Abstract:
Die Förderung von digitalen Lerninfrastrukturen ist eng mit dem Begriff Open Educational Resources (OER) verbunden. OER bezeichnen durch offene Lizenzen verfügbar gemachte Lehrmaterialien. In ihrer technischen Rahmung machen Infrastruktursysteme OER medial verfügbar. In ihrer politischen Rahmung erzeugen OER einen Diskurs und ein Modell von Open Educational Resources. OER beschreiben den Gebrauch und das Erstellen der offenen Lehr- und Lernmaterialien (Cronin 2017). Auch wenn die genannten Begriffe eng miteinander verwoben scheinen, fehlt es in der aktuellen Forschungsliteratur an einer empirisch unterlegten Begriffsklärung und einem theoretisch fundierten Bezug auf den soziologischen Praxisbegriff, wie unter anderem Bellinger et al. (2018; 2019) feststellen. Um diese Lücke zu schließen möchte der Beitrag ein theoretisches Modell vorschlagen, die sozio-materiellen Praktiken des Herstellens von OER mittels digitaler Infrastruktursysteme, die darin zum Ausdruck kommenden determinierenden politischen und technischen Rahmungen sowie deren Wissenskulturen (Knorr Cetina 1999) zu untersuchen. Abstract:
Um die Perspektiven verschiedener Akteursgruppen auf das Thema Informationskompetenz und Informationskompetenzvermittlung zu ermitteln, wurde im Juni 2019, im Rahmen des Projekts "Informationskompetenz und Demokratie (IDE): Bürger, Suchverfahren und Analyse-Algorithmen in der politischen Meinungsbildung", ein Aufruf zur Einreichung eines Positionspapiers gestartet. Insgesamt 21 Autoren und Autorinnen sind dem Aufruf gefolgt. Beantwortet wurden die Fragen: "Was ist Informationskompetenz?", "Wie soll man Informationskompetenz vermitteln?", "Welches sind die zentralen Entwicklungen im Bereich der Informationskompetenz und Informationskompetenzvermittlung?" Die Positionspapiere liefern einen umfassenden Überblick und vielfältige Perspektiven zur Informationskompetenz bspw. aus Sicht der Politikwissenschaft, der Erziehungswissenschaft, der Lehrerausbildung sowie der Informations- und Bibliothekswissenschaft. Es gilt das Thema der Informationskompetenz in der Fachwelt und der Öffentlichkeit als kritische Fragestellung des 21. Jahrhunderts zu positionieren.

Abstract:
Mit der IEA-Studie ICILS 2018 (International Computer and Information Literacy Study) werden zum zweiten Mal nach 2013 computer- und informationsbezogene Kompetenzen von Achtklässlerinnen und Achtklässlern im internationalen Vergleich gemessen. Die Studie liefert damit ein aktuelles Bild über den Stand der digitalen Bildung in Deutschland. In diesem Band werden zudem erstmals empirisch basiert Aussagen zu Entwicklungen über einen mehrjährigen Zeitraum präsentiert. Ebenfalls erstmalig werden im Rahmen eines internationalen Zusatzmoduls Befunde zum Kompetenzbereich 'Computational Thinking' vorgelegt, der das Lösen von Problemen und den kompetenten Umgang mit algorithmischen Strukturen anspricht. Über die detaillierte Erfassung der Rahmenbedingungen auf Schul-, Lehrer- und Schülerebene sowie aus der Perspektive der Schulleitungen und der IT-Koordinatorinnen und -Koordinatoren ergibt sich ein Gesamtbild über technologische und pädagogische Entwicklungen in Deutschland im internationalen Vergleich. Ergebnisse zu zentralen Hintergrundmerkmalen der Schülerinnen und Schüler sowie zu Schulformunterschieden ergänzen die Befunde. Der Band liefert so Informationen zur (Weiter-)Entwicklung von Schule und Unterricht sowie zur Lehrerprofessionalisierung im Kontext digitaler Transformationsprozesse. (Verlag)

