Abstract (english): More and more people feel that they cannot leave their lives to be governed bydemocratic institutions alone. They want to take charge themselves, be involved and havea say in their community - in short, live their lives as active citizens. Citizenship, however, is not a given. Like most things, it needs to be learned, and citizenshipeducation aims to facilitate just that. For students, citizenship education means more than merely learning about citizenship and democracy. Citizenship education means learning through practicing citizenshipinside and outside the school. One model for that is service learning, first conceived inNorth America but now also taking root in other parts of the world. Service learningcombines service and learning by linking community service and reflection about it inclass. The present volume grounds citizenship education theoretically, presents empiricalresearch about its long-term effects and gives examples of how it works in practice.

Abstract: Untersucht werden aus unterschiedlichen interdisziplinären Blickrichtungen internationale Dimensionen des globalen ökologischen Wandels. Das Besondere an diesem Buch ist, dass es kein einfacher "Sampler" ist, sondern auf einer in Arbeitskreisen entwickelten gemeinsamen Position der einzelnen Autoren aus Disziplinen wie Soziologie, Politikwissenschaft, Geographie, Ethnologie und Entwicklungs- und Kulturpsychologie aufbaut. Deshalb werden auch in einzelnen Buchteilen aufgeworfene Fragen in anderen weiterentwickelt. Die Leitfragen lauten: Wie verändern sich Institutionen? Was können wir über Möglichkeiten und Barrieren lernen, die Veränderung von Institutionen einzuleiten? In den dreiAbschnitten des Buches - Umstrukturierung von Institutionen, Verknüpfung von Institutionen mit sozialer Praxis sowie Institutionalisierung von sozialem Lernen - wird der Versuch gemacht, solche Fragen zu beantworten. Dabei wird die Annahme vertreten, dass Prozesse sozialen Lernens als treibende Kraft institutionellen Wandels wirken .
Abstract (english): Institutional dimensions of global environmental change are explored from different disciplinary perspectives. The book is not a simple "sampler", its special feature is that the individual authors representing the disciplines political science, sociology and human geography to cultural and developmental psychology and cultural anthropology developed a common position in numerous workshops. Thus questions raised in one chapter are taken up and explored further in others. The main questions are: How do institutions change? What can we learn about possibilities of and barriers to induced institutional changes? Where are potentials for more reflexive and more enduring processes of social learning? The book seeks to answer these questions in three section: Reshaping Institutions, Linking Institutions to Social Practice and Institutionalising Social Learning. It builds on the idea that social learning processes can constitute a driving force of institutional change.

Abstract: Der Artikel gibt eine thematische wie eine theoretische Einleitung in das Buch "How Institutions Change. Perspectives on Social Learning in Global and Local Environmental Contexts", herausgegeben von H. Breit, A. Engels, T. Moss & M. Troja. Neben Buchstruktur und Buchinhalt wird das spezifisch sozialwissenschaftliche Verständnis des Institutionenbegriffs dargelegt und als fundamental für institutionellen Wandel beschrieben. Grundlegend aus dieser Sicht istdie Unterscheidung in informale und formale Institutionen: Traditionen, kulturell vermittelte Werte und nicht kodifizierte Normen auf der einen Seite stehen Verfassungen, Gesetze, Verordnungen und Rechtsvorschriften, Geschäftsordnungen und ähnliches auf der anderen Seite gegenüber. Informale Institutionen können als Formen sozialer Praxis zum Motor institutioneller Veränderung werden, wenn verantwortungsvolles individuelles und kollektives Handeln, basierend auf offener Kooperation und Kommunikation, sich auch in den formalen Strukturen von Institutionen niederschlägt. Gerade unter Vorzeichen geforderter und auch empirisch zunehmender institutioneller wie individueller Autonomie und Flexibilisierung in den unterschiedlichsten gesellschaftlichen Bereichen (Wirtschaft, Bildung, Politik) wird das Wechselspiel von informalen und formalen Institutionen zur Voraussetzung für effizientes Handeln. Ihr Zusammenspiel ist maßgeblich für soziales Lernen, das als kommunikativ strukturiertes sowohl auf individueller und kollektiver Verantwortungsübernahme als auch auf für diese Verantwortung empfängliche Institutionen angewiesen ist. Expertenwissen und Interessen von Betroffenen können und müssen miteinander vermittelt werden, eine Aufgabe die voraussetzungsvoll ist und die eine Herausforderung für Bildungsinstitutionen bildet.
Abstract (english): This article describes the issues and theoretical frame of the book "How Institutions Change. Perspectives on Social Learning in Global and Local Environmental Contexts", edited by H Breit, A. Engels, T. Moss & M. Troja. In addition to explaining the book's structure and content the specific social sciences way of understanding institutions is developed and shown to be fundamental for institutional change. From this point of view the differentiation of informal and formal institutions (traditions, cultural values and non-codified norms vs. constitutions, common law, regulations and statutes) is essential. Informal institutions as a kind of social praxis can become a driving force of institutional change, if individual and collective action, guided by responsibility and based on open cooperation and communication, is reflected in the formal structures of institutions. In the light of demands for and empirically increasing institutional and individual autonomy and flexibility in different societal fields (economy, education, politics) the interaction of informal and formal institutions is necessary for efficient action. Their interplay is decisive for communicatively structured social learning, which needs individual and collective commitment as well as institutions responsive to this commitment. Expertise and interests of stakeholders can and must be arbitrated. This is a crucial challenge for the educational system.
