Abstract:
Im letzten Kapitel des Handbuchs "The education systems of Europe" werden Perspektiven für die Entwicklung der Bildungssysteme in Europa unter folgenden Fragestellungen diskutiert: Bildungssouveränität, Öffnung von Schulen. Curriculumentwicklung, interkulturelle Sozialisation und Bildung, Lehrerberuf und Lehrerbildung. Der Ergänzung dient ein exemplarischer Exkurs zum Vergleich der Bildungssysteme Europas (in ihrer Gesamtheit) mit denen der Vereinigten Staaten, Australiens und Kanadas unter den Aspekten Geschichte, Steuerung, Struktur, Curriculum und Kultur. Das Kapitel endet mit offenen Fragen zur Perspektive der "Institution Schule". (DIPF/Orig./Kie)
Abstract (english):
In the last chapter of the manual "The education systems of Europe" perspectives for the development of the education systems are discussed under the following thematic issues: Educational sovereignty, opening of schools, curriculum development, intercultural socialisation and education, teaching profession and teacher education. The country studies are completed by an exemplary excursion comparing the education systems of Europe (in their totality) with those of the United States, Australia and Canada in view of history, governance, structure, curriculum and culture. The chapter ends by open questions concerning the perspective of the "school as institution". (DIPF/orig./Kie)

Abstract (english):
Regarding the different national education systems of modern Europe comparable features of diversity can be observed, as well as a wide range of similarities, e.g. compulsory school attendance, the horizontally structured school system or core subjects. "In the current period education systems are affected by growing influence of global changes, concerning both their internal processes and their positions in the perceptions by the society." The author points out that since this trend is marked by strong dynamism, exact predictions on times to come are very difficult; thus his "predictions at the beginning of the 21st century" are made "on the proviso that they need to be revised even in the near future." The author's considerations are focused on the following criteria which mirror trends to be observed in all European education systems: Educational sovereignty; opening of schools; curriculum development; intercultural socialisation and education; teaching profession and teacher education. In an exemplary excursion into the comparative domain Europe as educational space in its own right is compared to the United States, Australia and Canada. Abstract:
In dem Beitrag werden die Prozesse in Bildung und Kultur im Kontext der Globalisierung zwischen Fortschritt und Risiko untersucht. Er analysiert die Spannung zwischen Akzeptanz und Ablehnung globaler Pädagogik unter den Aspekten von kulturellem Pluralismus und Nationalismus, lebenslangem Lernen, Identitätsbildung und Werteerzziehung. Die Gobalisierungsdebatte wird vor dem Hintergrund des technologischen Determinismus und dem Paradigma einer "Weltrisikogesellschaft" bewertet.
Abstract (english):
The article examines education in the global culture and learning between progress and risk. It analyses the tension between acceptance and rejection of global pedagogy, pertaining to cultural pluralism and nationalism, lifelong learning, identity-building, and values education. The globalism debate is evaluated against the background of technological determinism and the paradigm of the "world risk society".

Abstract:
Wenn wir unter "Bildungssystemen" institutionelle Einheiten verstehen, die durch gemeinsame rechtliche Bedingungen, organisatorische Strukturen, curriculare Ziele und fundamentale Werte konstituiert werden, dann deutet die gegenwärtige Periode ihren Niedergang an. Dies deutet seinerseits den Niedergang des modernen Staates an, so wie er die politische Landkarte Europas dreihundert Jahre lang gekennzeichnet und sich allmählich auf die anderen Kontinente ausgedehnt hat. Daher müssen Bildungssysteme in ihrer "staatsgebundenen" Verfasstheit als Kategorie "organisierten Raumes" innerhalb einer gegebenen historischen Periode identifiziert werden - und nicht als immerwährende Erscheinung. Dieses Verständnis des gegenwärtigen "Bildungssystems" weist den Weg zur Konzeption von "Bildungsräumen" in Perioden, die dem modernen Staat vorausgingen. Sie hilft, gegenwärtige Übergangsperioden zu identifizieren, die durch das Entstehen regionaler "Bildungsräume", die Expansion privater Sektoren und das Eindringen der globalen Märkte in die "Wissensgesellschaft" indiziert werden.
Abstract (english):
If by "education systems" we understand institutional units, constituted by common legal provisions, organisational structures, curricular goals and value foundations, the current period signals their decline. This indicates the decline of the modern nation state, which has characterised the political map of Europe for three hundred years and gradually expanded to the other continents. Therefore education systems in their "state-bound" constitution must be identified as a category of "organised space" within a given historical period - and not as a perpetual phenomenon. This understanding of the current "education system" points the way to the concept of "educational spaces" in periods preceding the modern nation state. It helps to identify the current stages of transition, indicated by the emergence of regional "educational spaces", the expansion of private sectors and the invasion of the globalising markets into the "knowledge society".