Abstract:
We tested 6- to 7-year-olds, 18- to 22-year-olds, and 67- to 74-year-olds on an associative memory task that consisted of knowledge-congruent and knowledge-incongruent object-scene pairs that were highly familiar to all age groups. We compared the 3 age groups on their memory congruency effect (i.e., better memory for knowledge-congruent associations) and on a schema bias score, which measures participants' tendency to commit knowledge-congruent memory errors. We found that prior knowledge similarly benefited memory for items encoded in a congruent context in all age groups. However, for associative memory, older adults and, to a lesser extent, children overrelied on their prior knowledge, as indicated by an enhanced congruency effect and schema bias. Functional MRI (fMRI) performed during memory encoding revealed an age-independent Memory × Congruency interaction in the ventromedial prefrontal cortex (vmPFC). Furthermore, the magnitude of vmPFC recruitment correlated positively with the schema bias. These findings suggest that older adults are most prone to rely on their prior knowledge for episodic memory decisions, but that children can also rely heavily on prior knowledge that they are well acquainted with. Furthermore, the fMRI results suggest that the vmPFC plays a key role in the assimilation of new information into existing knowledge structures across the entire life span. vmPFC recruitment leads to better memory for knowledge-congruent information but also to a heightened susceptibility to commit knowledge-congruent memory errors, in particular in children and older adults. Abstract (english):
Interoperability frameworks provide specifications for different aspects of interoperability, for communicating and sharing information. Ten prominent industry-neutral interoperability frameworks are analyzed in this paper, distinguishing between operational interoperability frameworks and conceptual interoperability frameworks. To support this analysis, 16 criteria were defined, which represent the basis of a comparison framework. The operational interoperability frameworks analyzed have similarities and differences, and complement each other in some aspects (e.g. messaging service). The differences refer to the manner they handle (or not) different interoperability details relevant for performing e-business, e.g. only ebXML provides guidelines for negotiation and setting-up a collaboration agreement prior to conducting e-business. The five conceptual interoperability frameworks were analyzed based on specific structural elements, as they tackle differently the notion of interoperability, i.e. targeting types of integration, interoperability barriers, levels of interoperability. Despite the advances of interoperability frameworks, full interoperability is not yet achieved. The analysis performed allowed to conclude that although interoperability frameworks represent a good direction towards seamless interoperability in a networked environment, a big challenge is the harmonization of different aspects of the interoperability frameworks towards attaining full interoperability in complex cross-sectorial e-business scenarios, which can be addressed by joint actions of the scientific community and practitioners. Abstract:
Background: With digital technologies, competence assessments can provide process data, such as mouse clicks with corresponding timestamps, as additional information about the skills and strategies of test takers. However, in order to use variables generated from process data sensibly for educational purposes, their interpretation needs to be validated with regard to their intended meaning. Aims: This study seeks to demonstrate how process data from an assessment of multiple document comprehension can be used to represent sourcing, which summarizes activities for the consideration of the origin and intention of documents. The investigated process variables were created according to theoretical assumptions about sourcing, and systematically tested for differences between persons, units (i.e., documents and items), and properties of the test administration. Sample: The sample included 310 German university students (79.4% female), enrolled in several bachelor's or master's programmes of the social sciences and humanities. Methods: Regarding the hierarchical data structure, the hypotheses were analysed with generalized linear mixed models (GLMM). Results: The results mostly revealed expected differences between individuals and units. However, unexpected effects of the administered order of units and documents were detected. Conclusions: The study demonstrates the theory‐informed construction of process variables from log‐files and an approach for empirical validation of their interpretation. The results suggest that students apply sourcing for different reasons, but also stress the need of further validation studies and refinements in the operationalization of the indicators investigated. Abstract:
Der Beitrag problematisiert eingangs den in den Richtlinien für die Fachinformationsdienste (FID) eingeführten Leitbegriff "Spitzenbedarf" und dessen Ablösung durch "Spezialbedarf". In der Zusammenfassung der Evaluierungsergebnisse des Förderprogramms werden sowohl Bandbreite als auch Kernbereiche der entwickelten Services dargestellt. Am Beispiel des FID Erziehungswissenschaft und Bildungsforschung wird die dort vorgenommene Umsetzung der Programmvorgaben beschrieben. Abschließend wird ein Ausblick auf die Weiterentwicklung des Förderprogramms gegeben. (DIPF/Orig.)
Abstract (english):
The paper discusses the guiding principle "peak demand" introduced in the guidelines for "Specialised Information Services" (FID) and its replacement by "special demand". The summary of the funding programme's evaluation results presents both the variety and core areas of the services developed. Using the example of the FID "Specialised Information Service Education", the implementation of the programme specifications is described. Finally, an outlook is given on the further development of the funding programme. (DIPF/Orig.)

