Abstract:
Der Sammelband stellt den Stand der transatlantischen Diskussionen im Feld der Bildungsforschung dar, wie er seit 2015 auf der AERA-Konferenz durch die am DIPF beheimatete Servicestelle international cooperation in education angeregt wurde. Die Themengebiete umfassen Schulentwicklung und large scale assessment-Politiken, Migration und öffentliche Bildung sowie Digitalsierungsstartegien und Ökonomisierungstendenzen in Bildungssystemen weltweit und das Problem der Übersetzung im internationalen Diskurs.
Abstract (english):
In the field of education, transatlantic discourse has been shaped by an exchange of ideas for a long time. Over the past two decades, education science has increasingly become internationally networked. Since 2015, the Office for International Cooperation in Education at DIPF | Leibniz Institute for Research and Information in Education has organized international sessions on education research at the Annual Meetings of the American Educational Research Association, thus providing a floor for transatlantic exchange on current research topics. The volume gives an overview of the transatlantic activities in education research with regard to these sessions. It represents a collection of topics ranging from school development to the use of large-scale assessment and digital data in education to questions related to migration and public education, or the economization of education. Moreover, the volume offers a reflection on the gains respectively obstacles linked to international exchange.

Abstract (english):
This article introduces the topic of the special issue, 'Public education at the crossroads', by pointing to some of the debates and controversies surrounding the topic of public education and by framing the theme, while explaining the context and some components of the educational systems of the countries under examination - namely the USA and Germany. In both countries, control of public education is seen as the states' responsibility within the respective nation states. Despite different developments, both countries are experiencing similar challenges to public education; for example, highly diverse classroom settings, pressure from neoliberal politics, or debates about citizenship education in a world that is increasingly globalized on the one hand, and facing growing nationalism on the other. Finally, this introduction presents articles in this special issue that further discuss the competing factors bringing public education to a new crossroads. (DIPF/Orig.)

In diesem Beitrag, der schriftlichen Fassung eines Vortrags bei der Jahrestagung der Deutschen Gesellschaft für Bildungsverwaltung im Dezember 2015 in Berlin, geht es um die Frage, ob und wie weit das Grundgesetz der Expansion der Privatschulen mit Rücksicht auf die der öffentlichen Schule zugewiesenen Integrationsaufgabe Grenzen zieht. Der Verfasser betont, dass Art. 7 Abs. 4 GG das Recht zur Errichtung von privaten Schulen gewährleistet, weist andererseits darauf hin, dass dem öffentlichen Schulwesen nach der Rechtsprechung des Bundesverfassungsgerichts und des Bundesverwaltungsgerichts gemäß Art. 7 Abs. 1 GG eine für die Integration der nachwachsenden Generation in die zunehmend pluralistischer werdende Gesellschaft überaus wichtige Rolle beizumessen ist. Daraus folgt, dass die Freiheitsrechte der privaten Schulen den Staat nicht von der Pflicht entbinden, für ein allgemein zugängliches leistungsfähiges öffentliches Schulwesen zu sorgen. (DIPF/Autor)

This study of the education system of Lithuania is part of the handbook "The education systems of Europe" which presents an analytical description of the education systems of all European countries, following common guidelines. The study begins with the historical background and social context of the Lithuanian educational system which is followed by the description of the organizational and administrative context of the current education system. The next step is the functioning of the current education system, beginning with a structural overview and followed by an analysis of the different levels of the education system, including, as a separate chapter, post- secondary and tertiary education. The country study ends with perspectives for further development. A diagram illustrating the structural scheme of the Lithuanian educational system is part of this article. (DIPF/Orig./Kie.)
