Abstract: Mit diesem Report wird der Versuch unternommen, die Berufsbildungsforschung in einem geographisch/politischen Raum, der den der EU um ein mehrfaches übertrifft, die Schwerpunkte auf nationaler ( z.B. USA, Japan, China, Rußland, Schweiz, Brasilien, Argentinien, Kanada, Uruguay, Australien, Türkei, u.ä.), regionaler (z.B. MERCOSUR) und internationaler Ebene (wissenschaftliche Gesellschaften: International Association for the Evaluation of Educational Achievement (IEA), Internationale Institutionen: ILO, OECD, UNESCO, Word Bank) zu identifizieren und zu strukturieren.In einem ersten Ansatz zur Abgrenzung wurde versucht, wichtige Institutionen, Netzwerke und Forschungsergebnisse zu identifizieren. Für die oben genannten Länder, Regionen und internati- onalen Organisationen wurde diese Aufgabenstellung mit unterschiedlicher Tiefe abgearbeitet. Für die VR China und für Kanada sowie für den südamerikanischen Raum und für die IEA wurden Primäranalysen durchgeführt. Für die anderen genannten Länder und Institutionen war die Bestandsaufnahme der für den VET-Research verwertbaren Angebote ( Forschungsergebnisse, Datenbanken, Thematische und andere Netzwerke, Informationen zu Klassifizierungssystemen usw.) das Wesentliche. Konnten weltweiten Schwerpunkte festgestellt werden? Allgemein zeichnet sich eine stärkere Orientierung der Forschung an den Interdependenzen zwischen der wirtschaftlichen Entwicklung, den Bedürfnissen des Arbeitsmarktes und der beruflichen Bildung ab. Rein schulisch orientierte berufliche Bildung ist in die Kritik geraten (vgl. Beispiel Südamerika) und man hofft auf die Ergebnisse der an den Bedürfnissen des Arbeitsmarkts orientierten Forschung. Neben dieser mehr auf einem Paradigmenwechsel begründeten Schwerpunktbildung bildet die "pragmatische" politikorientierte an der Evaluierung oder Entwicklung der vorhandenen oder geplanten nationalen Systemstrukturen bezogene Forschung eindeutig den Schwerpunkt der nationalen oder regionalen Aktivitäten. Schwerpunkte waren Curriculumforschung sowie Didaktik, Methodik und Medien. Durchgängige werden thematische Netzwerke gefördert und eine Reihe von Informationen (Datenbanken, Forschungsergebnisse u.ä.) bereitgestellt. Kooperationen und das Gewinnen von Anregungen aus Erfahrungen anderer haben für die Förderung der Entwicklung der jeweiligen nat-onalen Systeme der beruflichen Bildung einen hohen Stellenwert. Auch die internationalen Organisationen ( insbesondere ILO, OECD und UNEVOC) setzen auf Information, Dokumentation und Kooperation.
Abstract (english): This report attempts to identify and structure the focuses for VET Research in a geographical/political area several times the size of the EU at national (e.g. USA, Japan, China, Russia, Switzerland, Brazil, Argentina, Canada, Uruguay, Australia, Turkey, etc.), regional (e.g. MERCOSUR) and international level (scientific societies: International Association for the Evaluation of Educational Achievement (IEA), international organisations: ILO, OECD, UNESCO, World Bank). It is an exercise reminiscent of trying to square a circle, on account of: Thus in an initial drive to establish some lines of demarcation an attempt was made to identify important institutions, networks and research results. For the countries, regions and international organisations listed above, this was done at various levels. For the People's Republic of China and Canada, as well as for South America and the IEA, primary analyses were conducted. For the remaining countries and institutions, the inventory of useable resources for VET Research (research results, data bases, thematic and other networks, information on classification systems, etc.) was the main source. Was it possible to identify any global priorities? Generally speaking, research appears to be concentrating more heavily on the interdependencies between economic development, the needs of the labour market and vocational education. Purely academic vocational education came in for criticism (cf. example of South America), and hopes are being placed in the results of research oriented towards the needs of the labour market. Besides this priority, which is based more on a change of paradigm, the focus of national or regional activities is obviously "pragmatic", policy-oriented research related to the assessment or development of available or planned national system structures. Curriculum research as well as teaching, methodology and media were all priorities. Thematic networks are commonly promoted and a wide range of information (databases, research results, etc.) provided. Co- operation and the possibility of drawing on other people's experience are very valuable resources when it comes to promoting and developing ones own national vocational education system. Even the international organisations ( particularly the ILO, OECD and UNEVOC) depend on information, documentation and co-operation.
