Abstract:
Thoughtful decision-making to resolve socioscientific issues is central to science, technology, society, and environment (STSE) education. One approach for attaining this goal involves fostering students' decision-making processes. Thus, the present study explores whether the application of decision-making strategies, combined with reflections on the decision-making processes of others, enhances decision-making competence. In addition, this study examines whether this process is supported by elements of self-regulated learning, i.e., self-reflection regarding one's own performance and the setting of goals for subsequent tasks. A computer-based training program which involves the resolution of socioscientific issues related to sustainable development was developed in two versions: with and without elements of self-regulated learning. Its effects on decision-making competence were analyzed using a pre test-post test follow-up control-group design (N = 242 high school students). Decision-making competence was assessed using an open-ended questionnaire that focused on three facets: consideration of advantages and disadvantages, metadecision aspects, and reflection on the decision-making processes of others. The findings suggest that students in both training groups incorporated aspects of metadecision into their statements more often than students in the control group. Furthermore, both training groups were more suc- cessful in reflecting on the decision-making processes of others. The students who received additional training in self-regulated learning showed greater benefits in terms of metadecision aspects and reflection, and these effects remained significant two months later. Overall, our findings demonstrate that the application of decision-making strategies, combined with reflections on the decision-making process and elements of self-regulated learning, is a fruitful approach in STSE education. Abstract:
The importance of encoding strategies for associative recall is well established, but there have been no studies of aging and intraindividual variability (IAV) in strategy use during extended practice. We observed strategy use and cued-recall test performance over 101 days of practice in 101 younger adults (M = 25.6 years) and 103 older adults (M = 71.3 years) sandwiched by a pretest and posttest battery including an associative recall test. Each practice session included 2 lists of 12 number-noun paired-associate (PA) items (e.g., 23-DOGS), presented for brief exposures titrated to maintain below-ceiling performance throughout practice. Participants reported strategy use (e.g., rote repetition, imagery) after each test. Substantial IAV in strategy use was detected that was coupled with performance; lists studied with normatively effective strategies (e.g., imagery) generated higher PA recall than lists studied with less effective strategies (e.g., rote repetition). In comparison to younger adults, older adults' practice (a) relied more on repetition and less on effective strategies, (b) showed lower levels of IAV in effective strategy use, and (c) had lower within-person strategy-recall coupling, especially late in practice. Individual differences in pretest-posttest gains in PA recall were predicted by average level of effective strategy use in young adults but by strategy-recall coupling in older adults. Results are consistent with the hypothesis that experiencing variability in strategic outcomes during practice helps hone the effectiveness of strategic encoding behavior, and that older adults' reduced degree of pretest-posttest gains is influenced by lower likelihood of using and optimizing effective strategies through practice. Das [...] Kapitel, das die Implementation der Berliner Schulstrukturreform behandelt, hat drei große Abschnitte. Nach einer theoretischen Einleitung, die den Diskussionsstand der Implementationsforschung - soweit er einschlägig ist - beschreibt, wird im ersten Abschnitt versucht, den politisch-administrativen Entscheidungsprozess zu rekonstruieren, um den Leser dieses Bandes in die Lage zu versetzen, die Umsetzung der Strukturreform unter Kenntnis der tatsächlichen Kontextbedingungen zu beurteilen. Im zweiten Abschnitt werden die Fragestellungen der empirischen Untersuchung entwickelt, indem das Potential, aber auch die strukturellen Restriktionen der Reform beschrieben und analysiert werden. Im dritten Abschnitt folgen dann die Darstellung der Umsetzung der Strukturreform und eine Analyse ihrer Ergebnisse im Vergleich zur Ausgangslage vor der Reform. (DIPF/Orig.)

Abstract (english):
This volume brings together educational effectiveness research and international large-scale assessments, demonstrating how the two fields can be applied to inspire and improve each other, and providing readers direct links to instruments that cover a broad range of topics and have been shown to work in more than 70 countries. The book's initial chapters introduce and summarize recent discussions and developments in the conceptualization, implementation, and evaluation of international large-scale context assessments and provide an outlook on possible future developments. Subsequently, three thematic sections - "Student Background", "Outcomes of Education Beyond Achievement", and "Learning in Schools" - each present a series of chapters that provide the conceptual background for a wide range of important topics in education research, policy, and practice. Each chapter defines a conceptual framework that relates recent findings in the educational effectiveness research literature to current issues in education policy and practice. These frameworks were used to develop interesting and relevant indicators that may be used for meaningful reporting from international assessments, other cross-cultural research, or national studies. Using the example of one particular survey (the Programme for International Student Assessment (PISA 2015)), this volume links all theoretical considerations to fully developed questionnaire material that was field trailed and evaluated in questionnaires for students and their parents as well as teachers and principals in their schools. The primary purposes of this book are to inform readers about how education effectiveness research and international large-scale assessments are already interacting to inform research and policymaking; to identify areas where a closer collaboration of both fields or input from other areas could further improve this work; to provide sound theoretical frameworks for future work in both fields; and finally to relate these theoretical debates to currently available and evaluated material for future context assessments. Abstract (english):
