Abstract: In der Nacht vom 20. auf den 21. August 1968 rücken Truppen von fünf Warschauer Pakt-Staaten in die Tschechoslowakische Sozialistische Republik (CSSR) ein. Damit werden die als "Prager Frühling" bezeichneten Reformversuche der kommunistischen Partei der CSSR gewaltsam beendet.Anlässlich der 40-jährigen Wiederkehr der Niederschlagung des "Prager Frühlings" bietet das Themendossier des Deutschen Bildungsservers neben einem Abriss der wichtigsten Ereignisse in Prag auch Interviews mit Zeitzeugen sowie einen Überblick über die gesamteuropäische Situation im Jahre 1968. Abstract: Die Geschichte des Bildungswesens in den Böhmischen Ländern zwischen 1760 und 1938 ist einerseits durch die gesetzlich geordnete Staatlichkeit, andererseits durch den nationalen Dualismus der tschechischen und deutschen Ethnie bestimmt. Das Jahr 1918 mit der Gründung der (ersten) Tschechoslowakischen Republik brachte zwar in Bezug auf die Machtverhältnisse in der staatlichen Steuerung und dem Status der beiden Ethnien eine Zäsur, doch blieben die offenen - und ungelösten - Probleme, wenn auch mit "umgekehrten Vorzeichen" im wesentlichen bestehen. Die Analyse der bildungsgeschichtlichen Entwicklung öffnet einen exemplarischen Zugang zum Verständnis der relevanten soziopolitischen Grundfragen, worauf der Beitrag konzentriert ist. ( DIPF/Autor)
Abstract (english): The history of the education system in the Bohemian Lands between 1760 and 1938 is identified by the legally regulated power structure of the State on the one hand, and by the national dualism between the Czech and the German ethnic groups on the other. It is true that the year 1918, marked by the foundation of the (first) Czechoslovak Republic, effected a change with regard to the power relations in the political decision-making, while the open - and unsolved - problems continued to exist on the whole. The analysis of the development of the education system points an exemplary way to understanding the relevant fundamental socio-political issues this article is based upon. (DIPF/author)

Abstract: Das seit 1995 bestehende IHBB hat sich im deutschen Sprachraum zu einem praxisbezogenen Standardwerk der (Vergleichenden) Berufsbildungsforschung entwickelt. Neben praxisbezogenen Zielgruppen ( Mittlerorganisationen in der internationalen Berufsbildungskooperation, Internationale Organisationen, Bildungs- und Berufsbildungsverwaltungen, Unternehmen) gilt das auch für die Scientific Community (International tätige Berufsbildungsforscher, Universitätslehrstühle für Vergleichende Erziehungswissenschaft und Berufs- u. Wirtschaftspädagogik, Forschungsinstitute). Vorangestellt ist ein internationaler Vergleichsteil. Im Mittelpunkt stehen die Länderstudien, die sich auf Grundlage einer einheitlichen Systematik auf nationale Berufsbildungs- und Bildungssysteme konzentrieren. Sie geben eineneinführenden Einblick in die sozioökonomischen Rahmenbedingungen und die bildungspolitischen Kompetenzen. Das Bildungssystem wird unter dem Schwerpunkt Berufsbildung dargestellt. Es werden die strukturellen und historischen Entwicklungslinien nachgezeichnet und eine Kontextuierung der beruflichen Aus- und Weiterbildung (formal, non-formal, informell) bezogen auf das jeweilige Bildungssystem vorgenommen. Ferner wird das im Prozess der beruflichen Bildung agierende Personal dargestellt und die länderübergreifende Mobilität bezogen auf die internationale Berufsbildungszusammenarbeit thematisiert. Abstract (english): The International TVET Handbook, which has been in existence since 1995, has become a practice-oriented standard work of literature for comparative TVET research within the German-speaking world. Besides practice- oriented target groups (mediating organisations in international TVET cooperation, international organisations, general education and TVET administrative offices, companies), this handbook also is a standard work for the Scientific Community (internationally operating TVET researchers, university chairs for comparative educational sciences and vocational and economic education, research institutes). The handbook starts with an international comparison part. The focus is on the country-related studies that concentrate on national TVET and general education systems on the basis of a uniform classification. They allow an introductory insight into the overall socio-economic conditions and the political competences regarding education and training. The education system is presented with the main emphasis on technical and vocational education and training. The structural and historical development lines are drawn and a context is established between the technical and vocational initial and continuing education and training (formal, non- formal, informal) and the corresponding general education system. Moreover, the personnel acting within the process of TVET is described and the supranational mobility referring to the international TVET cooperation is dealt with. Abstract: Der Band geht auf eine internationale Tagung zurück, die unter dem Titel "Pädagogik, Erziehungswissenschaftler und Gesellschaftskrise" in Kooperation zwischen der Bildungsgeschichtlichen Forschungsstelle des DIPF und der Abteilung Historische Erziehungswissenschaft der Humboldt- Universität zu Berlin aus Anlass des 50. Jahrestag des 17. Juni 1953 in der DDR statt fand. Er enthält Beiträge, die das Verhalten von Intellektuellen in den Gesellschaftskrisen realsozialistischer Staaten Mitteleuropas behandeln. Der grundsätzliche Zuspruch der Intellektuellen zum Sozialismusprojekt ebenso wie ihr widersprüchlicher Sonderstatus musste keineswegs entweder in Staatsräson oder alternativ inoffene Formen des Protestes oder Wider- standes münden. Vielmehr zeigen die Beiträge ganz unterschiedliche Verhaltensoptionen ebenso wie sie die Mannigfaltigkeit und innere Unstimmigkeit der Intelligenz im Realsozialismus verdeutlichen.
Abstract (english): This volume refers to an international congress entitled "Pedagogics, educationalists and crisis in society" which was held by reason of the 50th anniversary of June 17 th in 1953 in the German Democratic Republic in cooperation with the Research Library on Educational History (German Insti- tute for International Educational Research) and the historical pedagogy, a department of the Humboldt university of Berlin. This volume contains articles concerning the behaviour of intellectuals in crisis of societies of socialistic states in Central Europe. The categorical reception of the intellectuals towards the project of socialism as well as their controversial special status never had to meet into reason of state or alternatively into open types of protest and of resistance. In fact, the articles represent different options of attitudes in clarifying the diversity and the inner discrepancy of the intelligence during the socialism.

