den Schulleistungen auf verschiedenen Ebenen des Bildungssystems (z.B. Länder, Schulformen, Klassen) erfasst und sichtbar gemacht werden? Wie leistungsheterogen ist das deutsche Bildungssystem, was sind Gründe und Konsequenzen von Leistungsunterschieden? Gemeinsam mit den im vierten Kapitel aufgezeigten Bezügen zur Schulpraxis sollen die Ausführungen den Studierenden eine zentrale Wissensgrundlage zum Thema Leistungsheterogenität bieten. Die im abschließenden Kapitel skizzierten Kontroversen zum Ausmaß und zur Veränderung von Schulleistungsunterschieden sowie zum Spannungsfeld aus Differenzierung, Differenzerzeugung und Abbau von Leistungsunterschieden sollen zur vertieften Reflexion des Themas anregen. Abstract (english):
This volume brings together educational effectiveness research and international large-scale assessments, demonstrating how the two fields can be applied to inspire and improve each other, and providing readers direct links to instruments that cover a broad range of topics and have been shown to work in more than 70 countries. The book's initial chapters introduce and summarize recent discussions and developments in the conceptualization, implementation, and evaluation of international large-scale context assessments and provide an outlook on possible future developments. Subsequently, three thematic sections - "Student Background", "Outcomes of Education Beyond Achievement", and "Learning in Schools" - each present a series of chapters that provide the conceptual background for a wide range of important topics in education research, policy, and practice. Each chapter defines a conceptual framework that relates recent findings in the educational effectiveness research literature to current issues in education policy and practice. These frameworks were used to develop interesting and relevant indicators that may be used for meaningful reporting from international assessments, other cross-cultural research, or national studies. Using the example of one particular survey (the Programme for International Student Assessment (PISA 2015)), this volume links all theoretical considerations to fully developed questionnaire material that was field trailed and evaluated in questionnaires for students and their parents as well as teachers and principals in their schools. The primary purposes of this book are to inform readers about how education effectiveness research and international large-scale assessments are already interacting to inform research and policymaking; to identify areas where a closer collaboration of both fields or input from other areas could further improve this work; to provide sound theoretical frameworks for future work in both fields; and finally to relate these theoretical debates to currently available and evaluated material for future context assessments. Abstract (english):
For at least the past three decades, assessment, evaluation, and accountability have been major strands of educational policy and practice internationally. However, the available data on how exactly assessment- and evaluation-based policies are framed and implemented, or how they shape practices within schools, are still limited. This chapter addresses these issues with a broad focus that takes into account several perspectives on school evaluation and student assessment, together with everyday practices of teacher judgment and grading. First, we address assessment and evaluation practices for the purpose of educational system monitoring. Second, school evaluation practices, as well as the use of assessment and evaluation results at the school level, are discussed. A third perspective focuses on practices of teacher evaluation. Finally, practices of student assessment within schools and classrooms are examined. An international perspective is proferred that compares countries in regard to outcomes and procedures; an example of this latter is the way assessment is used and implemented. The instruments described and recommended in this chapter have implications for international research, as well as national studies. (DIPF/Orig.)

