Abstract (english):
This study of the education system of Belarus is part of the handbook "The education systems of Europe" which presents an analytical description of the education systems of all European countries, following common guidelines. The study begins with the historical and socio-cultural background of the Belarusian educational system which is followed by the description of the organizational and administrative context of the current education system. The next step is the functioning of the current education system, beginning with a structural overview and followed by an analysis of the different levels of the education system, including, as a separate chapter, post-secondary and tertiary education. The country study ends with an analysis of current problems and opens perspectives for further development. A diagram illustrating the structural scheme of the Belarusian educational system is part of this article. (DIPF/ Orig./Kie.)

Abstract (english):
This contribution deals with constitutional and other legal questions concerning the role of religion in elementary and secondary state schools. The author gives a short overview of the historic development so far and continues by discussing current legal problems in regard to religious instruction as part of the regular curriculum (with the right of parents and students to opt out). As far as the conveying of religious values in school and the expression of religious convictions by teachers and students are concerned the author outlines conflicting constitutional positions, in particular the principle of state's religious neutrality in school. He takes up furthermore new legal challenges by the growing presence of Muslim students in schools.

Abstract:
Die Entwicklung des Schulwesens in der Ukraine wurde bis in die neunziger Jahre des letzten Jahrhunderts von der marxistisch- leninistischen Ideologie beeinflußt, die sich durch den Anspruch auf Einheitlichkeit (Mittelschule, Struktur, Lehrpläne u.a.) und eine zentralistische Organisation auszeichnete. Seit über zehn Jahren entwickelt sich nun ein neues Bildungssystem, ein Prozess, der durch die Konzeption von neuen Gesetzestexten begleitet wird. Heute werden in der Ukraine Einrichtungen der vorschulischen Erziehung, der allgemeinen mittleren Bildung, der beruflichen Ausbildung und Hochschulbildung, der Weiterbildung nach dem Diplom ( Postgraduiertenstudium), die Aspirantur, die Doktorantur, Einrichtungen zur beruflichen Weiterbildung und Umschulung, zur außerschulischen Bildung und Erziehung sowie das Selbststudium voneinander abgegrenzt. Die wirtschaftliche Krise, aus der das Land bisher keinen Ausweg fand, lähmt den Fortgang der Reformen im Bildungswesen ebenso wie auch in anderen gesellschaftlichen Bereichen. Eine Hauptaufgabe wird es sein, das gesamte Bildungssystem an europäische Standards heranzuführen, bzw. es an diesen Standards auszurichten.
Abstract (english):
The development of the school system in the Ukraine was influenced by the Marxist-Leninist ideology up until the nineties of the last century, characterised by the claim for uniformity (secondary school, structure, curricula, etc.) and by a centralist organisation. A new educational system has been developing for more than ten years now, a process accompanied by the conception of new law texts. Today, institutions of pre-school education, the general secondary education, the technical and vocational education and training and university education, the continuing education and training after the diploma (post-graduate studies), the training for university lectureship, the graduatestudies for a doctorate, institutions for technical and vocational continuing education and training as well as retraining, for non-school-based training and education, as well as self- instruction are delimited from each other in the Ukraine. The economic crisis, from which the country has not found a way out up to date, paralyses the progress of reforms within the educational system just as well as in other social areas. A main task will be to bring the complete educational system closer to the European standards, or to orientate it towards these standards.

Abstract:
"Die vorliegende Untersuchung gründet in der Annahme, dass von der Beantwortung der Frage, wie lange Schüler (und Lehrer) die Schule besuchen und durchlaufen und wie schulische (und außerschulische) Zeitläufe strukturiert werden, grundlegende Einsichten in die Schulwirklichkeit zu erwarten sind. Die Ergebnisse der Untersuchung zeigen, dass entsprechende Daten für die behandelten Länder zwar nicht vorliegen, dass aber die Berücksichtigung und Systematisierung solcher Daten zu überraschenden Resultaten führt." So stellt der Autor in der vorliegenden Studie Ergebnisse von Untersuchungen aus den Jahren 1987- 89 vor, die das Land Japan betreffen. Während er so zunächst einleitend "die Relevanz von Zeit in Studien über Schule und Gesellschaft" diskutiert, führt er im nächsten Kapitel die in Japan gesammelten "Daten über Schule, Raum und Zeit" aus. Nach einer Diskussion der Ergebnisse zum Thema "Schulische Zeit undgesellschaftliche Zeit" in Japan, schließt der Autor seine Studie mit einer Zusammenfassung der wichtigsten Erkenntnisse ab.
