Dossier: Open Educational Resources (OER)

The dossier "Open Educational Resources – fields of action, actors, potential for development from an international perspective" treats the international discourse on the subject of OER by presenting an annotated index of central actors as well as a category-based overview of trend-setting publications, initiatives and projects.

Project description

Based on recent publications and initiatives launched by important transnational organisations (UNESCO, OECD, European Union), central fields of action, actors and initiatives were identified as well as discourses on Open Educational Resources (OER) that bear relevance to educational policy, covering the international perspective with particular focus on OECD member states.

The recorded examples from practice serve to highlight concepts that have so far been successfully implemented in creating, distributing and re-using OER including a pedagogical perspective – also regarding given legal and economic conditions. Furthermore, the project aimed to deliver ideas on operative perspectives and a strategic position of public bodies and publicly funded services such as the German Education Server or the state (Länder) education portals.
