Title: A decade of transformation: Educational policies in Central and Eastern Europe

Abstract: Die Veränderungen in Mittel-und Osteuropa, welche durch die Umbrüche zu Beginn der neunziger Jahre verursacht sind, üben großen Einfluss auf die Gestaltung und Umsetzung der Bildungspolitik aus. In dem vergleichenden Ansatz, der Russland, Polen, Ungarn und die Tschechische Republik umfasst, zeigen sich einerseits Gemeinsamkeiten, welche im Zusammenbruch des kommunistischen Systems begründet sind. Demgegenüber ist die Entwicklung durch bemerkenswerte Vielfalt gekennzeichnet. Um diese Gemeinsamkeiten und Unterschiede zu erhellen, werden folgende Problembereiche untersucht: a) Verantwortlichkeiten der Dezentralisierung; Finanzierung und Privatisierung, Strukturreformen; Curriculumreformen; Evaluierung, Leistungsmessen, Prüfungen. Diese Entwicklung werden durch eine Überprüfung von Theorien untermauert, welche zur Periodisierung der gesellschaftlichen Transformationen entwickelt worden sind. Der Artikel trägt zu Erklärung der Differenzen bei, die zwischen den einzelnen Ländern bestehen und zeigt, wie Wandlungen im Bildungswesen zu begreifen und durchzuführen sind. (DIPF/Autor)
Abstract (english): The changes in Central and Eastern Europe caused by upheavals at the beginning of the 1990s had great impact of the formation and implementation of educational policies. A comparison of patterns of Russia, Poland, Hungary and the Czech Republic shows common features which were rooted in the collapse of the communist system. At the same time these transformation processes were remarked by considerable diversity. To elucidate these commonalities and differences, the following problem areas are examined: (a) decentralisation of responsibilities; (b) financing and privatisation, (c) structural reforms; (d) curricular reforms, and (e) evaluation, assessment and examinations. These developments are considered in the light of various theories about how periods of social transformations unfold. The article helps to throw light on the differences between the countries of the region in terms of how the educational changes were perceived and carried out.

Abstract: Die gegenwärtige Transformation in den postsozialistischen Ländern ist ein besonders radikaler Sonderfall des allgemeinen gesellschaftlichen Wandels, der in seiner gegenwärtigen Phase der Globalisierung die Dezentralisierung von Verwaltungs- und Managementstrukturen sowie liberalisierende Marktöffnung und Privatisierung vorantreibt. GATS ( General Agreement on Trade and Services) ist eine der Aktivitäten in einem organisatorischen und ideologischen Netzwerk, das diesen Prozess unterstützt und lenkt. Die Implikationen für Bildung als "Dienstleistung" zeigen sich in aller Deutlichkeit erst, wenn man die Trends der Bildungsentwicklung (Paradigmenwechsel des Bildungsbegriffs, Entgrenzung von Schulstufen und -formen, "Verbetrieblichung" von öffentlichen Einrichtungen, technologische Möglichkeiten des e-learning, Marktöffnung und Aktivitäten internationaler Konzerne) näher untersucht. Dabei sind jedoch nicht nur die Möglichkeit negativer Folgen wie Verlust öffentlicher Kontrolle, zunehmende vertikale Diversifizierung von Anbieterqualität usw. zu sehen, sondern auch die Chancen - eine mögliche Dynamisierung von längst verhärteten, reformresistenten Strukturen und überkommener Überregulierung. Die Transformationsländer, die in den 90er Jahren auf dem Weg von Liberalisierung und Dezentralisierung des Bildungswesens sehr weit vorangegangen sind, sollten in dieser Hinsicht aufmerksam beobachtet werden.
Abstract (english): The current transformation in the post-communist countries is, true, a radical, but nevertheless a typical case of the general societal change which pushes ahead decentralization and liberalization in its present phase of globalization. GATS (General Agreement on Trade and Services) is part of an organizational and institutional network which supports and directs this development. The implications for education as part of a "service market" can be seen with all their consequences only after analyzing in more detail the trends of schooling and education: change of paradigm of the idea of education, a merging of school forms and levels, corporatization of public institutions, technical progress in e-learning and opening of the education market for international companies. This development is not to be seen exclusively in a negative way as threat, but also as a chance: It could dynamize old structures which since long resist any reform, and it could shake over-regulation. The countries in transformation which progressed very rapidly and very far on their way of liberalizing and decentralizing education should be watched intensively inrespect to these threats and chances.

