Abstract:
Internationale Schulleistungsstudien wie das Programme for International Student Assessment (PISA) dienen den teilnehmenden Ländern zur Feststellung der Leistungsfähigkeit ihrer Schulsysteme. In PISA wird die Zielpopulation (15-jährige Schülerinnen und Schüler) alle 3 Jahre getestet. Von besonderer Bedeutung sind dabei die Trendinformationen, die für die Zielpopulation ausweisen, ob sich ihre Leistungen gegenüber denen aus früheren Erhebungen verändert haben. Um solche Trends valide interpretieren zu können, sollten die PISA-Erhebungen unter möglichst vergleichbaren Bedingungen durchgeführt und die verwendeten statistischen Verfahren vergleichbar bleiben. In PISA 2015 wurde erstmalig computerbasiert getestet; zuvor mittels Papier-und-Bleistift-Tests. Es wurde das Skalierungsmodell verändert und in den Naturwissenschaften wurden neue Aufgabenformate eingesetzt. Im vorliegenden Beitrag gehen wir anhand der nationalen PISA-Stichproben von 2000 bis 2015 der Frage nach, inwiefern der Wechsel des Testmodus und der Wechsel des Skalierungsmodells die Interpretation der Trendschätzungen beeinflussen. Die Analysen belegen, dass die Veränderung von Papier-und-Bleistift-Tests auf Computertestung die Trendschätzung für Deutschland verzerrt haben könnte. (DIPF/Orig.)
Abstract (english):
International large-scale assessments, for instance, the Programme for International Student Assessment (PISA), are conducted to provide information on the effectiveness of educational systems. In PISA, the target population of 15-year-old students is assessed every 3 years. Trends show whether competencies have changed for the target population between PISA cycles. To ensure valid trend information, it is necessary to keep the test conditions and statistical methods in all PISA cycles as constant as possible. In PISA 2015, however, several changes were established; the test model changed from paper pencil to computer tests, scaling methods were changed, and new types of tasks were used in science. In this article, we investigate the effects of these changes on trend estimation in PISA using German data from all PISA cycles (2000 - 2015). Findings suggest that the change from paper pencil to computer tests could have biased the trend estimation. (DIPF/Orig.)

Abstract (english):
This volume brings together educational effectiveness research and international large-scale assessments, demonstrating how the two fields can be applied to inspire and improve each other, and providing readers direct links to instruments that cover a broad range of topics and have been shown to work in more than 70 countries. The book's initial chapters introduce and summarize recent discussions and developments in the conceptualization, implementation, and evaluation of international large-scale context assessments and provide an outlook on possible future developments. Subsequently, three thematic sections - "Student Background", "Outcomes of Education Beyond Achievement", and "Learning in Schools" - each present a series of chapters that provide the conceptual background for a wide range of important topics in education research, policy, and practice. Each chapter defines a conceptual framework that relates recent findings in the educational effectiveness research literature to current issues in education policy and practice. These frameworks were used to develop interesting and relevant indicators that may be used for meaningful reporting from international assessments, other cross-cultural research, or national studies. Using the example of one particular survey (the Programme for International Student Assessment (PISA 2015)), this volume links all theoretical considerations to fully developed questionnaire material that was field trailed and evaluated in questionnaires for students and their parents as well as teachers and principals in their schools. The primary purposes of this book are to inform readers about how education effectiveness research and international large-scale assessments are already interacting to inform research and policymaking; to identify areas where a closer collaboration of both fields or input from other areas could further improve this work; to provide sound theoretical frameworks for future work in both fields; and finally to relate these theoretical debates to currently available and evaluated material for future context assessments. Abstract:
Alle drei Jahre testet PISA den Stand der Grundbildung fünfzehnjähriger Jugendlicher in den Bereichen Naturwissenschaften, Mathematik und Lesen und untersucht so Stärken und Schwächen von Bildungssystemen im Vergleich der OECD-Staaten. Zentral ist dabei die Frage, inwieweit es den teilnehmenden Staaten gelingt, die Schülerinnen und Schüler während der Schulpflicht auf ihre weiteren Bildungs- und Berufswege vorzubereiten. Der nationale Berichtsband stellt die Ergebnisse aus PISA 2015 vor, die von den Schülerinnen und Schülern in Deutschland erreicht wurden, und setzt sie in Relation zu den Ergebnissen in anderen OECD-Staaten. Der Schwerpunkt der Erhebungen und Auswertungen liegt dabei auf den Naturwissenschaften. PISA 2015 bildet als sechste Erhebungsrunde des Programme for International Student Assessment der OECD zugleich den Abschluss des zweiten Zyklus der Studie und den Beginn der computerbasierten Testung. Unter Beibehaltung wesentlicher Standards der Datenerhebung und -auswertung wurden in PISA 2015 mit dem Erhebungsmodus am Computer, einem differenzierteren Skalierungsmodell und einem erweiterten Testdesign mehrere Neuerungen eingeführt. Sie tragen Veränderungen in der Lern- und Lebenswelt Rechnung und werden die Aussagekraft der PISA-Studien auf lange Sicht verbessern. Mit Blick auf diese Balance zwischen Kontinuität und Innovation werden die Befunde aus PISA 2015 in diesem Band eingeordnet und diskutiert. (DIPF/Verlag)

