Abstract:
Foreign language learning in older age has been proposed as a promising avenue for combatting age-related cognitive decline. We tested this hypothesis in a randomized controlled study in a sample of 160 healthy older participants (aged 65-75 years) who were randomized to 11 weeks of either language learning or relaxation training. Participants in the language learning condition obtained some basic knowledge in the new language (Italian), but between-groups differences in improvements on latent factors of verbal intelligence, spatial intelligence, working memory, item memory, or associative memory were negligible. We argue that this is not due to either poor measurement, low course intensity, or low statistical power, but that basic studies in foreign languages in older age are likely to have no or trivially small effects on cognitive abilities. We place this in the context of the cognitive training and engagement literature and conclude that while foreign language learning may expand the behavioral repertoire, it does little to improve cognitive processing abilities.

Abstract:
The HAND in HAND: Social and Emotional Skills for Tolerant and Non-Discriminative Societies project will develop an open-access systemic policy tool - an EU-based universal social, emotional and intercultural (SEI) learning programme (a programme for students and school staff) based on multiculturalism and diversity awareness that fosters inclusion and develops more tolerant and non-discriminative learning environments for all students (including immigrant and refugee students) to prevent discriminative bullying, segregation and early school leaving. [...] The project aims to change the role of SEI competencies in educational setting in the consortium countries (Slovenia, Croatia, Germany, Sweden, Denmark) and wider. [...] The catalogue presents a collection of evidence-based SEI programmes for school staff. Through researching the background and the practices that have already been used in the consortium countries and worldwide, it was explored what already exists, what works and what can be learnt from previously developed SEI programmes when planning our own programme, with a view to advancing policy, practice and research. Therefore, a catalogue of existing SEI programmes was developed, i.e. a catalogue aimed at developing school staff's SEI competencies, based on a systematic review of the literature and the existing good practices from national (consortium) contexts. Abstract:
Bis heute ist die Suche nach überzeugenden Lösungen für die Ausbildung und die berufsbegleitende Fort- und Weiterbildung von Lehrkräften, die den zunehmenden Anforderungen an den Lehrerberuf gerecht werden, von kontroversen Debatten begleitet. Insbesondere seit den Ergebnissen internationaler Leistungsstudien gibt es zahlreiche Herausforderungen für eine Neustrukturierung der Lehrerbildung. Dieser Sammelband nimmt den Auftrag des BMBF, innovative Ansätze aus der internationalen Diskussion zur Lehrerbildung zu ermitteln, als Ausgangspunkt und will mit den hier vorgestellten innovativen Maßnahmen und Überlegungen Denkimpulse für die deutsche Debatte zur Reform der Lehrerbildung geben. Abstract (english):
The paper presents a multilevel item response model for item position effects. It includes individual differences regarding the position effect to which we refer to as the persistence of the test-takers. The model is applied to published data from the PISA 2006 science assessment. We analyzed responses to 103 science test items from N = 64.251 students from 10 countries selected to cover a wide range of national performance levels. All effects of interest were analyzed separately for each country. A significant negative effect of item position on performance was found in all countries, which is more prominent in countries with a lower national performance level. The individual differences in persistence were relatively small in all countries, but more pronounced in countries with lower performance levels. Students' performance level is practically uncorrelated with persistence in high performing countries, while it is negatively correlated within low performing countries.

Abstract (english):
Person-environment relationships become particularly important in later life. Our discussion of challenges in the assessment of experiential person-environment exchange processes is grounded on a four-domain model of perceived housing. We present empirical findings from an iterative process of instrument revision seeking optimization of both reliability and validity issues regarding controlrelated and meaning-oriented domains of perceived housing. Our initial reconstruction, however, was not confirmed to represent a consistent and reliable measure for the suggested dimensions of housing-related identity, privacy, and autonomy. Exploratory posthoc analyses of the pilot pool of indicators suggests six holistic facets, such as "daily independence" "neighborhood belonging", "mirror of self", "continuity and remaining in place" and "being alone and at peace". Plausible content-related interpretation and relations to major background characteristics encourage the continuous task of tailoring assessment instruments to meet the holistic character of housing experiences in later life.

Im Zuge des allgemeinen "Paradigmenwechsels der Steuerungsphilosophie" im öffentlichen Sektor sind in einer ganzen Reihe von Ländern Steuerungssysteme im Schulbereich etabliert worden, die Wettbewerbselemente als konstitutiven Bestandteil beinhalten: Schulwahlfreiheit, die Stärkung der Konkurrenz durch private Bildungsangebote und Formen nachfrageorientierter Finanzierung der Schulen. Erwartet werden davon nicht nur innovations- und leistungsfördernde Impulse, sondern auch ein vielfältigeres Bildungsangebot, das stärker den Bedürfnissen und Wünschen der Bildungsnachfrager entspricht. In dem Beitrag wird die Frage thematisiert, ob sich diese Erwartungen theoretisch begründen und durch belastbare Ergebnisse der internationalen Bildungsforschung stützen lassen.(DIPF/Autor)

[Der Beitrag berichtet über eine] Machbarkeitsstudie, mit der in acht europäischen Ländern geprüft wurde, ob ausgewählte Ausbildungsberufe in den Bereichen Technik, Wirtschaft und Verwaltung sowie Gesundheit und Soziales jeweils hinreichende inhaltliche Überschneidungen zwischen den Ländern aufweisen, so dass ein "Berufsbildungs-PISA" durchgeführt werden könnte. ... Zumindest zwei Merkmale kennzeichnen jedoch berufliche Ausbildungssysteme, die die Durchführung eines Berufsbildungs-PISAs erschweren: Zum einen die unterschiedlichen Zuschnitte und Denominationen von Berufen, zum anderen die in den Ländern jeweils unterschiedliche Zuordnung der Ausbildung für diese Berufe zwischen nichtakademischer und akademischer Ausbildung. Wie nachfolgend gezeigt wird, gilt dies insbesondere für den Bereich Gesundheit und Soziales, wo die Auswahl der Ausbildungsberufe sich in den Ländern als deutlich schwieriger erwies als etwa im Ausbildungsbereich Technik. Hier wurde für Deutschland nach der systematischen Prüfung verschiedener Optionen der Beruf Altenpfleger/in für die Machbarkeitsstudie ausgewählt. (DIPF/Orig.)

Abstract (english):
This contribution to the Feasibility Study of a large scale assessment in the field of vocational education asks whether there is a common basis for a possible future large scale assessment in vocational education and training in the field of social and health care. The comparison is carried out in 7 European countries (Denmark, Finland, Germany, Norway, Slovenia, Sweden, Switzerland). Unlike basic competences referring to the concept of literacy for successful participation in society (e.g., PISA, ALL, PIAAC), domain-specific competences are focused on knowledge, skills and abilities in specific vocational areas in economies based on the division of labour. Contexts for VET differmarkedly and VET operates in multiple ways even in the same sector or country. This is particularly the case in the field of social and health care. The focus of the Feasibility Study in the field of social and health care is therefore to identify comparable occupational profiles and learning outcomes at the end of respective VET programmes. The study uses a qualitative approach, focussing on the results of a series of national and international expert workshops, which is supported by quantitative, non-parametric data. Results suggest that in the field of social health care, selected vocational programmes can be identified across countries with occupational profiles and learning outcomes that are sufficiently comparable. It concludes that a large scale assessment can be recommended in the field of social and health care. The results of the study provide a basis for the construction of a framework and the definition of measurement dimensions in the field of social and health care for subsequent test development in a possible future VET-LSA.
