Abstract:
Die Hochschulen sind rechtlich dazu verpflichtet, Studierende mit Behinderung nicht zu benachteiligen, wobei insbesondere Prüfungen für Studierenden eine hohe Relevanz haben. Vor allem bei digitalen Prüfungen ist es sinnvoll, diese proaktiv von vornherein barrierefrei zu gestalten und nicht nur im Nachhinein - im Rahmen des Nachteilsausgleichs - individuell anzupassen. Bei digitalen Prüfungen steigt die Bedeutung einer barrierefreien technischen und formalen Gestaltung. Zudem ist dies auch für Präsenzprüfungen relevant, da hier die Möglichkeit besteht, papierbasierte Prüfungen in digitaler Form barrierefrei anzubieten. Zusätzlich können didaktische und organisatorische Aspekte die Barrierefreiheit erhöhen. (DIPF/Autor)

Abstract (english):
This paper describes open learning and teaching materials, so-called open educational resources (OER), as visualizing, economic and normative objects, and classifies these into a plenum with interwoven practices and arrangements of material (Schatzki). The plenum determines how the actors, their socio-material practices, and the associated political and technical frameworks each generate different interpretations of OER for the actors. The discussion is based on a case study of a video platform providing academic content. The empirical example, studied via document analysis and content analysis, of the TIB AV portal as an educational infrastructure offering videos of scientific conferences and teaching as an online service shows how the normative requirements to open educational resources are produced by the infrastructure. The paper focuses on the argument that the normative dimension of OER be part of material arrangements. The normative OER model is implemented in the infrastructure, while the social norms of openness are provided by the service. OER in terms of normative objects embodying the norm of openness are produced performatively through repositories. (DIPF/Orig.)

Abstract (english):
In today's world, which has recently seen fractures and isolation forming among states, international and interdisciplinary collaboration is an increasingly important source of progress. Collaboration is a rich source of innovation and growth. It is the goal of the Collaborative European Research Conference (CERC2020) to foster collaboration among friends and colleagues across disciplines and nations within Europe. CERC emerged from long-standing cooperation between the Cork Institute of Technology, Ireland and Hochschule Darmstadt - University of Applied Sciences, Germany. CERC has grown to include more well-established partners in Germany, the United Kingdom, Greece, Spain, Italy, and many more. CERC is truly interdisciplinary, bringing together new and experienced researchers from science, engineering, business, humanities, and the arts. At CERC researchers not only present their findings as published in their research papers. They are also challenged to collaboratively work out joint aspects of their research during conference sessions and informal social events and gatherings. Organizing such an event involves the hard work of many people. COVID-19 pandemic has impacted our daily life and research. It has been a significant change to CERC2020 and this is the first time the conference was held virtually online. The conference has received submissions from worldwide, not just European countries. Thanks go to the international program committee and my fellow program chairs, particularly to Prof Udo Bleimann for invaluable support throughout the conference. Prof Ingo Stengel, Dr. Haiying Wang, Dr. Ali Haithem, and Dr. Stefanie Regier for supporting me in the review process. Dirk Burkhardt and Dr. Robert Loew put a great effort into setting up the website and conference management system and preparing the conference programme and proceedings. Abstract:
Die Förderung von digitalen Lerninfrastrukturen ist eng mit dem Begriff Open Educational Resources (OER) verbunden. OER bezeichnen durch offene Lizenzen verfügbar gemachte Lehrmaterialien. In ihrer technischen Rahmung machen Infrastruktursysteme OER medial verfügbar. In ihrer politischen Rahmung erzeugen OER einen Diskurs und ein Modell von Open Educational Resources. OER beschreiben den Gebrauch und das Erstellen der offenen Lehr- und Lernmaterialien (Cronin 2017). Auch wenn die genannten Begriffe eng miteinander verwoben scheinen, fehlt es in der aktuellen Forschungsliteratur an einer empirisch unterlegten Begriffsklärung und einem theoretisch fundierten Bezug auf den soziologischen Praxisbegriff, wie unter anderem Bellinger et al. (2018; 2019) feststellen. Um diese Lücke zu schließen möchte der Beitrag ein theoretisches Modell vorschlagen, die sozio-materiellen Praktiken des Herstellens von OER mittels digitaler Infrastruktursysteme, die darin zum Ausdruck kommenden determinierenden politischen und technischen Rahmungen sowie deren Wissenskulturen (Knorr Cetina 1999) zu untersuchen. Abstract:
Der Beitrag problematisiert eingangs den in den Richtlinien für die Fachinformationsdienste (FID) eingeführten Leitbegriff "Spitzenbedarf" und dessen Ablösung durch "Spezialbedarf". In der Zusammenfassung der Evaluierungsergebnisse des Förderprogramms werden sowohl Bandbreite als auch Kernbereiche der entwickelten Services dargestellt. Am Beispiel des FID Erziehungswissenschaft und Bildungsforschung wird die dort vorgenommene Umsetzung der Programmvorgaben beschrieben. Abschließend wird ein Ausblick auf die Weiterentwicklung des Förderprogramms gegeben. (DIPF/Orig.)
Abstract (english):
The paper discusses the guiding principle "peak demand" introduced in the guidelines for "Specialised Information Services" (FID) and its replacement by "special demand". The summary of the funding programme's evaluation results presents both the variety and core areas of the services developed. Using the example of the FID "Specialised Information Service Education", the implementation of the programme specifications is described. Abstract:
Interest in learning analytics (LA) has grown rapidly among higher education institutions (HEIs). However, the maturity levels of HEIs in terms of being 'student data-informed' are only at early stages. There often are barriers that prevent data from being used systematically and effectively. To assist higher education institutions to become more mature users and custodians of digital data collected from students during their online learning activities, the SHEILA framework, a policy development framework that supports systematic, sustainable and responsible adoption of LA at an institutional level, was recently built. This paper presents a mix-method study using a group concept mapping (GCM) approach that was conducted with LA experts to explore essential features of LA policy in HEI in contribution the development of the framework. The study identified six clusters of features that an LA policy should include, provided ratings based on ease of implementation and importance for each of the six themes, and offered suggestions to HEIs how they can proceed with the development of LA policies. Background: The use of comprehensive instruments for guideline appraisal is time-consuming and requires highly qualified personnel. Since practicing physicians are generally busy, the rapid-assessment Mini-Checklist (MiChe) tool was developed to help them evaluate the quality and utility of guidelines quickly. The aim of this study was to validate the MiChe in comparison to the AGREE II instrument and to determine its reliability as a tool for guideline appraisal. Methods: Ten guidelines that are relevant to general practice and had been evaluated by 2 independent reviewers using AGREE II were assessed by 12 GPs using the MiChe. The strength of the correlation between average MiChe ratings and AGREE II total scores was estimated using Pearson's correlation coefficient. Inter-rater reliability for MiChe overall quality ratings and endorsements was determined using intra-class correlations (ICC) and Kendall's W for ordinal recommendations. To determine the GPs' satisfaction with the MiChe, mean scores for the ratings on five questions were computed using a six-point Likert scale. Results: The study showed a high level of agreement between MiChe and AGREE II in the quality rating of guidelines (Pearson's r = 0.872; P < 0.001). Inter-rater-reliability for overall MiChe ratings (ICC = 0.755; P < 0.001) and endorsements (Kendall's W = 0.73; P < 0.001) were high. The mean time required for guideline assessment was less than 15 min und user satisfaction was generally high. Conclusions: The MiChe performed well in comparison to AGREE II and is suitable for the rapid evaluation of guideline quality and utility in practice. (DIPF/Orig.)

