Abstract: Die Studie bildet den analytischen Rahmen zu drei offiziellen Dokumenten aus dem Jahr 1996 zur Gesamtkonzeption der russischen Nationalitätenpolitik, zur "nationalen Kulturautonomie" sowie zur russischen Bildungspolitik innerhalb der GUS, die anschließend in dem Sammelband erstmals in deutscher Übersetzung präsentiert werden. Behandelt wird die Thematik des einheitlichen Bildungsraums in Rußland als Nachfolgestaat der Sowjetunion auf verschiedenen Ebenen: in den außenpolitischen Beziehungen zur GUS, die mit Rußland einen gemeinsamen Bildungsraum bilden soll, in den innerrussischen Beziehungen zu den nationalen Republiken und anderen "Autonomie- "Territorien sowie innerhalb der Ballungszentren wie Moskau und St. Petersburg mit ihrer multiethnischen Bevölkerung. Gefragt wird nach der Umsetzung der nationalitätenpolitischen Zielsetzungen im Bereich der Bildungspolitik in Hinblick auf die gewandelten demographischen Voraussetzungen, die neue politische Verfaßtheit und ideologische Verortung Rußlands sowie ein Fortwirken der bisherigen Nationalitätenpolitik im sowjetischen Bildungswesen, vor allem in der Sprachenpolitik und der institutionellen und inhaltlichen Tradition der nationalen Schulen. Der Beitrag greift Fragen nach einer Entsprechung von einer neuen Ideologie und den bestehenden "nationalen" Bildungsbedürfnissen in der Gesellschaft ebenso wie nach den gewandelten Einstellungen zu "westlichen" Vorbildern auf.
Abstract (english): The paper gives the analytical framework for interpretation of the official documents, published in the volume: the "Law on National Cultural Autonomy", the Ukaz of President Yeltsin on "The Concept of the National Pol-icy of the Government" and on "Cooperation in Education in the CIS", all of 1996. The situation after the col-lapse of the Soviet system is described as determined by the following factors: changes of the demographic rela-tion between the Ru ssian majority and the minorities (including problems of immigration from the new inde-pendent countries, especially the new 'diaspora' abroad); national conflicts and segregation tendencies which ask for nation-building and the construction of a new identity of Russia as a federal and at the same time multina-tional state; first steps to participate in international and global development of concepts, paradigms and notions of multiethnic education in a civil society, often being in contradiction to patterns which are inherited from the Soviet era and which are concerned to language policy as well as traditions of school organization and curricula. Asking whether a new paradigm of the "national school" has already been established in Russia, different topics of the "commmon educational space" are described and discussed: cooperation patterns in education in the CIS, the national school and education system in the national republics of the Russian Federation and in other "auton-omy" territories, national education and schools in the multiethnic urban centres (Moscow, St. Petersburg).
