Abstract (english):
Education systems can be conceptualized as the scaffolding that supports the construction and development of student competences. Among other things, the size, location, and learning resources of schools can affect how efficient that system is at delivering the required support. Data from international large-scale assessments have indicated that the resources of rural schools may differ from those of urban schools; students in schools in urban and more economically developed environments often demonstrate higher achievement. Data from IEA's Trends in International Mathematics and Science Study (TIMSS) 2019 from across the Dinaric region provides information on variations in the size of schools and allocation, student achievement, and the different kinds of scaffolding/support for learning in urban and rural schools. Secondary analyses of the TIMSS 2019 data for the Dinaric region, taking into account home and school factors, show that the types of support available for student learning differed between urban and rural schools. The findings suggest that policymakers should focus on improving the learning resources available to rural schools across the region, particularly in response to their lack of technological resources for developing students' digital competencies. Concomitant investment is required for the development of teachers' competencies for the effective use of such educational resources. Educators need to compensate for lack of family support for some students; in such situations, schools need to enhance the scaffolding for learning available to children. (DIPF/Orig.)

Abstract:
Der Sammelband stellt den Stand der transatlantischen Diskussionen im Feld der Bildungsforschung dar, wie er seit 2015 auf der AERA-Konferenz durch die am DIPF beheimatete Servicestelle international cooperation in education angeregt wurde. Die Themengebiete umfassen Schulentwicklung und large scale assessment-Politiken, Migration und öffentliche Bildung sowie Digitalsierungsstartegien und Ökonomisierungstendenzen in Bildungssystemen weltweit und das Problem der Übersetzung im internationalen Diskurs.
Abstract (english):
In the field of education, transatlantic discourse has been shaped by an exchange of ideas for a long time. Over the past two decades, education science has increasingly become internationally networked. Since 2015, the Office for International Cooperation in Education at DIPF | Leibniz Institute for Research and Information in Education has organized international sessions on education research at the Annual Meetings of the American Educational Research Association, thus providing a floor for transatlantic exchange on current research topics. The volume gives an overview of the transatlantic activities in education research with regard to these sessions. It represents a collection of topics ranging from school development to the use of large-scale assessment and digital data in education to questions related to migration and public education, or the economization of education. Moreover, the volume offers a reflection on the gains respectively obstacles linked to international exchange.

Abstract (english):
In this article, we provide a comparative analysis of public education in Germany and the US, focusing on historical and contemporary challenges to education, Bildung, and citizenry in the modern nation state. In particular, we examine relations among nation building processes and education, transnational discourses, mutual influences, and relations regarding public education over time, and identity building and citizenship within and between federal, nation state and international levels. Comparative methods are utilized to examine policy documents as well as the literature, looking for similarities and differences among key concepts and discourses. The article concludes by pointing out that a number of contemporary developments bringing public education to a crossroads today are not entirely new and that foundations of education theory are still relevant. At the same time, we suggest new cross-national dialogues regarding the challenges bringing public education to the crossroads today. (DIPF/Orig.)

Abstract (english):
This paper describes open learning and teaching materials, so-called open educational resources (OER), as visualizing, economic and normative objects, and classifies these into a plenum with interwoven practices and arrangements of material (Schatzki). The plenum determines how the actors, their socio-material practices, and the associated political and technical frameworks each generate different interpretations of OER for the actors. The discussion is based on a case study of a video platform providing academic content. The empirical example, studied via document analysis and content analysis, of the TIB AV portal as an educational infrastructure offering videos of scientific conferences and teaching as an online service shows how the normative requirements to open educational resources are produced by the infrastructure. The paper focuses on the argument that the normative dimension of OER be part of material arrangements. The normative OER model is implemented in the infrastructure, while the social norms of openness are provided by the service. OER in terms of normative objects embodying the norm of openness are produced performatively through repositories. (DIPF/Orig.)