Abstract:
Merkmale der häuslichen Lernumgebung, der frühen Förderung sowie der Zusammenarbeit der Eltern mit der Schule beschreiben Bedingungen, unter denen Fünfzehnjährige in Deutschland und anderen Staaten ihre Kompetenzen entwickeln können. PISA 2015 kann aufzeigen, dass die Voraussetzungen der Förderung im Elternhaus und die Zusammenarbeit zwischen Eltern und Schule in Deutschland durchaus positiv zu beurteilen sind. Ein Großteil der fünfzehnjährigen Schülerinnen und Schüler wächst in einer Familie auf, in der gemeinsame Aktivitäten sowie Gespräche mit den Eltern täglich stattfinden und in der die Eltern ihr Kind emotional unterstützen. Eine spezifische fachliche Unterstützung - in PISA 2015 bezogen auf die Naturwissenschaften - findet hingegen vergleichsweise selten statt. Hinsichtlich der beruflichen Erwartungen formulieren die Eltern lediglich jeder und jedes zehnten Fünfzehnjährigen einen naturwissenschaftlichen Berufswunsch. Die Eltern der meisten Schülerinnen und Schüler sind motiviert, sich an der Schule ihres Kindes aktiv zu engagieren, es beim Lernen zu unterstützen und zu fördern. Sie nehmen an vielen Schulen eine hohe Schulqualität und eine zur Zusammenarbeit einladende Atmosphäre wahr. Dabei sehen die Eltern in der Zusammenarbeit mit der Schule einen sehr wichtigen und relevanten Aspekt für die Entwicklung ihres Kindes. Konkrete Hinweise zur Unterstützung der familiären Förderung durch die Schule erfolgen allerdings vergleichsweise selten. Hier wird Optimierungspotenzial deutlich: Schulen könnten noch aktiver auf Eltern zugehen, sie zur Zusammenarbeit einladen und neben umfangreichen Informationen auch konkrete Unterstützungsmöglichkeiten thematisieren. Abstract:
Die sogenannten Hintergrund-Fragebögen haben in den PISA-Erhebungen wachsende Bedeutung. Die Auskünfte von Lernenden, Lehrkräften, Schulleitungen und Eltern werden benötigt, um den sozialen Hintergrund, die Zuwanderungsgeschichte und den Bildungsverlauf zu rekonstruieren sowie Lehr-Lernprozesse, schulische Rahmenbedingungen und die Steuerung des Schulsystems zu beschreiben. Neben diesen Kontextfaktoren werden auch wichtige Lernergebnisse wie Interessen und Lernmotivation erfasst. Das Kapitel skizziert die Rahmenkonzeption der international eingesetzten Fragebögen, für die erstmals ein Team aus Deutschland verantwortlich zeichnete. Abschließend diskutiert das Kapitel Fragen der Qualitätssicherung, die Vergleichbarkeit von Daten über Staaten hinweg, den Computereinsatz und den Datenschutz sowie Grenzen der Aussagekraft von Fragebögen. Abstract:
In recent years, the involvement of parents in educational processes has gained importance in the educational debate, and has also become increasingly relevant in educational policy. Parents are powerful stakeholders in education; thus, information on parents' opinions and engagement is highly valuable in large-scale assessments like the Programme for International Student Assessment (PISA). PISA can deliver information about educational processes at home, as well as parents' needs, demands, and expectations of their interaction with schools, by addressing the parents directly. This also allows for analysing relationships between variables from the parent questionnaire and students' achievements and motivations, affording insights into differences between groups (such as high- and low-performing students), and questions of equity. Furthermore, on the basis of PISA data, information about policies at the system level can be gained: that is, how parental engagement is supported through school policies or national intervention programs. Additionally, more detailed information about home learning environments can be gained from parents' answers. In PISA 2015, a theory-based approach was chosen to systemize and to enhance aspects of parental involvement process (Green et al. 2007), questions on parents' home- (e.g. helping with homework) and school-based (e.g. helping in the school library, talking to the teacher) involvement strategies, as well as factors influencing parental involvement (e.g. parents' beliefs and motivations, perceptions of invitations from school) were included. To gain a multi-perspective view on parental involvement, targeted items were added to the parent, school, student and teacher questionnaires. (DIPF/Orig.)

Abstract:
The main goal and purpose of the Programme for International Student Assessment (PISA) is its system monitoring function. PISA was originally designed to inform the educational policy of the Organization for Economic Co-operation and Development (OECD) member states by reporting on the performance of students at the age when they are about to leave compulsory education. Moreover, and especially, the assessment of learning contexts has become more and more important throughout the cycles of the PISA program. Today, a broad set of context questionnaires are implemented as part of PISA. They collect information on the learning contexts of different stakeholders in education: namely, students, principals, teachers and parents. The underlying idea is to explain differences in the educational outcomes as assessed by the cognitive tests through the information gathered about differences in educational contexts between countries. Context assessment has always been an important part of the PISA program, but with slightly different intentions and content focus in each study and cycle. The shifting of the major domains and the shifts of interest in measures of learning contexts have heavily influenced the respective topics and design of context assessment. Thus, the context questionnaires as assessment instruments of choice have evolved over time; this process is discussed in the present chapter. This chapter elaborates on the organization of context questionnaire and framework development, including the roles and responsibilities of the different expert groups involved. Changes in the assessment of learning context are discussed and, focusing on PISA 2015, before possible developments for future context assessment in PISA are elaborated upon. (DIPF/Orig.)

Theoretical considerations (see Chaps. 5 to 19 of this volume) led to the development of a great amount of questionnaire material, which was localized to fit the contexts of more than 70 countries and economies, implemented in a study with about 120,000 students across these countries, and analyzed to yield indicators on how well questions functioned across and within countries. Such a study, and its results, depends on design and methodological considerations and on decisions made during preparation and implementation. This chapter summarizes decisions regarding the design and analysis procedures of the PISA 2015 field trial, and the resulting data that were used to develop the PISA 2015 main survey's context assessment. Furthermore, this chapter provides strategies and reasoning related to the choice of questionnaire material that was deemed to be suitable to assess learning contexts in different countries equally well. Abstract:
Dieses Skalenhandbuch dokumentiert die Fragebögen, welche im Rahmen der Hauptstudie von PISA 2009 (Programme for International Student Assessment) in Deutschland eingesetzt wurden. In PISA 2009 wurden Schülerinnen und Schüler, Eltern der Schülerinnen und Schüler, Schulleiterinnen und Schulleiter sowie Lehrerinnen und Lehrer des Fachkollegiums Deutsch befragt, um die schulischen Rahmenbedingungen und Lerngelegenheiten im Deutschunterricht spezifischer erfassen zu können. In dem vorliegenden Skalenhandbuch werden die Wortlaute und die statistischen Kennwerte für die international eingesetzten Fragebögen sowie für die national ergänzten Fragen berichtet.
