Abstract: Der Beitrag analysiert Trends der Schulentwicklung in Europa. Ausgehend von einer Beschreibung generalisierbarer struktureller Rahmenbedingungen von Schulsystemen bei PISA erfolgreicher Staaten, insbesondere für die Sekundarstufen I und II, wird auf die Rolle der Dezentralisierung von staatlichen Steuerungskompetenzen, Stichwort Schulautonomie, für die Qualitätsentwicklung von Schulen eingegangen. An Hand aktueller europaweiter Bildungsdiskussionen wird die Reform- und Innova- tionsbereitschaft in den Schulsystemen ausgewählter europäischer Staaten verdeutlicht. Aus diesen Analysen wird abschließend hinsichtlich des erforderlichen Handlungsbedarfs in Deutschland abgeleitet, dassnur ein konzeptionell aufeinander bezogenes und miteinander abgestimmtes Bündel an Steuerungsmaßnahmen Erfolg verspricht. Wesentliche Teile eines solchen Maßnahmebündels werden beschrieben.
Abstract (english): This article analyses trends of educational development within Europe. Based on the description of generalized structural basic conditions of school systems from countries that have successfully completed the PISA study (this especially applies to the Sekundarstufen I and II), the article discusses the role of the decentralisation of governmentally supervised authorities in regard to the developmental quality of schools (the keyword being school autonomy). By using the current Europe-wide dis-cussion on education, it also makes clear how cartain European countries are willing to innovate and reform their school systems. From the analysis the conclusion is drawn, that Germany alsoneeds to take action, and this can only be successful via mutual concepts of supervising measures. The most important parts of these concepts are discussed.