Die Autorinnen stellen die Geschichte der wissenschaftlichen Zusammenarbeit zwischen Deutschland und den USA im Bereich der Bildungsforschung nach dem Zweiten Weltkrieg dar und verweisen auf Ähnlichkeiten und Unterschiede in den Bildungssystemen. Darüber hinaus wird die jeweils anders konnotierte Geschichte der vergleichenden Erziehungswissenschaft thematisiert. Diese Aspekte sind der Rahmen, der alle folgenden Themenabschnitte des Sammelbandes zusammenhält. Abschließend wird dargestellt, wie die Arbeit der Arbeitsgruppe "international cooperation in education" am Leibniz Institut für Bildungsforschung und Bildungsinformation den transatlantischen Austausch seit 2015 beförderte. The authors present the history of scientific cooperation between Germany and the United States in the field of educational research after World War II and point out similarities and differences in the educational systems. In addition, the history of comparative educational science, which has different connotations, is addressed. These aspects hold together the following thematic sections of the anthology. Abstract:
Individuelle Förderung zielt auf die Passung zwischen individuellen Lernvoraussetzungen und Lernangeboten. Von der Bildungspraxis wird seitens der Bildungspolitik und seitens der Öffentlichkeit eine solche Passung gefordert. Ganztagsschulen wird ein besonderes Potenzial zugeschrieben, das 'Mehr an Zeit' dahin gehend zu nutzen, die Lernarrangements auf die individuellen Voraussetzungen der Schülerinnen und Schüler abzustimmen. Der Beitrag gibt einen kurzen Einblick in bisherige Forschung mit Bezug zu individueller Förderung und erläutert, wie die dritte Förderphase der Studie zur Entwicklung von Ganztagsschulen (StEG) bisherige und neue Gestaltungsansätze zur Umsetzung individueller Förderung an Ganztagsschulen erforscht. Abstract:
Für die Umsetzung von Konzepten zur digitalen Bildung spielt der Prozess der Organisationsentwicklung eine entscheidende Rolle. Der folgende Beitrag führt unter Berücksichtigung aktueller Entwicklungen im Zuge der Covid-19-Pandemie in das Thema Digitalisierung und Organisationsentwicklung von Bildungsinstitutionen ein und stellt einige der bildungspolitischen Konzepte und Strategien in diesem Umfeld vor. Anschließend werden die Methodik und der Arbeitsprozess der Reviewerstellung erläutert, die diesem Band zu Grunde liegen. Um eine umfassende Menge an aktuellen Studien zu identifizieren, wurde eine systematische Literaturrecherche mit deutschen und englischen Suchwörtern für den Suchzeitraum 2010, bzw. 2016 bis 2020 durchgeführt. Für die verschiedenen Bildungssektoren wurden jeweils eigene Datenbanksuchen und erweiterte Suchstrategien angewandt. Abschließend wird in diesem Kapitel diskutiert, welche Formen von Bias in Reviewverfahren auftreten können. Dabei lässt sich aufzeigen, dass Bias zwar nie ganz ausgeschlossen werden kann, aber auch kürzer angelegte Reviewverfahren von bestimmten Arbeitsschritten im Reviewprozess wie Transparenz, Dokumentation und Data-Sharing profitieren können. Abstract (english):
An implementation of concepts for digital education crucially depends on an organisational development process. Drawing on current developments regarding the Covid-19 pandemic, the following contribution introduces the topic of digitising in the context of organisational development of educational institutions. Some educational political concepts and strategies in the area are explained. Subsequently, the method and processes underlying this volume's reviews are outlined. In order to identify an appropriate number of studies, a systematic search for literature was run with German and English search terms, for the period between 2010, respectively 2016 and 2020. Separate searches were carried out for the different educational sectors, subject to database queries and expanded search strategies. This chapter closes with a discussion of types of bias that might emerge in review processes. While it is never possible to exclude bias completely, the contribution shows that even shorter review processes can benefit from certain steps in the review process, e. g., transparency, documentation and data sharing. Dabei ist unbestritten, dass gelingende Bildungsprozesse in der Mathematik, in der Informatik, in den Naturwissenschaften und in der Technik eine notwendige Voraussetzung für eine erfolgreiche individuelle Entwicklung über die Lebensspanne darstellen. Unbestritten ist weiterhin, dass MINT-Bildung Innovationen und Wohlstand in Deutschland sichert und zur Lösung großer globaler Probleme wie der Energiewende, dem Klimawandel und der Pandemiebekämpfung beiträgt. Viele Einrichtungen des Leibniz-Forschungsnetzwerks Bildungspotenziale (LERN) widmen sich in ihrer Forschung und Entwicklung MINT-Bildungsprozessen über die Lebensspanne. MINT-Bildung beginnt in der Kita und zieht sich dann über die verschiedenen Bildungsetappen bis in die Fort- und Weiterbildung. Rasante gesellschaftliche Transformationsprozesse (Industrie 4.0, Gesellschaft 6.0) ebenso wie akute Krisen (z. B. COVID-19-Pandemie) treiben die LERN-Mitglieder dazu an, in ihren Arbeiten besser zu verstehen, wie Menschen erfolgreich auf solche Transformationsprozesse und Krisen vorbereitet werden und sie erfolgreich gestalten bzw. bewältigen.