Background: In order for teaching to be successful, students need to be actively involved in learning. However, research on teaching effectiveness often neglects students' learning activities. Although it is assumed that effective teaching promotes the use of beneficial learning activities, empirical evidence for this connection is still limited. Aims: This study aimed to investigate the connection between effective teaching and reported learning activities. We hypothesize specific relations between a three-dimensional model of teaching quality (i.e., cognitive activation, supportive climate, and classroom management) and students' reported use of metacognitive strategies. Students' intrinsic motivation is considered as a mediator and a moderator of this connection. Sample: N = 1,052 students from 53 German primary school classes and their science teachers participated. Methods: Data were collected through classroom or video observation and questionnaires over a period of approximately 2 months. Multilevel analysis was utilized to test our hypotheses. Results: Each dimension of teaching quality positively predicted students' reported use of metacognitive strategies. For supportive climate, this connection was mediated by students' intrinsic motivation. Cognitive activation negatively predicted the slopes between students' reported metacognitive strategy use and motivation. Conclusions: The results support the notion that effective teaching is connected to learning activities and stress the importance of students' learning motivation. Results from the cross-level interaction could indicate that especially less motivated students' reported metacognitive strategy use might be supported by cognitively activating teaching. Abstract (english):
Theoretical considerations (see Chaps. 5 to 19 of this volume) led to the development of a great amount of questionnaire material, which was localized to fit the contexts of more than 70 countries and economies, implemented in a study with about 120,000 students across these countries, and analyzed to yield indicators on how well questions functioned across and within countries. Such a study, and its results, depends on design and methodological considerations and on decisions made during preparation and implementation. This chapter summarizes decisions regarding the design and analysis procedures of the PISA 2015 field trial, and the resulting data that were used to develop the PISA 2015 main survey's context assessment. Furthermore, this chapter provides strategies and reasoning related to the choice of questionnaire material that was deemed to be suitable to assess learning contexts in different countries equally well. Abstract:
Breznitz (J Educ Psychol 89:289-297, 1987a; Fluency in reading: synchronization of processes. Erlbaum, Mahwah, 2006) demonstrated that a fading manipulation, which continuously erases text based on the individual reading rate, results in improved reading performance. Several studies using this fading procedure showed that children as well as adults with different reading proficiency levels and in different languages were able to increase their reading rate and reading comprehension in a fading condition, characterizing the Acceleration Phenomenon. Considering the close interconnection of reading fluency and reading comprehension, a fact retrieval account for achievement enhancements induced by the fading manipulation is presented in this chapter. It is hypothesized, that if information can be processed at a high level of automaticity and available lexical entries can be accessed rapidly, reading performance can be improved by means of imposing a time limitation. Hence, the nature of the fading manipulation may induce a shift to faster and more elaborated strategies, such as direct fact retrieval, resulting in improved performance. Different empirical outcomes from the reading and the arithmetic domain are demonstrated and the generalizability of the Acceleration Phenomenon across academic domains is discussed. (DIPF/Orig.)

Abstract:
Assessing students' personal characteristics, as well as the structures and processes of teaching and learning, is an integral part of the Programme for International Student Assessment (PISA). Providing input for solid evidence-based educational policies, one of the main aims of PISA, creates huge methodological challenges: Various biases in self-reported data across cultures pose a persistent challenge in unpacking the black box of student learning; these biases jeopardize PISA's scope for evidence-based policy making. This chapter focuses on challenges in the design and analysis of PISA background questionnaires, especially in noncognitive outcome measures. Our conceptual background however is not primarily PISA-related but is comparative work in the social and behavioral sciences more broadly. We first review sources of bias at construct, method, and item levels, as well as levels of equivalence (construct, metric, and scalar invariance), using examples from educational surveys. We then illustrate the strategies used in the PISA project to deal with different types of bias. Specifically, qualitative, non-statistical strategies such as instrument development (adaptation), standardization of assessment procedures, and statistical strategies to mitigate bias are outlined. State-of-the-art psychometric procedures to examine the comparability of these noncognitive outcome data, including partial invariance and approximate invariance, are also discussed. Abstract:
This chapter discusses the core elements of the metadata strategy striving for a structured approach to documentation, which is necessary to efficiently link, deduplicate, re-use, and present all information in two languages for the six panels and two school-reform studies of the National Educational Panel Study (NEPS). For this purpose, the NEPS Data Center has implemented a relational database that enables storing and linking diverse metadata on studies, instruments, items, datasets, and variables in a systematic, powerful, and highly consistent fashion. As a crucial feature, metadata entities can be cross-referenced; for example, questionnaire items can be linked to datasets, allowing for a dynamic documentation that leads directly from a dataset variable to the corresponding question in a questionnaire. In addition, the re-use of metadata enhances data quality because it allows for the tracking of inadvertent changes in variables across panel waves and starting cohorts. The structured documentation also enables an efficient translation of metadata because re-used elements only need to be translated once. As a result of the systematic approach to metadata management, the documentation utility for researchers working with NEPS data is optimized. Since metadata are centrally maintained in a database, corrections and extensions become effective in all derived documentation material, such as multilingual codebooks, survey instruments, and dataset labels, in a synchronous and consistent way. In addition, the NEPSplorer offers a powerful metadata online service that provides the researcher with an interactive exploration of, efficient search for, and fast retrieval of metadata. Finally, the established metadata system offers a solid basis for further highly innovative developments in the field of metadata management. (DIPF/Orig.)
