Abstract (english):
The article is an obituary for Heinz Engel, who died in December 2006. Engel was one of the founding fathers of the European Forum on Educational Administration and among the initiators of the German Association for Educational Administration (DGBV). Remembered as a passionate educator and organiser he worked as a teacher and as a school principal and, at the peak of his professional career, he was director of the Regional Education Authority in Göttingen, Lower Saxony. This study of the education system of Lithuania is part of the handbook "The education systems of Europe" which presents an analytical description of the education systems of all European countries, following common guidelines. The study begins with the historical background and social context of the Lithuanian educational system which is followed by the description of the organizational and administrative context of the current education system. The next step is the functioning of the current education system, beginning with a structural overview and followed by an analysis of the different levels of the education system, including, as a separate chapter, post- secondary and tertiary education. The country study ends with perspectives for further development. A diagram illustrating the structural scheme of the Lithuanian educational system is part of this article. (DIPF/Orig./Kie.)

Abstract:
Der Beitrag beschäftigt sich mit den Perspektiven der Bildungsberichterstattung. Die intensivierte Suche nach geeigneten Indikatoren und Kennziffern, Bildungsprozesse zu beschreiben, ist vor allem das Ergebnis neuer Steuerungsverfahren, nämlich der Abkehr von althergebrachter 'Input-' zu moderner 'Output'-Orientierung. Im Fall von Bildungsberichterstattung im engeren Sinne kommt die Besonderheit hinzu, dass Adressat nicht nur die Fachwelt ist, sondern damit zugleich die breitere interessierte Öffentlichkeit angesprochen wird, die sich durch die gegenwärtige Diskussion für solche Ergebnisse sehr sensibilisiert zeigt. Die KMK hat daraus den Schluss gezogen, dass eine nationale Bildungsberichterstattung neu definiert werden muss und entsprechende Arbeiten in Auftrag gegeben. Vor dem Hintergrund internationaler Erfahrungen - hier der USA, Kanadas, den Niederlanden, Frankreichs - werden in dem Beitrag die verschiedenen Möglichkeiten diskutiert, die je nach Zielvorstellung - systembeschreibend, problemaufdeckend, vorgabenfolgend - unterschiedliche Ausprägungen annehmen. Dabei werden auch die vielen offenen methodologischen Problemzonen nicht ausgespart, die den Prozess zu diesem Zeitpunkt noch kennzeichnen. Es werden deshalb eine ganze Reihe forschungspraktischer Vorschläge, vor allem zur Einführung, Aufwertung, Verstetigung von Erhebungen, gemacht, deren Erfüllung einer nationalen Bildungsberichterstattung im föderal organisierten Deutschland eine wichtige Rolle beim wissenschaftlich gestützten Bildungsmonitoring zuweisen würde. Abstract:
Les sociétés actuelles sont confrontées au dilemme du financement, que ce soient les plus avancées d'entre elles, souvent conduites à tenir compte aussi du soutien à apporter à une population âgée proportionnellement plus nombreu se, ou les plus pauvres, qui doivent porter le poids d'une jeunesse nombreuse à scolariser. Face à ces enjeux et ces contradictions, toutes les sociétés ne sont pas placées dans le même situation et n'adoptent pas les mêmes politi ques. L'étude de cas de l'Allemagne, permet de s'interroger sur les liens entre ressources mobilisées et l'efficacité pédagogique. On est conscient de l'importance des coûts de l'éducation et de la nécessité de gérer avec parcimon ie les fonds alloués à ce secteur. Cette position est relativement récente en Allemagne, où parler d'argent en la matière avait été longtemps considéré comme politiquement incorrect. En plus si l'on s'accorde sur la nécessité de mettre à disposition des acteurs de l'éducation des moyens suffisants, on attend aussi d'eux qu'ils en fassent un bon usage et qu'ils le prouvent. Les évaluations externes des apprentissages des élèves se sont répandues et, menant par ex. en Allemagne à la nécessité de reconnaître une situation inquiétante visant la qualité de l'éducation dans les écoles allemandes. Une évolution qui n'est pas sans conséquence sur les modalités de financement de l'éducatio n a trait à la décentralisation des prises de décision et du financement. Partout on s'interroge sur l'absence de liens explicites entre les moyens mobilisés et les résultats obtenus, notamment à travers les évaluations externes. Cela entraîne une réflexion sur les conditions d'une meilleure efficacité dans l'usage des ressources éducatives, qui peut passer à la fois pour une meilleure formation des enseignants et des gestionnaires mais aussi par la mise e n place d'un système adéquat d'incitations.
Abstract:
Die Fallstudie Deutschland präsentiert die Reflexionen des Autors über die Relation zwischen Pädagogik und Ökonomie, er stellt die Entwicklung dieser Relation dar und analysiert die Beziehung zwischen mobilisierten finanziellen Ressourcen und die pädagogische Wirksamkeit. Man ist sich der Bedeutung der Bildungskosten und der Notwendigkeit bewusst geworden, mit Sparsamkeit diese Mittel zu verwalten. Diese Position ist in Deutschland neu, lange Zeit galt e s als politisch falsch, im Bildungsbereich über Geld zu sprechen. Die Bereitstellung von Mitteln wird mit Erwartungen an die Qualität der Bildungsleistungen verknüpft. Die externen Bewertungen der Schülerleistungen haben sich verb reitet und führten in Deutschland z. B. zu beunruhigenden Erkenntnisse, die auf die Qualität der Bildung in den deutschen Schulen abzielte. Eine Entwicklung, die nicht ohne Auswirkung auf die Bildungsfinanzierung ist, bezieht sic h auf die Dezentralisierung der Entscheidungsfindungen. Überall macht man sich über das Fehlen von ausdrücklichen Verbindungen zwischen den zur Verfügung gestellten Mitteln und den Ergebnissen Gedanken. Das bewirkt eine Überlegun g über die Bedingungen einer besseren Wirksamkeit im Gebrauch der Bildungsressourcen, die sowohl für eine bessere Lehrerausbildung, als auch der Bildungsmanager.