Abstract:
Academic self-concept has been conceptualized as a multidimensional and hierarchical construct. Previous research has mostly focused on its multidimensionality, distinguishing between verbal and mathematical self-concept domains, and only a few studies have examined the factorial structure within specific self-concept domains. The present study aims to extend the scarce evidence of the simultaneous operation of multidimensionality and hierarchy within language self-concepts. Skill-specific (i.e., reading, listening, speaking, and writing) and global self-concept measures for German as students' native language and English and French as students' foreign languages were administered to a sample of 4,257 ninth-grade German students. Confirmatory factor analyses demonstrated better levels of fit for multidimensional models with highly correlated but separate factors for each skill-specific self-concept compared to unidimensional models. The skill-specific facets could be aggregated into a higher order factor for each language, demonstrating a hierarchical structure. Differential gender effects on the various skill-specific self-concept facets provided further evidence of the multidimensional nature of language self-concepts, although differential relations to skill-specific achievement measures were not found. The high correlation between the higher order and global self-concept factors as well as similar gender effects and relations to achievement supported the notion of the similarity of both constructs. A comparable pattern of results emerged across the 3 languages, but detailed inspection indicated that multidimensionality seems to be more pronounced in the native language domain (German). The findings of the study are discussed regarding their implications for the assessment of language self-concepts and future research on the structure of language self-concepts. (DIPF/Orig.)

Abstract (english):
This paper provides an overview and recommendations on how to conduct a mode effect study in large-scale assessments by addressing criteria of equivalence between paper-based and computerbased tests. These criteria are selected according to the intended use of test scores and test score interpretations. A mode effect study can be implemented using experimental designs. The major benefit of combining experimental design considerations with the IRT methodology of mode effects is the possibility to investigate partial measurement invariance. This allows test scores from different modes to be used interchangeably and means of latent variables or mean differences and correlations to be compared on the population level even if some items differ in difficulty between modes. For this purpose, a multiple-group IRT model approach for analyzing mode effects on the test and item levels is presented. Instances where partial measurement invariance suffices to combine item parameters into one metric are reviewed in this paper. Furthermore, relevant study design requirements and potential sources of mode effects are discussed. Finally, an extension of the modelling approach to explain mode effects by means of item properties such as response format is presented. (DIPF/Orig.)

Abstract:
En este trabajo se investigaron los efectos de las correcciones sobre la preferencia de uso de la escala en siete países de América Latina, Portugal y España en cuestionarios de estudiantes en el Programa para la Evaluación de Estudiantes 2012 (PISA). Estos países destinatarios tienden a mostrar una tendencia de expresar opiniones fuertes y de auto-mejora, lo que puede plantear amenazas graves de validez de las comparaciones transculturales de los cuestionarios. Se examinó en qué medida la puntuación de correcciones, que se han propuesto, podría cambiar el patrón de las diferencias culturales. Hemos corregido para las preferencias de uso de la escala de una medida de ayuda al profesor de entre 39,045 estudiantes en nueve países, con base en el tipo de respuesta extrema, overclaiming, y el anclaje de viñetas, respectivamente. Estas medidas mostraron diferentes efectos: (1) Todos los métodos de corrección ayudaron a mejorar la invariancia de medición, a pesar de que la corrección sobre la base de anclaje fue menos eficaz en alcanzar la invariancia escalar en comparación con la corrección de estilo de respuesta extrema y overclaiming; (2) el control de estilo de respuesta extrema y overclaiming cambia la puntuación media de España en mayor medida que en otros países, lo que parece presentar un patrón más realista, mientras que los cambios en las correlaciones con otras medidas fue bastante limitado. El uso de las puntuaciones de anclaje llevó a cambios drásticos tanto en medios como en correlaciones. Una conclusión firme sobre qué método es preferible, no puede ser ofrecido ya que no hay evidencia de que el método mejore la validez de las puntuaciones en estos países. Abstract (english):
This paper investigated the effects of corrections for scale usage preference in seven Latin American countries, Portugal and Spain in student self-reports in the 2012 Programme for International Student Assessment (PISA). These targeted countries tend to show a strong tendency of expressing strong opinions and self-enhancement, which can pose serious validity threats in cross-cultural comparisons of self-reports. We examined to what extent score corrections, that have been proposed, would change the patterning of the cross-cultural differences. We corrected for the scale usage preferences in a measure of teacher support among 39,045 students in nine countries, based on extreme response style, overclaiming, and anchoring vignettes, respectively. These measures showed different effects: (1) All correction methods helped to improve measurement invariance, although the correction based on anchoring was less effective in reaching scalar invariance compared with the correction of extreme response style overclaiming; (2) controlling for extreme response style and overclaiming changed the mean score of Spain to a greater extent than other countries, which seems to present a more realistic patterning, whereas the changes on correlations with other measures were rather limited. The use of anchored scores led to drastic changes both in means and correlations. A firm conclusion about which method is to be preferred cannot be given as there is no evidence which method enhances the validity of scores in these countries more. Abstract:
Systemkompetenz stellt eine besondere Herausforderung dar, da im Sinne des Brückenfachcharakters physio- und humangeographische (Sub-)Systeme in ihrer Wechselwirkung betrachtet werden. Im Aufsatz wird die theoretische Herleitung und die empirische Überprüfung eines Kompetenzstrukturmodells dargelegt. Mehrere theoretisch plausible Modelle wurden hinsichtlich ihrer Modellgüte miteinander verglichen. Demnach bildet ein zweidimensionales Kompetenzstrukturmodell mit den Dimensionen "Systemorganisation und -verhalten" sowie "Systemadäquate Handlungsintention" die empirischen Daten am besten ab. Abstract (english):
Pursuant to the German educational standards in geography the system concept is considered a central basic concept. Being a bridging subject, geography faces special challenges with regard to the imparting of a related system competence when reflecting upon the reciprocal effects of both physical and human geographic (sub-)systems. The article displays the theoretical derivation as well as the empirical assessment of a competency structure model. Within the model accuracy it turns out that a two-dimensional competency structure model including the dimensions "system organization and behavior" and "system-adequate intention to act" shows best the empirical data. Abstract (english):
For at least the past three decades, assessment, evaluation, and accountability have been major strands of educational policy and practice internationally. However, the available data on how exactly assessment- and evaluation-based policies are framed and implemented, or how they shape practices within schools, are still limited. This chapter addresses these issues with a broad focus that takes into account several perspectives on school evaluation and student assessment, together with everyday practices of teacher judgment and grading. First, we address assessment and evaluation practices for the purpose of educational system monitoring. Second, school evaluation practices, as well as the use of assessment and evaluation results at the school level, are discussed. A third perspective focuses on practices of teacher evaluation. Finally, practices of student assessment within schools and classrooms are examined. An international perspective is proferred that compares countries in regard to outcomes and procedures; an example of this latter is the way assessment is used and implemented. The instruments described and recommended in this chapter have implications for international research, as well as national studies. (DIPF/Orig.)

