Abstract:
This chapter discusses the core elements of the metadata strategy striving for a structured approach to documentation, which is necessary to efficiently link, deduplicate, re-use, and present all information in two languages for the six panels and two school-reform studies of the National Educational Panel Study (NEPS). For this purpose, the NEPS Data Center has implemented a relational database that enables storing and linking diverse metadata on studies, instruments, items, datasets, and variables in a systematic, powerful, and highly consistent fashion. As a crucial feature, metadata entities can be cross-referenced; for example, questionnaire items can be linked to datasets, allowing for a dynamic documentation that leads directly from a dataset variable to the corresponding question in a questionnaire. In addition, the re-use of metadata enhances data quality because it allows for the tracking of inadvertent changes in variables across panel waves and starting cohorts. The structured documentation also enables an efficient translation of metadata because re-used elements only need to be translated once. As a result of the systematic approach to metadata management, the documentation utility for researchers working with NEPS data is optimized. Since metadata are centrally maintained in a database, corrections and extensions become effective in all derived documentation material, such as multilingual codebooks, survey instruments, and dataset labels, in a synchronous and consistent way. In addition, the NEPSplorer offers a powerful metadata online service that provides the researcher with an interactive exploration of, efficient search for, and fast retrieval of metadata. Finally, the established metadata system offers a solid basis for further highly innovative developments in the field of metadata management. (DIPF/Orig.)

Abstract:
It can be considered as one of the advantages that the production and distribution of learning materials is much easier in the digital world. The OER movement benefits from these possibilities. Whereas, publishing is one thing; the other is to maintain the material, to make it accessible and to implement methods for quality assurance - not only as the responsibility of one publisher but as a task for a whole educational system. Repositories of OER (ROER) can help to fulfil these tasks, if they follow some given criteria (Atenas & Havemann, 2014).Yet unsolved and underestimated is the question how to enhance transparency between different ROERs (Conole & Alevizou, 2010). Or: ROERs are regarded as appropriate tools to foster (McGreal et. al., 2013) the awareness for OER (UNESCO, 2012). However ,this reflects only the perspective of publishers and not of an (inter)national educational system. If resources are open the different metadata created by authors, editors and users, or even aggregated automatically should be open as well and accessible from different places. Furthermore: collecting descriptions, peer-reviews, ratings and other metadata independent from the resource adds to quality assurance and transparency and to informational autonomy of the user. So far we have described the main idea of an open ecosystem and the benefit of joining metadata created by different users. As a next step we suggest a federate system of OER reference systems to connect resources and metadata across ROERs. The paper will describe a federate ecosystem for OER using the example of the German educational system ,where a variety of ROERs (Muuß-Merholz & Schaumburg, 2014) and reference platforms (Kühnlenz et. al., 2012) have been established over the past years. In order to develop this ecosystem not only metadata standards are necessary, but also open APIs to exchange information In conclusion, it is essential that all relevant stakeholders agree on one transparent policy that they develop collaboratively. Abstract:
Referatorien bzw.
Abstract (english):
Referatories or reference platform can be filled in three ways: By editorial staff, by automatic aggregation or with user generated content. The article presents two cases of reference platforms (Elixier and Edutags) using different ways to aggregate the contents. A comparison of the inventories of both systems makes visible that each system can benefit from the other's metadata. For the example of OER (open educational ressources) it can be shown how automatic aggretation can support manual tagging. As a conclusion a joint system is suggested that combines different aspects of both platforms.

Abstract (english):
The intention of this document is to provide a generic model that can serve as the basis for informing discussions across organizations conducting longitudinal data collections, and other data collections repeated across time. The model is not intended to drive implementation directly. Rather, it is primarily intended to serve as a reference model against which implemented processes are mapped, for the purposes of determining where they may be similar to or different from other processes in other organizations. It may also prove useful to those designing new longitudinal studies, providing reminders of steps which may need to be planned. This is a reference model of the process of longitudinal and repeat cross-sectional data collection, describing the activities undertaken and mapping these to their typical inputs and outputs, which would then be described using DDI Lifecycle.

Abstract:

Abstract:
We investigate the automatic assignment of research methods to journal articles from the domain of Social Sciences. We employ Computer Science and Computational Linguistics methodology to perform this automatic assignment of metadata. The multi-label classification system we present uses only abstracts and titles of journal articles as input. Our best system is able to assign the important research methods empirical and quantitative empirical with F-scores of 0.67 and 0.68. These research methods are in the focus of many recent manual analyses of publications databases. Our classification approach could be applied to automatically analyze large publications databases and databases of bibliographic references according to the use of empirical and quantitative empirical methods.
