Abstract: Wie wurde der Unterricht gestaltet, d.h. welche Arbeitsformen und welche Medien wurden verwendet? Wie haben die geschulten Beobachter die Ausprägung der drei Qualitätsdimensionen beurteilt? Was lässt sich zusätzlich aus der Befragung der Lehrkräfte und ihrer Schüler*innen lernen? Dies wird im Folgenden differenziert für die Klassen der deutschen Stichprobe dargestellt. Beschreibungen, Zahlen und Graphiken beziehen sich in der Regel auf die 50 beteiligten Klassen in Deutschland. Jeder Abschnitt endet aber mit einem internationalen Vergleich, der die deutschen Befunde in das Spektrum aller sieben Länder einordnet. Besondere Aufmerksamkeit soll der Basisdimension Kognitive Aktivierung gewidmet werden. Hierzu werden vertieffende Analysen aus der Arbeit des deutschen Untersuchungsteams vorgestellt.

Abstract (english): Valid cross-country comparisons of student learning and pivotal factors contributing to it, such as teaching quality, offer the possibility to learn from outstandingly effective educational systems across the world and to improve learning in classrooms by providing policy relevant information. Yet, it often remains unclear whether the instruments used in international large-scale assessments work similarly across different cultural and linguistic groups, and thus can be used for comparing them. Using PISA 2012 data, we investigated data comparability of three teaching quality dimensions, namely student support, classroom management, and cognitive activation using a newly developed psychometric approach, namely alignment. Focusing on 15 countries, grouped into five linguistic clusters, we secondly assessed the impact of linguistic similarity on data comparability. Main findings include that (1) comparability of teaching quality measures is limited when comparing linguistically diverse countries; (2) the level of comparability varies across dimensions; (3) linguistic similarity considerably enhances the degree of comparability, except across the Chinese-speaking countries. Our study illustrates new and more flexible possibilities to test for data comparability and outlines the importance to consider cultural and linguistic differences when comparing teaching-related measures across groups. Abstract: The IEA's Trends in International Mathematics and Science Study (TIMSS) can reveal a great deal about national teaching cultures and policies. Changes in instructional practices over more than a decade may be studied from a cross-cultural perspective. Using teacher and student reports on the frequency of seven distinct practices, as assessed by TIMSS in 1995, 1999, 2003 and 2007, it is possible to identify a number of significant changes between adjacent time points for individual countries. Teaching practices seem to be shaped by national educational cultures or policies. While this brief does not identify the causes or effects of these changes, there is mixed evidence for global "mega-trends" in education, as discussed by researchers and policymakers. Constructivist pedagogy (working in groups, applying mathematical content to daily life) was boosted on a large scale during the mid-2000s. However, there is only limited support for a rise in assessment-based instruction and a shift from computational practice to problem-solving in mathematics. TIMSS evidence suggests a quest for systematic development of teaching practices, classroom cultures, and teacher quality at the national level. (DIPF/Orig.)

Abstract: Die sogenannten Hintergrund-Fragebögen haben in den PISA-Erhebungen wachsende Bedeutung. Die Auskünfte von Lernenden, Lehrkräften, Schulleitungen und Eltern werden benötigt, um den sozialen Hintergrund, die Zuwanderungsgeschichte und den Bildungsverlauf zu rekonstruieren sowie Lehr-Lernprozesse, schulische Rahmenbedingungen und die Steuerung des Schulsystems zu beschreiben. Neben diesen Kontextfaktoren werden auch wichtige Lernergebnisse wie Interessen und Lernmotivation erfasst. Das Kapitel skizziert die Rahmenkonzeption der international eingesetzten Fragebögen, für die erstmals ein Team aus Deutschland verantwortlich zeichnete. Abschließend diskutiert das Kapitel Fragen der Qualitätssicherung, die Vergleichbarkeit von Daten über Staaten hinweg, den Computereinsatz und den Datenschutz sowie Grenzen der Aussagekraft von Fragebögen. Abstract (english): There is a recurrent paradox in the data of the Programme for International Student Assessment (PISA): within each participating country, there is a positive correlation between students' learning motivation and achievement; when aggregating the data at country level, this correlation becomes negative. Using PISA data across 64 countries, we investigate the association of motivation and achievement within and between countries and attempt to explain the paradox with three measures indicative of culturally preferred scale usage: cultural response style, overclaiming, and anchoring vignettes. We confirmed the paradox and found that the three measures, in particular anchoring vignettes, could partially explain the negative association between motivation and achievement at country level. Our study is intellectually indebted to the tradition, initiated by David Watkins, to go beyond a simple classification of Chinese learners as focusing on rote memory learning. We illustrate how core Chinese values impinge on educational motivation and achievement and can help to explain seemingly paradoxical cross-cultural differences. (DIPF/Orig.)

Abstract (english): Theoretical considerations (see Chaps. 5 to 19 of this volume) led to the development of a great amount of questionnaire material, which was localized to fit the contexts of more than 70 countries and economies, implemented in a study with about 120,000 students across these countries, and analyzed to yield indicators on how well questions functioned across and within countries. Such a study, and its results, depends on design and methodological considerations and on decisions made during preparation and implementation. This chapter summarizes decisions regarding the design and analysis procedures of the PISA 2015 field trial, and the resulting data that were used to develop the PISA 2015 main survey's context assessment. Furthermore, this chapter provides strategies and reasoning related to the choice of questionnaire material that was deemed to be suitable to assess learning contexts in different countries equally well. Abstract: There are a few hundred countries and many more culturally distinct groups identified by cultural anthropologists (Human Relations Area Files; Murdock et al., 2008). In many of these groups, psychometric instruments have been applied for at least half a century. There are hundreds of psychological tests and scales, of which dozens are widely used. The permutation of peoples, tests and historical time defines the global success of the testing enterprise. It also defines the scope of this chapter, making clear that our treatment of the topic can only be scant. We will focus on a few general themes, leaving aside, for the most part, specific countries or cultures and specific tests. In the first section we look at the early use of tests cross-culturally and the growing awareness that test scores are not likely to have the same meaning across cultures. In the second section we address the resulting issues of inequivalence or imcomparability and the methods of analysis that were devised to deal with these issues. The third section covers more recent history, in our view characterized by concern about inequivalence, but also by a pragmatic approach to the use of tests with test takers who differ in the language they speak and in cultural background. The chapter ends with a section in which we address some inherent difficulties in international test use and point to important achievements over the period of almost a century. (DIPF/Orig.)

Abstract: In einer empirischen Studie werden kulturbezogene und migrationsspezifische Faktoren der Selbstkontrolle bei Kindergartenkindern analysiert. Im Rahmen der Untersuchung wurde die Selbstkontrollfähigkeit von 55 deutschen Kindern, 31 Kindern mit einem türkischen Migrationshintergrund und 37 Kindern mit einem anderen Migrationshintergrund in Deutschland sowie von 62 türkischen Kindern in der Türkei verglichen. Zur Messung der Selbstkontrollfähigkeit wurden Regelverstöße bei der Sanduhraufgabe mit Belohnungsaufschub erhoben. Während sich für die in Deutschland untersuchten Gruppen keine Unterschiede ergaben, wurde für die in der Türkei untersuchten türkischen Kinder eine geringere Selbstkontrolle nachgewiesen als für die deutschen Kinder ohne Migrationshintergrund. Die Ergebnisse werden hinsichtlich ihrer Aussagekraft über mögliche migrations- und kulturspezifische Einflussfaktoren auf die Selbstkontrolle diskutiert. (DIPF/Orig.)
