Abstract: Wenn Bildung als Investition angesehen wird, stellt sich aus makroökonomischerPerspektive besonders auch die Frage nach geeigneten quantitativen Indikatoren. Von politischer Seite wird in diesem Zusammenhang gerne auf die vonJahr zu Jahr steigenden Bildungsbudgets hingewiesen. Die Verwendung dieserZahlen als Indikator für die nationalen Bildungsinvestitionen greift aber zu kurz. Es handelt sich dabei um eine Bruttobetrachtung, bei der keine Abschreibungenauf die in der Bevölkerung vorhandene Bildung berücksichtigt werden. Im vorliegenden Beitrag wird ein Modell zur Operationalisierung solcher Abschreibungenvorgestellt, die den Wertverlust des in der Bevölkerung vorhandenenBildungsvermögens im Laufe eines Jahres erfassen. Als Bildungsvermögen wirdhier derjenige Teil des Humankapitals bezeichnet, der auf die formelle Bildungund Ausbildung zurückgeht. Im Vordergrund stehen die Diskussion der konzeptionellen Aspekte und dieVorstellung eines umfassenden Berechnungsmodells. Die prototypische Anwendung dieses Modells auf Westdeutschland 1990 ergibt, dass die Nettobildungsinvestitionen, ermittelt als Differenz zwischen Bruttobildungsinvestitionen undAbschreibungen auf Bildungsvermögen, nur etwa 5 Prozent der Bruttoinvestitionenausgemacht haben, d.h. zu einer Erhöhung des Humankapitalbestandesverwendet werden konnten. Die übrigen 95 Prozent sind als Reinvestitionen zurDeckung des demografisch bedingt hohen Ersatzbedarfs benötigt worden. Die hier vorgestellten Ergebnisse für Westdeutschland und das Jahr 1990sind als Vorstudie zu einer erweiterten Analyse für die Jahre 1991 bis heute und( Gesamt-) Deutschland zu verstehen.
Abstract (english): If education is seen as an investment then the question of suitable quantitive indicators arises (from a makro-economic perspective). Politically the connection is based on the annual increase of the educational budget. It is notapplicable when these numbers are used as an indicator for national educational investments. This number is simply the gross and and does not take the educational deductions of the population into account. The following article introduces a model for the "operationalization" of these deductions, which record the annual obsolescence of the educational assets within the population. The educational asset is the part of the human capital that refers to the formal education vocational training. The discussion on the conceptual aspects and the idea of a comprehensive accounting model are of main concern. The prototypical model in West Germany 1990 showed that the educational net worthinvestments (the difference of gross investment and deductions from educational capital) were only five percent of the gross investments, this means that it could be used as a human capital asset. The other 95 percent were used as reinvestments to cover the substitutions. The results shown here from West Germany in 1990 are meant to be seen as a pre-study to an extended analysis for the year 1991 until now in (all of) Germany.