Abstract:
Die Diskussionen über die Ergebnisse internationaler Schulleistungsstudien haben gezeigt, dass auch eine regelmäßige Aktualisierung von Kenntnissen über die Entwicklung der Schulsysteme anderer europäischer Staaten zwingend notwendig ist, um Arbeiten und Entscheidungen in Bildungspolitik und -verwaltung, in Bildungspraxis und Bildungsforschung international einordnen und mit den schnellen Reformentwicklungen international Schritt halten zu können. Mit dem Band liegt eine überarbeitete, aktualisierte und korrigierte Ausgabe jener Darstellung vor, die die Schulsysteme aller 47 politisch souveränen europäischen Staaten, von Island bis Georgien, von Norwegen bis Malta, umfasst. Einegemeinsame Gliederung der Länderbeiträge nach den gleichen leitenden Fragestellungen erlaubt vergleichsweise homogene Analyseebenen und gleichartige Untersuchungsdimensionen. Der weite Europabegriff beschränkt sich nicht nur auf die Kernländer Europas, sondern stellt gerade auch die Entwicklung an den Peripherien dar. Der Band macht nicht nur gemeinsame Entwicklungslinien europäischer Schulsysteme deutlich, sondern gibt auch erste Indikatoren über dieUrsachen des Erfolgs bzw. Misserfolgs der Schulsysteme von Staaten wieder, die an den internationalen Schulleistungstests (IGLU, PISA, TIMSS) teilnahmen.

Abstract:
In der ganzen Welt liegt die Verantwortlichkeit für das formale Bildungswesen in den Händen des modernen Nationalstaates, der die verfassungsmäßigen und gesetzlichen Grundlagen schafft sowie die Mechanismen der Planung, Verwaltung und Kontrolle einsetzt. Als Gegenkraft zu diesem Staatsmonopol ist die Region entstanden. Sie hat eine lange Geschichte, vor allem in föderal verfassten Staaten, wo Bundesländer, Kantone oder Gemeinschaften für das Bildungswesen zuständig sind. In der Gegenwart sind dazu neue Formen von Regionen in vielen europäischen Staaten entstanden, in denen ähnliche Trends zu beobachten sind. In diesem Beitrag werden rechtliche, politische und strukturelle Fragen anhand von fünf Fallstudien untersucht. Die abschließende Frage nach den Perspektiven der Regionalisierung des Bildungswesens wird damit beantwortet, dass die Wirkungen der weltweiten Fortschritte von Pluralismus, Föderalismus und Multikulturalität in ihrer unterstützenden Funktion identifiziert werden.
Abstract (english):
All over the world formal education is the responsibility of the modern nation- state, setting the constitutional and legal provisions as well as executing the mechanisms of planning, administration and control. As a counter-force to the state monopoly the region has recently emerged. I has a long history, above all in states constituted as federations, where education systems are, for instance, maintained by federal states, cantons or communities. In the current period new forms of regions have been constituted in many European countries with similar trends to be observed. In this article legal, political and structural issues are investigated by presentation of five case studies. The concluding question concerning the perspectives of regionalising the education systems is answered by the identification of the worldwide progress of pluralism, federalism and multiculturalism in their supporting functions.
