Abstract:
Die vorliegende Studie untersucht die Zusammenhänge zwischen integrativem Schul- leitungshandeln, das transformationale und instruktionale Komponenten enthält, und der Nutzungshäufigkeit verschiedener Datenquellen durch Lehrkräfte. Die Ergebnisse eines Strukturgleichungsmodells zeigen, dass integrative Führung direkte und indirekte Zusammenhänge mit der Nutzung verschiedener Datenquellen aufweist. Die Effekte scheinen vorwiegend durch die Kooperationsaktivität der Lehrkräfte vermittelt zu sein. (DIPF/Orig.)
Abstract (english):
The present article reports the effects of school principals' integrative leadership behavior, including transformational and instructional components, on teachers' data use. Results of a structural equation model indicate significant positive direct and indirect effects on teachers' use of various data. Total effects seem to be mainly mediated by teachers' cooperation activities. (DIPF/Orig.)

Abstract:
Comparative studies on school leadership so far provide little information on the national contexts underlying school principals' actions. Framing school leadership in this sense includes the underlying legal framework (setting) and the structure of its regulations, as well as state-organised support systems (e.g. qualification and training programmes) aiming to empower school leaders to do what they are supposed to do. Stemming from the above, the guiding question of our approach is as follows: In what way does the German policy-related context frame and shape the understanding, roles and meaning of instructional leadership from an historical perspective? In order to answer this question, this article focuses on how the historical understanding of leading pedagogical and instructional development processes, of the legal framework as well of as the empirical findings of the German research literature on instructional leadership contributes to the variety of German contexts and prerequisites for the use and understanding of instructional leadership. It outlines the importance of examining instructional leadership in the context of broader political and cultural debates within national school systems. (DIPF/Orig.)

Abstract:
In this chapter, school climate variables are employed in order to explore school principals' influence on student achievement through the Pashiardis-Brauckmann Holistic Leadership Framework. The aim is to identify the mechanisms through which leadership influences student learning. For the purposes of the LISA project, a number of school climate variables were used as mediating variables between the principal's leadership styles and student achievement. All analyses pointed towards a model comprising seven such mediating factors. The seven school climate factors were labeled as follows: professional development opportunities, evaluation and feedback, teacher commitment, parental involvement, teaching and learning practices, student-teacher interactions, and student expectations. Then, an analysis was performed that examined the degree to which school leadership styles reliably predicted school climate variables. The findings suggest that the instructional, the structuring, and the entrepreneurial leadership styles are utilized by school principals in order to enhance student achievement.

Abstract:
Die Mehrbelastung durch neue Aufgaben und erweiterte Anforderungen wird nicht nur von Interessenverbänden der Schulleiterinnen und Schulleitern, sondern auch in der Bildungsforschung als Problem angesehen. So wird insbesondere von der Bildungsforschung in Frage gestellt, ob die bisherigen Schulleiterqualifizierungsmaßnahmen noch den erweiterten Aufgaben der Schulleiterinnen und Schulleitern entsprechen. Zielstellung In diesem Zusammenhang will das vom BMBF geförderte Forschungsprojekt "Schulleitungshandeln zwischen erweiterten Rechten und Pflichten" (SHaRP) zu einer weiteren empirisch fundierten Klärung des Belastungserlebens von Schulleiterinnen und Schulleitern im Kontext neuer Steuerungsansätze beitragen. Zu diesem Zweck werden in Grundschulen und Gymnasien von sechs Bundesländern, die laut eines Schulautonomieindizes (vgl. Rürup, 2007) einen unterschiedlichen Grad an Eigenverantwortlichkeit der Einzelschule ausweisen, quantitative und qualitative Daten (a) zum Schulleitungshandeln selbst, (b) zu Belastungsfaktoren im Schulleitungshandeln und schließlich (c) zu den Wirkungen des Schulleitungshandelns auf die Selbststeuerungsfähigkeit (z. B. Qualitätssicherung und Feedback) der Schule untersucht. Die Befunde sollen es somit erlauben, Belastungsfaktoren und Tätigkeiten von Schulleiterinnen und Schulleitern, sowie regionale, institutionelle und auch persönlichkeitsbezogene Unterschiede zu identifizieren. Ziel ist es darüber hinaus, den Zusammenhang von Schulleitungshandeln und organisationalem Lernen zu erforschen.