Abstract:
"Globalisierung" wird zwar häufig mit ökonomischen Geschehnissen und Prozessen verbunden, doch ist ihre Dimension seit langem auf soziale und politische Prozesse auf der Makro- und Mikro-Ebene menschlicher Gemeinschaften ausgeweitet worden. Bildung und Erziehung sind voll in die multidisziplinäre Diskussion als verstärkende und stimulierende Kraft eingebunden. In diesem Beitrag werden die Herausforderungen der Globalisierung auf das Bildungswesen unter folgenden besonderen Aspekten analysiert: Bildung und Erziehung als lebenslanger Prozess; Schulen zwischen Kontinuität und Wandel; Revision des Curriculums; Erziehung zur Identitätsbildung und zur Akzeptanz menschlicher Grundwerte. Die gegenwärtige Diskussion ist in die übergreifende Frage nach den Perspektiven der Auswirkungen eingebettet, welche die Globalisierung auf Bildung und Erziehung ausübt, nämlich in der Spannung zwischen ihrer deterministischen Orientierung ( "globaler Fortschritt zu einer besseren Welt") und der Theorie der "Weltrisiko-Gesellschaft"; die auf der menschlichen Natur "zwischen Gut und Böse" basiert. Überlegungen über die "Real-Utopie" weisen den Weg zur theoretischen Klärung und zur Hinführung zu praktischem Handeln.
Abstract (english):
It is true that "globalisation" is frequently associated with economic events and processes. Yet its range has long been extended to social and political processes at the macro- and micro-level of human communities. Education has been entirely involved in the pluri-disciplinary debate as a reinforcing as well as a stimulating force. In this article the challenges to education, caused by globalisation, are analysed under these particular aspects: education as a lifelong process; the international land global dimension of education; schools between continuity and change; revision of the curriculum; education for identity building and acceptance of basic human values. The actual debate is embedded in the overarching question concerning the perspectives of the impacts of globalisation on education, and that in the tension between their deterministic orientation ("global progress towards a better world") and the theory of the "world risk society", based upon the human nature "between good and evil". Reflections on "Real Utopia" pave the way to theoretical clarification and to guidance for human action.

Das Bildungswesen ist als ganzes in die multidisziplinäre Globalisierungsdiskussion ein bezogen. Diese hat eine lange Geschichte, während die aktuelle Debatte die Verbindung von Globalisierung mit "Irreversibilität" (verbunden mit "Zweiter Moderne"), gesellschaftliche Totalität und weltweiter Realität bestimmt. Darüber hinaus muss sie in der Spannung zwischen Akzeptanz und Ablehnung gesehen werden. Unter den Gegenströmung sind kultureller Pluralismus und Nationalismus von besonderer Bedeutung. Die Herausforderungen an das Bildungswesen, welche durch die Globalisierung ausgelöst sind, werden folgendermaßen thematisiert: Bildung als lebenslanger Prozess; die internationale und globale Dimension im Bildungswesen; Schulen zwischen Kontinuität und Wandel; Revision des Curriculums; Bildung zur Identitätsfindung und zur Akzeptanz humaner Grundwerte. Die Globalisierungsdebatte mit ihren Herausforderungen an das Bildungswesen ist in die umfassende Frage eingebettet, welche auf ihre Perspektiven bezogen sind. Einerseits dominiert in ihr die teleologische Orientierung, andererseits geht es um die Theorie der "Weltrisikogesellschaft", die auf der Annahme der menschlichen Natur "zwischen gut und böse" beruht. Reflektionen über "Realutopie" ebnen den Weg zur theoretischen Klärung und zu Leitlinien für humanes Handeln.
Abstract (english):
Education has been entirely involved in the pluridisciplinary debate on globalisation. It has a long history, while its actual stage is characterised by "irreversibility" (connected with "second modernity"), social totality and world- wide reality. Furthermore, it must be seen in the tension between acceptance and rejection. Among the rejecting forces cultural pluralism and nationalism need to be given particular attention. The challenges to education, caused by globalisation are analysed under particular aspects. These are dealing with: education as a lifelong process; the international and global dimension of education; schools between continuity and change; revision of the curriculum; education for identity-building and acceptance of basic human values. The globalisation debate with its challenges to education is embedded in the overarching question concerning its perspectives. On the one hand the teleological or deterministic orientation dominates. On the other hand the debate must attach special importance to the theory of the "world risk society", based upon the human nature "between good and evil". Reflections on "Real Utopia" pave the way to theoretical clarification and to guidelines for human action.

Abstract:
Mit der Materialsammlung wollen die Autoren wichtige Beiträge in der Diskussion um die qualitative Weiterentwicklung von Schule und die darin angesprochenen Zukunftsvisionen vorstellen. Zu diesem Zweck wurden aus einer relativ großen Zahl relevanter Publikationen gezielt solche Passagen ausgewählt, in denen die vielfältigen Begriffe und deren Inhalte aufgegriffen und erörtert werden, die die rasanten Entwicklungen in unserer Gesellschaft, insbesondere im K ontext der europäischen Integration, an der Schwelle zum 21. Jahrhundert reflektieren. Mit der Zusammenstellung ist zugleich auch die Absicht verbunden, auf Monographien aufmerksam zu machen, in denen aus globaler Sicht die künftigen Herausforderungen an die Akteure im Bildungswesen in Form von Leitlinien skizziert werden.
