Abstract:
Zwei zentrale Zielsetzungen der Berliner Schulstrukturreform richteten sich im Kern auf die Leistungen der Schülerinnen und Schüler: Die Schulstrukturreform sollte einerseits das mittlere Leistungsniveau der Schülerschaft steigern, andererseits Leistungsunterschiede zwischen Schülerinnen und Schülern verringern. Beide Zielsetzungen sollten in erster Linie über Leistungssteigerungen im nichtgymnasialen Bereich realisiert werden. Wie in den vorangehenden Kapiteln [...] erläutert, basieren die Zielsetzungen auf dem Grundgedanken, über die Zusammenlegung der bisherigen nichtgymnasialen Schulformen zu Integrierten Sekundarschulen (ISS) als einer Schulform, die den Erwerb aller Abschlusszertifikate einschließlich des Abiturs ermöglicht, homogenere und gleichzeitig günstigere Lernmilieus im nichtgymnasialen Bereich zu erzeugen. Auch die abschlussbezogenen Zielsetzungen der Reform, denen zufolge weniger Schülerinnen und Schüler die Schule ohne Abschlusszertifikat verlassen und höhere Quoten mit weiterführenden Schulabschlüssen erreicht werden sollen, stehen mit den beiden leistungsbezogenen Zielsetzungen und der expliziten Öffnung der Schulformen für alle Schulabschlüsse in direktem Zusammenhang [...]. Gegenstand des vorliegenden Kapitels ist der Vergleich der Schulleistungen der Schülerinnen und Schüler vor und nach der Berliner Schulstrukturreform. Es wird, ausgehend von der spezifischen Umsetzung der Schulstrukturreform in Berlin [...] und vor dem Hintergrund allgemeiner theoretischer Erwartungen, der Frage nachgegangen, wie sich die Leistungen der Schülerinnen und Schüler im Zuge der Umstrukturierung des Sekundarschulwesens veränderten. Abstract:
Beim automatischen Kodieren von Kurztextantworten kategorisiert ein Computer Antworten. In dieser Arbeit wurde eine Software entwickelt, die (i) Textantworten in semantisch homogene Typen gruppiert, (ii) diese Typen kodiert, und (iii) Merkmale extrahiert. Die Ergebnisse zeigen eine annehmbare bis exzellente Übereinstimmung zur menschlichen Kodierung (76-98 %) bei 41.990 Antworten. Zwei weitere Studien zeigen, wie die Software den Erhebungsprozess und inhaltliche Forschung weiterbringen kann. (DIPF/Orig.)