Abstract: Der Beitrag gründet in der These, dass in der Entwicklung einer guten deutsch-tschechischen Nachbarschaft Kommunikationen und Begegnungen zwischen Jugendlichen beider Länder eine wichtige Rolle spielen, die Perspektiven aber darüber hinaus von einer klärenden Auseinandersetzung mit der Vergangenheit abhängen. Unter Konzentration auf die Geschichte des Königreichs Böhmen und der ersten Tschechoslowakischen Republik wird die Entwicklung der "Konflikt- Gemeinschaft" (Jan Køen) im Spiegel kultureller Nachbarschaft und der "fruchtbaren Konkurrenz" des deutsch- und tschechischsprachigen Bildungswesens an repräsentativen Fällen (seit dem Mittelalter bis 1945) untersucht. Die Herausforderungen an die politische Bildung werden auf die zeitliche (lebenslanges Lernen), örtliche (schulische und außerschulische Bildung und Erziehung) und curriculare Dimension bezogen. Der Rückblick gilt zwei positiven Aussagen zum Verhältnis von Tschechen und (Sudeten-) Deutschen aus den dreißiger Jahren des 20. Jahrhunderts und den in ihnen enthaltenen grundlegenden Gedanken, die sich im Sinne einer trans-epochalen Interpretation gegenwärtiger interethnischer Probleme und Konflikte ausweiten lassen.
Abstract (english): The article is based upon the assumption that in the development of a good German-Czech neighbourhood communications and encounters between young people of both countries play an important role, while the perspectives are also dependent on clarifying reflections on the past. Focused on the history of the Kingdom of Bohemia and the first Czechoslovak Republic the development of the "community of conflicts" (Jan Køen) is investigated in the mirror of the cultural neighbourhood and the "fruitful competition" of the German- and Czech-medium education sectors and illustrated by representative cases (from the Middle Ages until 1945). The challenges to political education are related to the temporal (lifelong learning), local (school and out-school education) and curricular dimensions. The retrospect is devoted to two positive statements concerning the relations between Czech and (Sudeten-) Germans from the thirties of the 20th century and to the fundamental thoughts included. In the meaning of a trans-epochal interpretation they are suited to be transferred to present-day inter-ethnic issues and conflicts.

Abstract: Ein Blick auf die gegenwärtige weltweite Szene wirft Fragen auf nach dem politischen und sozio-ökonomischen Rahmen, der Grundlage einer konstruktiven Interaktion der drei Kräfte ist, die vor allem die Existenz und das Überleben der Menschen bestimmen, nämlich Entwicklung, Demokratie und Bildung und Erziehung. Dieser Ansatz bezieht sich auf John Deweys "klassische Bemerkungen" über die Wechselwirkung von Demokratie und Bildung und Erziehung. Diese werden im Lichte spezifischer historischer Bedingungen untersucht, welche gleichermaßen am Beispiel der Geschichte der "Böhmischen Länder" und der ersten Tschechoslowakischen Republik veranschaulicht werden, wie durch einen kritischen Ausblick auf zeitgenössische Ereignisse, die die "menschenfeindliche Perversion von Deweys Modell" offenbaren. Abstract (english): The observation of the present global scene raises questions about the socioeconomic, political and cultural framework laying the ground for a constructive interaction between the three forces which greatly determine people's existence and survival, namely Development, Democracy and Education. In this approach reference is made to John Dewey's "classical remarks" about the interrelation between Democracy and Education. They are examined in the light of specific historical conditions which are exemplified by references to the history of the "Bohemian Lands" and the first Czechoslovak Republic as well as by a critical view of current events, revealing the "anti-human perversion of Dewey' s model". Abstract: Das Bildungssystem ist notwendiger Weise in Konflikte verwickelt, wenn Normen und Wertsysteme des Staates mit denen seiner "Minderheiten" nicht übereinstimmen und aufeinanderstossen. Die Auswirkungen erreichen unmittelbar die Allt agspraxis der Schulen, insofern, als sie Einstellungen und Verhaltensweisen von Schülern und Lehrern berühren. Abstract (english): Education is necessarily involved in conflicts of expectations, goals and contents, whenever the norms and value systems of the State and the "minorities" collide. The texture of conflicts has an immediate impact on the "grass-roo ts" level of the school system, insofar as it concerns attitudes of students and teachers as well. The crucial question of the paper is based upon the assumption that the identification of aims and objectives, their implementation in syllabi and textbooks and, last but not least, their transfer to the educational and instructional practice are dependent on the prospect of whether and, if yes, to what degree the two ambivalent components of education can be harmonised. This theme is analysed by exemplifying the historical case of the first Czechoslovak Republic and the contemporary case of Estonia. (DIPF/Orig.)
