Abstract: Das Ringen um Ausbildungsplätze im Dualen System ist in Deutschland seit Jahren auf der Agenda. Abstract (english): The struggle for vocational education and training placements in the dual system has been on the agenda in Germany for a long time. A large number of educational measures intend to meet the urgent need for vocational education andtraining placements, which go even beyond the regular vocational education and training system. However, the provisions are still not sufficient. This problem, which is not solely limited to the national education system of Germany, is directly related to the recognition of vocational education and training schools as competitors to the general education system, and it is analysed for Austria here. This is not restricted to describing the leading function of full-time technical vocational education and training schools in the vocational education and training system. In particular, the contribution explains why the Berufsbildende Höhere Schule (BHS), a school type offering secondary education with a focus on vocation, are able to exist alongside the Allgemein Bildende Höhere Schule (AHS), the general stream of secondary education, and why for years the BHS have even produced a higher number of Maturanten, that is students who have completed a higher level of secondary school qualification, despite their higher demands.