Abstract (english):
Home and educational institutions are children's most important external influences and a positive partnership between the two can positively affect children's cognitive and non-cognitive development. Quality of family-preschool partnership (FPP) can depend on preschool and family characteristics. For Germany, studies show that immigrant parents perceive a lack of positive FPP. The present study addresses the following research questions: (1) How do parents and teachers in Germany rate FPP? (2) Do ratings of FPP differ between parents who do or do not speak German at home? (3) Is there a relation between the structural quality of the centre and ratings of FPP for teachers and parents? Results reflect positive ratings of FPP (1). Mean comparisons confirmed differences between parent groups (2). Multilevel regression analyses indicate that percentage of children who do not speak German at home is positively associated with parents' ratings of FPP, but negatively with teachers' satisfaction about FPP (3). Abstract:
For knowledge-based economics competing with each other worldwide, the production of human capital is deemed to be an important growth factor. The growing importance of education as a means of productivity involves an increasing need for effectiveness within national education systems. Consequently, standardized international student assessments have become more frequent during the last decades and have raised considerable interest in politics, media, and academia. [...] Associated with the rise of international testing projects is a substantial change in the modes of policy making in education. The assessments are not only used to identify good and weak performers, but rather they are used as a central instrument for prescribing reforms of national education policies (Feniger & Lefstein, 2014). In fact, educational reform as a response to results of international assessments can be observed in many countries [...]. Currently, the implications of these policy trends are highly controversial among educational scientists, politicians, and other stakeholders in education. [...] We take the OECD PISA study as an example, as it is the most prominent and biggest endeavor in this respect. We argue that the current debate lacks robust empirical findings of the real effects and consequences of international testing projects on practices as well as on learning outcomes. [...] We first briefly summarize general changes in national and international educational governance and illustrate central features of the OECD PISA study. The third section presents theoretical accounts explaining changes - or resistance to change - in education policies and practice. In the fourth section, we review previous case studies on policy effects of international assessment. We take a closer look at Germany as an example where PISA has had considerable impact on the education system. Further, we present our own empirical analyses with PISA data to illustrate changes in assessment and accountability practices in OECD countries between 2000 and 2012. In our conclusion, we argue that future research should focus on exploiting the potential of the data generated by international assessments. This would promote a better understanding of effects of assessments on practices and outcomes and open up possibilities to formulate alternative policy recommendations based on solid research. Abstract:
This study examined the operation of contrast and assimilation effects, and the development of academic selfconcept of students in the education system of the German federal state Berlin. One group of students experienced an early transition to high-ability secondary schools while the other group experienced the regular transition after sixth grade. The early transition was found to bear an assimilation effect on academic self-concept which was stronger than the contrast effect immediately after early transition but weaker at the end of the first school year after early transition. The early transition did not affect the normative stability of academic self-concept between two measurement points. Students with an early transition displayed higher levels of academic self-concept at both measurement points but a more substantial decline in academic self-concept than students experiencing regular transition. The findings are discussed in the context of the debate on tracking and acceleration practices in education systems. (DIPF/Orig.)

Abstract:
Die Expertise von Lehrkräften wird im Kontext einer Auseinandersetzung mit Bedingungsfaktoren des Lehrens und Lernens als ein entscheidendes Moment erfolgreicher Lehr-Lern-Prozesse angesehen. Insbesondere Fachwissen, fachdidaktisches Wissen sowie allgemein-pädagogisches Wissen werden dabei als zentrale Facetten von Lehrerexpertise verstanden. Weitestgehend unklar ist jedoch, wie sich Expertise von Lehrkräften (weiter)entwickelt bzw. inwieweit diese im Kontext von Lehrerfortbildungen gezielt aufgebaut werden kann. Im Rahmen des Forschungsprojekts Co2CA sind Lehrerfortbildungen zu ausgewählten pädagogischen und didaktischen Themenschwerpunkten wissenschaftlich begleitet und mittels fortbildungssensitiver Expertisetests evaluiert worden. Innerhalb zweier nach Interesse gebildeter Untersuchungsbedingungen haben 30 Lehrkräfte an Fortbildungen zu formativem Assessment im kompetenzorientierten Mathematikunterricht (Untersuchungsbedingung A), 37 Lehrkräfte an Fortbildungen zu allgemein-didaktischen Fragen eines kompetenzorientierten Mathematikunterrichts (Untersuchungsbedingung B) teilgenommen. Quantitative Auswertungen des Expertisetests belegen die Wirksamkeit der Fortbildungen: Unter Kontrolle allgemein-fachdidaktischer Expertise verfügen Lehrkräfte aus Untersuchungsbedingung A am Ende der Fortbildungen über ein signifikant höheres Wissen zu formativem Assessment im kompetenzorientierten Mathematikunterricht als Lehrkräfte aus Untersuchungsbedingung B.
Abstract (english):
Teachers' expertise, that is teachers' content knowledge, pedagogical content knowledge and general pedagogical knowledge, is crucial when considering the determinants influencing teaching and learning. Nevertheless, it is unclear how teachers' expertise develops or whether teachers expertise can be build up within teacher trainings. Within the research project "Co2CA," teacher trainings concentrating on selected pedagogical and didactical ideas of teaching mathematics were conducted and evaluated using tests senstitive to the content of the teacher trainings. Assigned by interest, 30 teachers participated in teacher trainings discussing formative assessment of teaching competency-oriendet mathematics (Experimental Group A); 37 teachers participated in teacher trainings focusing on general questions about competency-oriented mathematics (Experimental Group B). Quantitative analyses of the expertise tests prove the effectiveness of the teacher trainings: Controlling for general pedagogical content knowledge, at the end of the training, teachers of Group A score significantly higher than teachers of Group B on the expertise test on formative assessment of teaching competency-oriented mathematics.

