For Germany, the methodology associated with conducting international comparisons is not as well developed as is needed to allow for valid interpretation of the findings of international large-scale assessments of student performance; nor is it sufficiently well developed to allow us to draw out the (reasoned) implications of those findings for our own educational policy and practice.
