Abstract:
The present framework intends to explain the goals and the rationale for choosing appropriate questionnaire content, guiding both the questionnaire development and the forthcoming reports. The document is organized into two main parts: (1) defining the core content of the PISA questionnaires, and (2) elaborating a modular structure for broader coverage of policy issues. The first part of this document links the current Framework to the overarching (cross-cycle) structure of PISA context assessment set out in the PISA 2012 Framework (OECD 2013, p. 168 ff.). The constructs that need to be covered for monitoring trends in education are revisited, with reference to the general background of Educational Effectiveness Research. Measures which have been used previously for initial reporting, for international indicators (published in "Education at a Glance"), and for secondary analyses are reviewed, culminating in an outline of core content that should be assessed in all cycles, for all participants. The second and larger part of this document explores the full breadth of policy issues to be covered, structured by 19 modules, and explains how the most important modules - i.e. those judged as high priority modules by the PISA Governing Board - have been implemented in the Field Trial for PISA 2015. Here, detailed references to current research are provided.

Abstract:
In diesem Beitrag wird ein theoretisches Rahmenmodell für PISA dargestellt, das zusammenfassend die Möglichkeiten und Grenzen der Studie aufzeigt und eine Perspektive für künftige PISA-Zyklen diskutiert. Das Modell beruht auf aktuellen Grundsatzdokumenten, welche die Autoren gemeinsam mit den internationalen Expertengruppen vorgelegt haben, die an den Fragebogen und den analytischen Auswertungsstrategien arbeiten. Diese an PISA unmittelbar beteiligten Wissenschaftlerinnen und Wissenschaftler sehen die Möglichkeiten, aber auch die Grenzen der Aussagefähigkeit der Studien durchaus kritisch. Die Dokumente belegen, dass PISA- zusätzlich zur Konzeption der Leistungstests - inzwischen eine differenzierte, an die erziehungswissenschaftliche und sonstige Bildungsforschung anschlussfähige theoretische Grundlage hat.

Abstract (english):
The PISA 2012 context questionnaire framework describes how PISA can be developed further as a sustainable database for educational policy, and research. The framework maps out a design for the PISA context questionnaires that will be sustainable into the future. It also makes recommendation regarding aspects of design and analysis that are intended to build on the existing strengths of PISA and mapping an even stronger path into the future.Finally, the framework provides the theoretical and scientifically rigorous underpinnings of the concepts, scales and indices developed for the PISA 2012 cycle and that will be constructed using the different context questionnaires implemented in participating countries and economies. In particular, the framework discusses in detail new individual outcome measures - strategies, beliefs and motivation - related to mathematical literacy and innovative indicators of opportunity to learn and quality of instruction at the level of individual students, schools and systems.

Abstract:
[The author] brings the perspective of researchers interested in school quality and school development to the discussion of international large-scale assessments. [He] contends that policymakers are primarily interested in large-scale educational assessments as indicators that monitor the functioning, productivity and equity of educational systems, while researchers tend to perceive large-scale assessments as a kind of multi-group (i.e., multi-country) educational effectiveness study. Aside from describing strengths and challenges with regard to student performance and the conditions of teaching and schooling in participating countries, researchers also want to understand why students achieve certain levels of performance. The author argues that, because large-scale assessments provide only observational data, it is exceedingly difficult to draw causal inferences, such as concluding that a particular educational policy or practice has a direct or indirect impact on student performance. He proposes that a productive interplay between large-scale assessments and effectiveness research may be established in several ways by implementing enhancements to the assessment design. Two examples of such enhancements are presented and discussed: (1) a national large-scale assessment on language competencies in Germany reassessed students 1 year after the first large-scale assessment, allowing researchers to study the impact of school-level factors on classroom instruction and student growth and (2) a reassessment of Germany's schools performed 9 years after initial participation in PISA. Abstract (english):
The importance of socioeconomic status (SES) for psychological functioning over the life span is increasingly acknowledged in psychological research. The Reserve Capacity Model by Gallo and Matthews (2003) suggests that SES is not only linked to physical health but also to the experience of positive and negative emotions. Moreover, due to differential amounts of psychosocial resources, cross-domain associations between emotions and health might differ according to SES. The present study examined age-related developments in positive affect (PA), negative affect (NA), and physical health, as well as dynamic associations between health and emotions in the second half of life. We looked at differences in these trajectories and their interrelationships according to education as one aspect of SES. We used data of up to three waves spanning 12 years from the nationally representative German Ageing Survey (N 3,847, AgeT1 40-85 years). Applying multiple-group dual change score models, we found differential age-related change in PA and physical health, but not in NA, in two groups differing in level of education. NA did only predict change in physical health in low-educated individuals, whereas physical health was equally strongly related to change in PA in both education groups. These results indicate that SES not only affects changes in physical health and emotional functioning but also their interrelationships.

Abstract (english):
We investigated working memory updating performance in younger and older adults before, during, and after 100-day practice. Performance to presentation time (PT) relation was fitted to a negatively accelerated logistic function. Relative to younger adults, older adults showed lower asymptotes at pretest and posttest, and shallower slopes at pretest. Older adults practicing the task with fast PT gained less than older adults practicing the task with slow PT, probably reflecting the persistent use of a selective strategy throughout the 100-day practice period in the fast PT group. These results have implications for designing and evaluating age-comparative working memory training programs.

Abstract:
Der Ausbau der Ganztagsschullandschaft bedeutet einen Paradigmenwechsel im deutschen Schulsystem. Die Studie zur Entwicklung von Ganztagsschulen (StEG) begleitet diesen Prozess unter Einbeziehung der Perspektiven aller Beteiligten. Im Längsschnitt wurden Erkenntnisse über individuelle und institutionelle Entwicklungen, Qualitätsmerkmale und Wirkungen von Ganztagsschulen gewonnen. Der vorliegende Band setzt sich mit der Vielfalt und der Qualität der Ganztagsangebote ebenso auseinander wie mit Voraussetzungen der Teilnahme. Einflüsse auf die Schulkultur werden genauso thematisiert, wie Auswirkungen des Ganztagsschulbesuchs auf die psychosoziale Entwicklung, den Schulerfolg der Schülerinnen und Schüler sowie das Umfeld. Auf Basis der Studie ergibt sich eine breite empirische Grundlage zur Abschätzung von Entwicklungen und Wirkungen ganztägiger Bildung und Betreuung in deutschen Schulen.