Abstract (english):
In this article, a small-scale case study analyzing the nature of data citation policies within the scope of longitudinal studies in life course research is presented. The sample consists of eight data providers from Europe, North-America and Australia and was evaluated with regard to eight criteria which potentially affect data citation behavior of researchers in the field, for example the wording of data citation obligations or sanctions for not citing research data in accordance to given requirements. The study demonstrates that research data providers follow a wide range of approaches to data citation, especially in terms of data citation location within a publication as well as disposal obligations for data-related publications. However, this diversity might lead to inconsistency in data citation behaviour and also to a general lack of comparability of data citation quantity and quality as relevant factors in research evaluation. Abstract:
The solution process underlying the Raven Advanced Progressive Matrices (RAPM) has been conceptualized to consist of two subprocesses: rule induction and goal management. Past research has also found a strong relation between measures of working memory capacity and performance on RAPM. The present research attempted to test whether the goal management subprocess is responsible for the relation between working memory capacity and RAPM, using a paradigm where the rules necessary to solve the problems were given to subjects, assuming that it would render rule induction unnecessary. Three experiments revealed that working memory capacity was still strongly related to RAPM performance in the given-rules condition, while in two experiments the correlation in the given-rules condition was significantly higher than in the no-rules condition. Experiment 4 revealed that giving the rules affected problem solving behavior. Evidence from eye tracking protocols suggested that participants in the given-rules condition were more likely to approach the problems with a constructive matching strategy. Two possible mechanisms are discussed that could both explain why providing participants with the rules might increase the relation between working memory capacity and RAPM performance. (DIPF/Orig.)

Abstract (english):
We propose and empirically evaluate a theoretical framework of how to use coding guides for automatic coding (scoring) and how, in turn, automatic coding can enhance the use of coding guides. We adopted a recently described baseline approach to automatically classify responses. Well-established coding guides from PISA, comprising reference responses, and its German sample from 2012 were used for evaluation. Ten items with 41,990 responses at total were analyzed. Results showed that (1) responses close to the cluster centroid constitute prototypes, (2) automatic coding can improve coding guides, while (3) the proposed procedure leads to unreliable accuracy for small numbers of clusters but promising agreement to human coding for higher numbers. Further analyses are still to be done to find the optimal balance of the implied coding effort and model accuracy. (DIPF/Orig.)
