Abstract: Veränderte Erwartungen an und vermehrtes Wissen über das Lehrerhandeln verlangt nach einer neuen Steuerungsphilosophie der Lehrerbildung. Sie muss differenzierte Berufsbiographien im Berufszugang, das Konzept des lebenslangen Lernens sowie den Anspruch auf Selbststeuerungs- und Selbstreflexionskompetenz strukturell und curricular aufnehmen.
Um die dafür notwendige Feinsteuerung zu leisten, wurde vom DIPF im Auftrag des Landes Hessen ein die drei Ausbildungsphasen übergreifendes "Professionalisierungs-Portfolio" entwickelt, dass alle individuell erreichten Lernergebnisse unabhängig vom Lernort und der Lernzeiten strukturiert dokumentiert und in unterschiedlichen Anforderungssituationen anerkennbar bzw. anrechenbar macht. Als Filter zum "reflektierten Praktiker" werden zur Orientierung im Instrument kompetenzbasierte Deskriptoren des "Deutschen Qualifikationsrahmens" und die "Lehrerbildungsstandards" der Kultusministerkonferenz herangezogen. Das aus der Selbst- und Fremdevaluation entstehende Kompetenzinventar wird im Prozess der "kommunikativen Validierung" zu "Reflexionsbilanz" verdichtet.
Abstract (english): Changed expectations and increased knowledge about teacher actions raise a demand for a new "philosophy of governance" in teacher training. In structural and curricular terms, this should incorporate differentiated professional biographies regarding access to the teaching profession, the concept of lifelong learning and self-governance and self- reflection competence.
For purposes of necessary fine control, the DIPF was commissioned by the state of Hesse to develop a professionalization portfolio incorporating all three phases of teacher training providing for a structured documentation of all learning outcomes achieved by an individual regardless of learning times and locations, rendering them recognizable and accreditable in different situations. As a filter for the "reflekting practitioner" and as an orientation, the instrument draws on competence-based descriptors defined in the German Qualifications Framework and the teaching standards issued by the Standing Conference of Ministers of Cultural Affairs (KMK). The competence inventory gained from self and third party evaluations is concentrated to a "reflection account " subject to a process of "communicative validation".
