BiSS-Transfer – Education Through Language and Writing

Education through Language and Writing (Bildung durch Sprache und Schrift, BiSS) is a research and development programme, in which groups of child day care centres and schools work together closely in order to exchange their experiences and to implement coordinated language education measures. In March 2020 the second phase of the project ("BiSS-Transfer") has been started.

Project Description

In this programme, the language education of children and youths will be scientifically assessed together with respective measures introduced by the federal states to promote language, reading skills, and their diagnosis, which will be evaluated and further refined regarding their effectiveness and efficiency. In addition, the programme supports the necessary further education and continuing qualification of child care personnel and teachers.

BiSS is a joint initiative of the Federal Ministry of Education and Research (Bundesministerium für Bildung und Forschung – BMBF), the Federal Ministry of Family Affairs, Senior Citizens, Women and Youth (Bundesministerium für Familie, Senioren, Frauen und Jugend – BMFSFJ) as well as the Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany (Kultusministerkonferenz – KMK) and the Conference of the Ministers of the Länder for Youth and Family Affairs (Konferenz der Jugend- und Familienminister – JFMK). The Mercator-Institute for the Promotion of Language Learning and German as a Second Language (Mercator-Institut für Sprachförderung und Deutsch als Zweitsprache) together with the research domain Intercultural Learning at the University of Cologne, DIPF | Leibniz Institute for Research and Information in Education, and the Humboldt-University in Berlin in cooperation with the Institute for Quality Development in Education (IQB) as responsible consortium take on the scientific organisation and overall coordination of the programme.

At DIPF, Prof. Dr. Marcus Hasselhorn, is the responsible member of the consortium. The tasks of the DIPF within the consortium include consultancy with regard to content in elementary education, setting up an information and communication platform as well as management and further development of toolboxes: therein, information on the diagnostic instruments and supportive measures (tools) used is made available to the participating groups on a central server.

The information and communication platform http://biss-sprachbildung.de went online in 2014.

In March 2020 the second phase of the project ("BiSS-Transfer") has been started.

In the next five years up to 90 associations from schools and day-care centre will work on their concepts for language education, reading and writing promotion under the label 'BiSS-Transfer'. In doing so, they build on the experiences and results from the first programme phase (BiSS), in which around 600 schools and day-care centre successfully tested and further developed scientifically based concepts for language education. Many of these schools and day-care centre will take part in BiSS-Transfer again in order to pass on their experiences and insights.