Abstract:
Die Ergebnisse der PISA-Studie 2015 zeigen, dass die Lesekompetenz der Jugendlichen in Deutschland signifikant höher ist als die durchschnittliche Lesekompetenz der Jugendlichen aller OECD-Staaten. Insgesamt befindet sich Deutschland im Vergleich mit den anderen OECD-Staaten im oberen Drittel der Rangreihenfolge. Die Gruppe der besonders leistungsstarken Schülerinnen und Schüler ist in Deutschland signifikant größer als im Durchschnitt der OECD-Staaten. Die Gruppe der sehr leistungsschwachen Schülerinnen und Schüler ist hingegen signifikant kleiner als im Durchschnitt der OECD-Staaten. Vertiefende Analysen zeigen eine höhere Lesekompetenz bei Schülerinnen und Schülern am Gymnasium als bei den Fünfzehnjährigen an nicht gymnasialen Schularten. Zudem verfügen Mädchen in Deutschland über eine höhere Lesekompetenz als Jungen, wobei sich dieser Geschlechterunterschied im Vergleich zu früheren Erhebungsrunden deutlich verringert hat. Zuletzt wurde die Lesekompetenz in der PISA-Studie 2009 als Hauptdomäne erhoben. Zu diesem Zeitpunkt lag die Lesekompetenz der Schülerinnen und Schüler in Deutschland noch im Durchschnitt der OECD-Staaten. Seitdem ist die Lesekompetenz in Deutschland deutlich gestiegen. Es sind vor allem die Jungen, die 2015 im Vergleich zur Erhebung im Jahr 2009 eine höhere Lesekompetenz zeigen. Außerdem ist die Gruppe der besonders leistungsstarken Schülerinnen und Schüler in Deutschland seit 2009 signifikant gewachsen. (DIPF/Orig.)

Abstract (english):
There is a recurrent paradox in the data of the Programme for International Student Assessment (PISA): within each participating country, there is a positive correlation between students' learning motivation and achievement; when aggregating the data at country level, this correlation becomes negative. Using PISA data across 64 countries, we investigate the association of motivation and achievement within and between countries and attempt to explain the paradox with three measures indicative of culturally preferred scale usage: cultural response style, overclaiming, and anchoring vignettes. We confirmed the paradox and found that the three measures, in particular anchoring vignettes, could partially explain the negative association between motivation and achievement at country level. Our study is intellectually indebted to the tradition, initiated by David Watkins, to go beyond a simple classification of Chinese learners as focusing on rote memory learning. We illustrate how core Chinese values impinge on educational motivation and achievement and can help to explain seemingly paradoxical cross-cultural differences. (DIPF/Orig.)
