Abstract: Der Zusammenschluss einzelner Bildungseinrichtungen zu größeren institutionellen Verbünden ist ein Phänomen, das auf dem Hintergrund des neoliberalen Paradigmas in der Bildungspolitik und -praxis neuerdings international an Bedeutung gewonnen hat. Anhand der rasch wachsenden Zahl und Vielfalt so genannter "Bildungskomplexe" innerhalb des Bildungswesens der Russischen Föderation lassen sich die offenen bildungspolitischen und systematischen Fragen beispielhaft verdeutlichen, die mit derartigen Zusammenschlüssen verbunden sind. Der vorliegende Beitrag geht der Entwicklung der Bildungskomplexe und ihren wechselnden Aufgabenstellungen in den anderthalb Jahrzehnten seit dem Umbruch imBildungswesen Russlands nach; zugleich beleuchtet er das Spannungsverhältnis zwischen angestrebten und tatsächlichen Auswirkungen. Ein abschließender Überblick über die Expertendebatte ist auf die umstrittene Frage konzentriert, welche Veränderungen die Zusammenschlüsse für die Bildungsgerechtigkeit und den Zugang zu qualitätsvollen Bildungsangeboten mit sich bringen. Abstract (english): The integration of different educational institutions into greater educational complexes in many countries became a new phenomenon within the framework of the widespread neoliberal paradigm in education politics and practise. Thisis the case for the development of Russian education, too, and the Russian experience, gathered since 1992, is of interest with regard to the international educational scene. Description and interpretation of the growing number, the formal and systemic diversity of educational complexes in Russia additionally can open an analytical perspective on the unresolved political and systemic questions, which are on the agenda of this country.The contribution gives a portrait of the development of educational complexes and their changing functions within the past one and a half decades since the upheaval. The contribution starts with the official definition of 'obrazovatel'nyi kompleks' within the initial version of the Russian law of education (1992), and points on the question of differences between official goals and practical outcomes. Three examples, each of different levels of the educational system and radius of cooperation with non-educational institutions or political powers are presented in short: a general education school complex at Chelyabinsk, the Tomsk university complex and the Agricultural complex of Samara region. Finally arguments ("Pro and Cons") of experts' controversial discussion are pointed out. The leading question is, of what influence the complexes will be for equal admission to education and whether the process of institutional integration will strengthen the quality of educational services.