Abstract:
In this study we examine the interplay between curriculum-embedded formative assessment-a well-known teaching practice-and general features of classroom process quality (i.e., cognitive activation, supportive climate, classroom management) and their combined effect on elementary school students' understanding of the scientific concepts of floating and sinking. We used data from a cluster-randomized controlled trial and compared curriculum-embedded formative assessment (17 classes) with a control group (11 classes). Curriculum-embedded formative assessment and classroom process quality promoted students' learning. Moreover, classroom process quality and embedded formative assessment interacted in promoting student learning. To ensure effective instruction and consequently satisfactory learning outcomes, teachers need to combine specific teaching practices with high classroom process quality. (DIPF/Orig.)

Abstract:
Using data from PISA 2009, the present study investigates firstly how equally students are exposed to opportunities to improve their reading skills (OTL) depending on the school they are enrolled in, and secondly the links between OTL in reading and achievement at the school level. A multidimensional within-item IRT is used to model the OTL. The intraclass correlation of both OTL dimensions issued from the IRT analysis - reading fiction and reading non-continuous tasks - is high, especially in differentiated education systems, showing an unequal exposure to OTL in reading according to the school. Robust correlations between the two OTL dimensions and reading achievement are observed at the school level. In addition, the results of a multilevel regression analysis show that a substantial proportion of the between-school variance in reading can be explained by OTL and by the school social intake. The proportion of between-school variance explained jointly by OTL and social intake is higher in differentiated education systems than in comprehensive ones. (DIPF/Orig.)

Der vorliegende Bericht bietet eine Übersicht über die Befunde der zweiten bundes-weiten Schulleitungsbefragung und liefert zunächst eine aktuelle Bestandsaufnahme über den Stand des Ausbaus von Ganztagsschulen und Schulen mit ganztägigen An-geboten in Deutschland im Jahr 2015. Daneben werden aber durch einen Trendver-gleich der Befragungsergebnisse von 2012 und 2015 zusätzlich Entwicklungstenden-zen über einen Zeitraum von drei Jahren sichtbar gemacht und diskutiert. Ein Trend-vergleich ermöglicht es auf Systemebene (Bundes- bzw. Landesebene), die Entwick-lung der Ganztagsschullandschaft zu betrachten, während die Entwicklung einzelner Schulen nicht nachgezeichnet werden kann. Die Stärke des Trendvergleichs liegt in der repräsentativen Darstellung der Ergebnisse auf Systemebene über die Zeit, wodurch politisches Handlungswissen zur Steuerung des Bildungssystems generiert wird (ähnlich wie in anderen Large-Scale-Assesments wie z.B. PISA). Ergänzend zu dem vorliegenden Bundesbericht erhalten die beteiligten Länder je-weils einen länderspezifischen Anhang, in dem die Ergebnisse auf Landesebene im Trendvergleich 2012/15 dargestellt werden. Abstract:
In assessing verbal academic self-concept with preadolescents, researchers have used scales for students' self-concepts in reading and in their native language interchangeably. The authors conducted 3 studies with German students to test whether reading and German (i.e., native language) self-concepts can be treated as the same or different constructs. Compared with other facets of academic self-concept, reading self-concept was more highly related to reading test scores (Study 1) and German self-concept to German grades (Study 2). In Study 3, reading and general school self-concepts demonstrated similar relations to German grades. The findings of the 3 studies, albeit indirect, supported the specificity matching principle and caution researchers against applying reading and native language self-concept scales uncritically to infer verbal self-concept.