Abstract:
Mit den Initiativen und Maßnahmen zur Sicherung und Entwicklung von einzelschulischer Qualität haben sich die schulsystembezogenen Kontextbedingungen des Schulleitungshandelns in den letzten Jahren verändert. Die 'neuen' Gegebenheiten werden von bildungspolitischer Seite häufig als Ermöglichungsbedingungen für eine stärkere Auseinandersetzung mit effektiven, d. h. ergebnisorientierten Handlungskonzepten verstanden. Für die Schulleitung betreffen diese im Wesentlichen die Nutzung von zugewiesenen erweiterten Handlungsspielräumen und die Verantwortungsübernahme für die an qualitätsorientierten Bezugsnormen ausgerichtete Entwicklung ihrer Schulen. Vor diesem Hintergrund werden nachstehend Befunde aus der explorativ angelegten, international vergleichenden Schulleitungsstudie "Leadership Improvement for Student Achievement" (LISA) zu Zusammenhängen zwischen unterschiedlichen Ausprägungsgraden schulischer Entscheidungsmöglichkeiten und praktizierten Führungsstilen berichtet, die auf mögliche Bruchstellen zwischen der intendierten Ermöglichung und Realisierung effektiven Schulleitungshandelns verweisen.
Abstract (english):
In recent years, initiatives and measures targeting the assurance and development of individual school quality have led to changes in the conditions of school leadership actions in the context of the education systems. From the perspective of educational policy, these "new" contextual conditions are often conceived in terms of enabling an enforced concern for effective (i. e. outcome-oriented) concepts of action. As far as school leaders are concerned, this mainly refers to using assigned enhanced realms of action and taking on responsibility for the development of their schools, based on quality-oriented reference norms. Against this background, findings from an explorative, international comparative school leadership study, "Leadership Improvement for Student Achievement" (LISA), are reported, investigating into the relationship between different degrees of "school autonomy" and applied leadership styles, delivering insights into possible points of breakage between intended enablement and actual implementation of effective leadership actions.

Abstract:
Alle jüngeren Veränderungen in den Schulgesetzen der Länder der Bundesrepublik Deutschland zielen auf Qualitätssteigerung durch Stärkung der Selbständigkeit von Einzelschulen und damit einhergehenden, selbst initiierten und selbst gesteuerten Entwicklungsprozessen, die mit externer Standardsetzung und verstärkter Ergebniskontrolle verknüpft werden. In diesem Zusammenhang ist die Rolle von Schulleitung als zentralem Akteur bei der Umsetzung dieser Konzeptionen zunehmend ins Blickfeld der empirischen Schulleitungsforschung gerückt. Nachgegangen wird dabei insbesondere Fragen des strategischen Managements im Sinn mittel- und langfristiger Schulentwicklung. Mit der Veränderung rechtlicher Zuständigkeiten und Pflichten entstehen neue intra- wie interinstitutionelle Verantwortungsgefüge (shift of powers). Sie bedeutet in letzter Konsequenz auch eine Reorganisation des bisherigen Schulleitungshandelns (shift of tasks). Es ist jedoch derzeit noch offen, ob, wie und in welchem Umfang der shift of powers und shift of tasks, also die (aktive) Wahrnehmung von mehr Verantwortung in zunehmend komplexeren Tätigkeitsfeldern, in der sozialen Realität der einzelnen Schule gelingen kann. Um aber empirisch zu klären, inwieweit die soziale Realität des Systems Schule mit seinen zahlreichen handlungsleitenden einzelorganisations- wie situationsbezogenen Problemlagen und Herausforderungen diese bildungspolitische Erwartungshaltung einlösen bzw. reflektieren kann, muss insbesondere der Anwendungskontext von unterschiedlichen Handlungsvarianten aus Sicht der Schulleiterinnen und Schulleiter betrachtet werden. In dieser zentralen personenbezogenen Blickrichtung ist nach den Interessen und Grundvoraussetzungen zu fragen, mit denen Schulleitungsmitglieder solchen Prozessen begegnen. Solche Perspektiven hat die empirische Schulforschung zwar eingenommen, bislang aber nur wenig konturieren können (Schulleitung als Beteiligte an "Neuen Steuerungskonzepten"). Unbeantwortet bleiben Fragen nach Zweck und Funktion von steuerungsrelevanten Maßnahmen in Abhängigkeit von der Realisierungsbereitschaft und Kompetenzen der Schulleiterinnen und Schulleiter sowie nach den Grenzen von Gestaltungsspielräumen.