Abstract:
Der vorliegende Bericht beschreibt die Rahmenbedingungen und fasst die Erfahrungen beim Aufbau eines überregionalen Angebotes zur Kurzzeitausleihe von E-Books im Rahmen des DFG-Programms "Fachinformationsdienste für die Wissenschaft" zur Deckung des wissenschaftlichen Spezialbedarfs zusammen. Im Bereich der Bildungswissenschaften handelt es sich dabei in der Regel um Publikationen, sowohl Bücher als auch Zeitschriftenartikel. Ziel des Dienstes ist es, ein ergänzendes, überregionales Angebot mit speziellen, selten lizensierten E-Books in Ergänzung zur insgesamt guten regionalen Versorgung durch die wissenschaftlichen Bibliotheken zu etablieren. Der Herausforderung, die potenzielle Nutzerschaft wirksam zu erreichen wird mit der Integration dieses Angebots des "Fachinformationsdienstes Erziehungswissenschaft und Bildungsforschung" in das für die Literaturdokumentation und -recherche im Bereich Bildung etablierten Fachportal Pädagogik begegnet. Die Realisierung einer überregionalen E-Book-Ausleihe bei einer gleichzeitig transdisziplinären und offenen Adressatengruppe kann als experimentell und innovativ bezeichnet werden. (DIPF/Orig.)
Abstract (english):
The report describes the framework for the establishment of a supra-regional short-loan service for ebooks that aims to satisfy particular scientific requirements. The report also summarises the experience made in the creation process of this service in the context of the DFG-funded programme "Specialised Information Services". In general, the sources in question in the area of education science are publications, books as well as journal articles. The aim is to set up a complementary supra-regional service focusing on special, rarely licensed ebooks, in addition to the overall good coverage by research libraries. The challenge of effectively reaching out to potential users is met through the integration of the Specialised Information Service "Educational Science and Educational Research" into the Education Research Portal, an established bibliographical service for indexing and searching literature in the field of education. As such, the supra-regional loan of ebooks for a transdisciplinary as well as open group of addressees is both experimental and innovative. (DIPF/Orig.)

Abstract (english):
In 2015, the Programme for International Student Assessment (PISA) introduced multiple changes in its study design, the most extensive being the transition from paper- to computer-based assessment. We investigated the differences between German students' text responses to eight reading items from the paper-based study in 2012 to text responses to the same items from the computer-based study in 2015. Two response features - information quantity and relevance proportion - were extracted by natural language processing techniques because they are crucial indicators for the response process. Showcasing potential differential relationships, we additionally examined gender differences. Modelling effects of the round of assessment, gender, and response correctness on the response features, we analysed responses from 15-year-olds and ninth-graders in Germany. Results revealed differences in the text responses between the rounds of assessment in that students included more information overall in 2015, and the proportions of relevance varied substantially across items. As the study investigated the mode change in PISA's natural (not experimental) setting, the differences could mirror cohort trends or design changes. However, with the evidence reported, we conclude that the differences could indicate mode effects. (DIPF/Orig.)

Bildung ist zentral für Gesellschaft, Wissenschaft und Wirtschaft. Bildung ist der Schlüssel für individuellen beruflichen Erfolg und gesellschaftliche Teilhabe. In der heutigen Gesellschaft bestimmen Ausmaß und Qualität von Bildungsangeboten sowie die Leistungsfähigkeit des gesamten Bildungssystems entscheidend die wirtschaftliche Entwicklung, den kulturellen Reichtum und den sozialen Zusammenhalt. Jedoch gibt es im Bildungsbereich viele Herausforderungen: Bildungschancen sind oft ungleich verteilt, Anforderungen an pädagogische Fachkräfte und das Bildungssystem steigen, Bildungsreformen benötigen Zeit. Aber wie können die Potenziale von Bildung und für Bildung besser nutzbar gemacht werden?