Abstract: Ausgehend von der These, daß internationale Austausche von Experten in der beruflichen Bildung wie der Internationale Fachkräfteaustausch ( IFKA) der von der Carl Duisberg Gesellschaft im Auftrag des Bundesministeriums für Bildung und Forschung durchgeführt wird, mit dazu beitragen können, die Entwicklung der beruflichen Bildung in Deutschland durch transferfähige An- regungen und Beispiele zu fördern, werden 37 nationale Berufsbildungssysteme daraufhin überprüft, ob sie entsprechende innovative Strukturen enthalten. Im Kapitel 5 werden die Profile der Berufsbildungssysteme im Kontext der allgemeinen Bildungssysteme dargestellt sowie ihre Besonderheiten und das Innovationspotential herausgearbeitet. Diese Zusammenfassungen beruhen auf den Einschätzungen von Länderexperten. Da diese kurzen, auch wertenden Darstellungen nachvollziehbar sein müssen, ist dafür ein Basiswissen über das jeweilige nationale Berufsbildungssystem erforderlich. Deshalb werden dafür ergänzende Literaturhinweise und nationale Internet-links gegeben. Die folgenden Länder wurden aufgenommen: Argentinien, Australien, Brasilien, Bulgarien, Chi-le, China (Volksrepublik), Dänemark, Finnland, Frankreich, Griechenland, Großbritannien: England/Wales, Großbritannien: Schottland, Indonesien, Irland, Italien, Japan, Kanada, Korea (Republik), Malaysia, Niederlande, Norwegen, Österreich, Polen, Rumänien, Russische Föderation, Schweden, Schweiz, Slowakische Republik, Spanien, Südafrika, Taiwan (R. O.C), Thailand, Tschechische Republik, Türkei, Ungarn, USA, Vietnam, Zypern. Neben der länderspezifischen Literatur Internet-links in Kapitel 5 enthält das Kapitel 6 ergänzende Literatur und eine Bibliographie zu Internationalen Austauschmaßnahmen. Außer den drei Autoren (Hellwig, Lauterbach, von Kopp), deren Forschungsschwerpunkt im Deutschen Institut für Internationale Pädagogische Forschung die Vergleichende Berufsbildungs- forschung ist, arbeiteten weitere 14 ausgewieseneLänderexperten an dieser Studie mit. Da Schlagworte wie 'best practice', 'good practice', 'borrowing', ' lending' "Lernen vom Aus-land" usw. ein wichtiger Hintergrund bei der Auseinandersetzung mit einem ausländischen Bil-dungssystem und den daraus gewonnenen Anregungen für die Reformdiskussion in Deutschland sind, werden die Zusammenhänge dieser plakativen Begriffe mit der Vergleichenden Erziehungswissenschaft und der Vergleichenden Berufsbildungsforschung in einem besonderen Kapitel herausgearbeitet. Im übrigen verstehen wir die einzelnen Übersichten als stark verdichtete Anregungen zur eventuellen weiteren Beschäftigung mit dem einen oder anderen Land sowie als Motivation, die aktuellen Themen der heutigen Berufsbildungsproblematik unter Bezug auf globale, gemeinsame wie auch vielfältig individuelle, historisch gewachsene Formen der einzelnen Länder zu diskutieren.
Abstract (english): Starting from the international exchange programs for experts of vocational education and training, such as the program for International Exchange of Experts (IFKA) organised by Carl Duisberg Gesellschaft on behalf of the Federal Ministry of Education and Research, can contribute to the promotion of the development of vocational education and training in Germany by transferable ideas and examples, 37 national vocational education and training systems are e xamined to find out whether they contain corresponding innovative structures. Chapter 5 presents the profiles of vocational education and training systems in the context of the general education system, and brings out their special features and the innovation potential. These summaries are based on the esti mations of regional experts. As these short, and also rating, presentations have to be comprehensible, basic knowledge of the corresponding national vocational education and training system concerned is required. For this purpose, additional references to literature and national internet links are given. The following countries were included: Argentina, Australia, Brazil, Bulgaria, Chile, (People's Republic of) China, Denmark, Finland, France, Greece, Great Britain: England/Wales, Great Britain: Scotland, Indonesia, Ireland, Italy , Japan, Canada, (Republic of) Korea, Malaysia, the Netherlands, Norway, Austria, Poland, Romania, Russian Federation, Sweden, Switzerland, Slovakian Republic, Spain, South Africa, Taiwan (R.O.C), Thailand, Czech Republic, Turkey, Hungary, USA, Vietnam, Cyprus. Apart from the country-related literature and internet links in chapter 5, chapter 6 contains additional literature and a bibliography on international exchange programs. Besides the three authors (Hellwig, Lauterbach, von Kopp), whose research work is mainly focussed on the comparative vocational education and training research at the German Institute for International Educational Research, other 14 proven regional experts are involved in this study. Since terms like 'best practice', 'good practice', 'borrowing', 'lending' "learning from foreign countries", etc. constitute an important background for the examination of a foreign education system and for the ideas gained theref rom for the reform discussion in Germany, the relation of these striking terms to the comparative educational science and to the comparative vocational education and training research are brought out in a chapter of their own. As for the rest, we understand the individual overviews as highly condensed stimuli to a possibly continued study of one country or the other, as well as a motivation to discuss the current topics of present problems concerning vo cational education and training with reference to global, common, as well as diverse individual, historically evolved forms of the individual countries.

Abstract: Ungarn ist dabei, mit der Reformierung seines Bildungssystems die Bedingungen für den EU-Beitritt zu noch besser zu erfüllen. Im vorliegenden Beitrag wird nach der Charakterisierung des Bildungssystems der seit 1993 verlaufende Reformprozeß im Berufsbildungssystem erläutert, der stark am Weltbankmodell orientiert ist. Besonders interessant ist die akkreditierte schulische Berufsbildung an den Hochschulen, bei der als postsekundäre Ausbildungsform die Eigenschaften der Fachausbildung mit der Hochschulausbildung zusammengefaßt werden.
Abstract (english): Hungary is currently reforming its educational system to meet the requirements of becoming a member of the EU even better. After characterising the educational system, the present treatise describes the ongoing reform process since 1993 which is strongly orientated towards the World Bank model. A particularly interesting aspect is the accredited technical and vocational education and training in the higher education institutes which combines the characteristics of specialised technical training with the higher education as a post-secondary form of education and training.