Abstract (english):
The idea that emerges from this special issue on School leadership and its effects on student achievement is that the future of this field of research lies not simply with more complex statistical analyses and large international studies; on the contrary, the way forward for the years to come is to advance the field through a greater number of studies of the unique characteristics of the context of each educational system, its history, culture and local needs. The quest for leadership effectiveness can be better conducted at the local level. In short, the future of school leadership and its effects on student achievement rest on the premise that, even though we are dealing with global concerns and issues, the solutions must be local. School leaders need to be able to understand the complexity of the system and the complexity of the self. They need to be familiar with the potential stumbling-blocks that may exist (both within the self and within the context) and how these obstacles can become challenges that they will need to overcome. School leadership must shape the school and its context in such a way that the teachers who work there can then ideally be more effective in supporting their pupils to achieve better learning outcomes.

The overall purpose of the European Union-funded Leadership Improvement for Student Achievement (LISA) project was to explore how leadership styles, as conceptualized in the developed dynamic holistic leadership framework, directly or indirectly affect student achievement at the lower secondary level of education in seven European countries. This paper seeks to address this issue. In its methodological design the study is a mixture of research methods and collaborative action research shared by acting school leaders and researchers. A series of statistical analyses was carried out in order to gather evidence whether the data from the LISA project supported the initially developed holistic leadership theoretical framework. Consequently, first some descriptive statistics are introduced in order to acquaint the reader with the kind of data the survey used from the schoolteacher questionnaires. Further, some explanations are laid out with regard to the methodologies employed in order to analyze the data, such as the treatment of missing data and exploratory and confirmatory factor analysis structural equation models (SEM); then, a description of the main findings is offered through the analyses, which were conducted in order to predict school performance level from the relevant leadership style, followed by between-countries comparisons and analyses. Finally, an in-depth discussion and interpretations of the main findings - both integrative and concludive in nature - are offered. The quantitative analyses stemming from confirmatory factor analysis and SEM identified five robust underlying dimensions of practised leadership styles across the seven participating European countries. Furthermore, the findings stemming from the logistic regression analyses pointed out clearly the complementary inter-relationships of the main research questions of the study and analytical strands, especially with regard to the impact of certain intermediate variables on student achievement. The expected results of this approach are predominantly assumed/seen as an enrichment in the grounding of hypothetical and theoretical ideas as well as professional development for both school principals and researchers. Such an equal contribution of school leaders and school leaders' organizations and researchers could probably provide a model for future professional development programs for both groups of professionals. The overall purpose of the Commonwealth project on leadership in education assessment and development (Co-LEAD), was to find out school leaders training needs around the Commonwealth in order to provide some answers with regards to the professional development needs of school principals. The expectation was that this needs assessment study could probably form an initial base of evidence so that future research and practice might build on with regards to school leaders professional development. A mixed methods approach (e.g., both qualitative as well as quantitative) was utilized in order to carry out this study. The questionnaire consisted of 46 statements which make reference to the main functions of school leadership, such as, School Climate and School Improvement, Instructional Leadership and Human Resource Management, as well as Relations with Parents and the Community. The gap analysis method was used for the questionnaire items. Finally, complimentary to the questionnaires, it was decided to have on-site visitations and interviews with real people on the ground.
