Abstract (english):
This paper describes open learning and teaching materials, so-called open educational resources (OER), as visualizing, economic and normative objects, and classifies these into a plenum with interwoven practices and arrangements of material (Schatzki). The plenum determines how the actors, their socio-material practices, and the associated political and technical frameworks each generate different interpretations of OER for the actors. The discussion is based on a case study of a video platform providing academic content. The empirical example, studied via document analysis and content analysis, of the TIB AV portal as an educational infrastructure offering videos of scientific conferences and teaching as an online service shows how the normative requirements to open educational resources are produced by the infrastructure. The paper focuses on the argument that the normative dimension of OER be part of material arrangements. The normative OER model is implemented in the infrastructure, while the social norms of openness are provided by the service. OER in terms of normative objects embodying the norm of openness are produced performatively through repositories. (DIPF/Orig.)

Abstract (english):
The chapter introduces the readers to the contents and rationales of this handbook. This Handbook focuses on the education systems on the American continents - North, Central, and South America - and includes chapters for most countries in this region, also the Caribbean. This introductory chapter first offers a conceptual discussion of central concepts that build the object of interest of the chapters, namely national education systems, and discusses their status and relevance for understanding education in the global era. By doing so, it sets the intellectual framework for the country chapters. By deliberating on the conceptual leverage of each term, it aims at both sharpening their analytical traction and pointing to their multifaceted nature - a crucial intellectual activity before any comparative exercise. It closes with a brief outline of the common structure that builds the backbone of the individual country chapters is then presented. This section briefly expounds the rationale of the different parts of the chapters, offering some justification for the organizational principles deployed, including their selective nature. In making these decisions transparent, the section also functions as a useful reading aid. (DIPF/Orig.)

Abstract:
(DIPF/Orig.)
Abstract (english):
An implementation of concepts for digital education crucially depends on an organisational development process. Drawing on current developments regarding the Covid-19 pandemic, the following contribution introduces the topic of digitising in the context of organisational development of educational institutions. Some educational political concepts and strategies in the area are explained. Subsequently, the method and processes underlying this volume's reviews are outlined. In order to identify an appropriate number of studies, a systematic search for literature was run with German and English search terms, for the period between 2010, respectively 2016 and 2020. Separate searches were carried out for the different educational sectors, subject to database queries and expanded search strategies. This chapter closes with a discussion of types of bias that might emerge in review processes. While it is never possible to exclude bias completely, the contribution shows that even shorter review processes can benefit from certain steps in the review process, e. g., transparency, documentation and data sharing. Abstract:
Data from the International Civic and Citizenship Education Study (ICCS) and the International Computer and Information Literacy Study (ICILS) is used to investigate differences between public and private schools around the world. We explore the social composition and describe the characteristics of public and private schools within each participating educational system. In addition, we investigate whether the availability of resources is equally distributed between these two types of schools by comparing the data collected from principals and teachers within each participating educational system. Finally, we explore whether the difference in cognitive and non-cognitive outcomes can be explained by the socioeconomic composition of schools and the distribution of resources. The results show large variation between the share of private schools across educational systems. Consistent with other research, students from private schools have a higher socioeconomic background as their peers in public schools. The resources distribution is mixed, in some educational systems more resources are available in public schools and in some private schools. Furthermore, we find that in many educational systems, computer and information literacy and civic knowledge are higher in private schools, but the difference to some extent can be explained by the socioeconomic background of students. Abstract (english):
This study extended the internal/external reference model to multiple languages including students' language of instruction, first foreign language, and second foreign language. We examined whether social and dimensional comparisons play similar roles in the formation of students' self-concept related to different languages and whether dimensional comparisons result in contrast or assimilation effects. All students had German as the language of instruction and English as the first foreign language. Students were divided into a subsample (N = 487) learning French as a second foreign language and a subsample (N = 481) learning Latin. Invariance tests demonstrated that the achievement-self-concept relations were similar across the subsamples, but interesting group differences became apparent when analyzing the French and Latin subsamples separately. Abstract:
Foreign language learning in older age has been proposed as a promising avenue for combatting age-related cognitive decline. We tested this hypothesis in a randomized controlled study in a sample of 160 healthy older participants (aged 65-75 years) who were randomized to 11 weeks of either language learning or relaxation training. Participants in the language learning condition obtained some basic knowledge in the new language (Italian), but between-groups differences in improvements on latent factors of verbal intelligence, spatial intelligence, working memory, item memory, or associative memory were negligible. We argue that this is not due to either poor measurement, low course intensity, or low statistical power, but that basic studies in foreign languages in older age are likely to have no or trivially small effects on cognitive abilities. We place this in the context of the cognitive training and engagement literature and conclude that while foreign language learning may expand the behavioral repertoire, it does little to improve cognitive processing abilities.
