Abstract:
Education systems are shaped by the history of the nation they are intended to serve. This chapter discusses how education systems are constructed by either putting the nation center stage or rejecting such a construct all together. Rather than focusing solely on the system level or on the political level, this chapter also examines the individual level. The systems chosen as examples here are those of France and Canada, as these can be seen as opposed conceptions which exemplify how differently national identities can be constructed in the light of globalized and ongoing changes in citizenship. Abstract:
Der Essay basiert auf einem kritischen Ansatz zur Konzeption eines Nationalstaates, der auf der ausschließlichen Herrschaft einer ethnischen Gruppe und einer "Nationalsprache" errichtet worden ist. Diese Konzeption führt auf die Entstehung des "Nationalstaates" im 18. Jahrhundert zurück und wird durch einige historische Beispiele beleuchtet. Sie zeigen, dass diese Konzeption in den meisten Fällen nicht auf Tatsachen beruht, sondern vielmehr auf dem ideologischen Konzept eines engen Nationalismus. Folglich endet die Analyse mit dem Plädoyer für einen Staat als eine Gemeinschaft, die auf der Anerkennung multipler Identitäten und eines Multilingualismus beruht.
Abstract (english):
This essay is focused on a critical approach to the concept of a nation state which has been built on the exclusive domination of one ethnic group and on one "national language". This concept which traces back to the emergence of the 'nation state 'in the 18th century and is illustrated by a few historical examples has proved, in most cases, not to be based on real facts ,but rather on the ideological concept of a narrow nationalism. Consequently, the analysis ends up with the plea for the state as a community to be built on the acknowledgement of multiple identities and multilingualism.

Curriculumentwicklung, interkulturelle Sozialisation und Bildung, Lehrerberuf und Lehrerbildung. Der Ergänzung dient ein exemplarischer Exkurs zum Vergleich der Bildungssysteme Europas (in ihrer Gesamtheit) mit denen der Vereinigten Staaten, Australiens und Kanadas unter den Aspekten Geschichte, Steuerung, Struktur, Curriculum und Kultur. Das Kapitel endet mit offenen Fragen zur Perspektive der "Institution Schule". (DIPF/Orig./Kie)
Abstract (english):
In the last chapter of the manual "The education systems of Europe" perspectives for the development of the education systems are discussed under the following thematic issues: Educational sovereignty, opening of schools, curriculum development, intercultural socialisation and education, teaching profession and teacher education. The country studies are completed by an exemplary excursion comparing the education systems of Europe (in their totality) with those of the United States, Australia and Canada in view of history, governance, structure, curriculum and culture. The chapter ends by open questions concerning the perspective of the "school as institution". (DIPF/orig./Kie)

Abstract:
Die gegenwärtige Periode deutet einen Paradigmenwechsel in den Beziehungen zwischen dem Nationalstaat und dem "nationalen Bildungssystem" in Bezug auf die Bildungssouveränität an, die der moderne Staat seit drei Jahrhunderten besitzt. Er wird durch internationale und supranationale Institutionen herausgefordert, die aus Vereinigungen von nationalen Mitgliedsstaaten, wie die Europäische Union, entstanden sind. Jenseits dieser "öffentlichen" Institutionen wird Bildungssouveränität zu einem Ziel der Intervention durch die globalisierenden Märkte, wobei GATS als einflussreichste Agentur tätig ist. Diese Beobachtung weist den Weg zur "Vorgeschichte" der Bildungssouveränität vor dem Aufstieg des modernen Staates. Dieses Thema wird mit besonderer Berücksichtigung der Beziehungen zwischen dem öffentlichen und nichtöffentlichen Sektor von Bildungssystemen in diesem historischen Prozess diskutiert.
Abstract (english):
The current period signals a shift of paradigm in the relations between the nation-state and the 'national education system' with regard to the educational sovereignty the modern state has held for three hundred years. It is challenged by international and supranational institutions emerging from associations among national member states, such as the European Union. Beyond these 'public' institutions educational sovereignty becomes a target of interventionby the globalising markets, whereby GATS acts as their most influential agent. This observation points the way to the 'pre-history' of educational sovereignty before the rise of the modern state. This topic is discussed with special regard to the relations between the public and non- public sector of education systems in this historical process.

Abstract (english):
Regarding the different national education systems of modern Europe comparable features of diversity can be observed, as well as a wide range of similarities, e.g. compulsory school attendance, the horizontally structured school system or core subjects. "In the current period education systems are affected by growing influence of global changes, concerning both their internal processes and their positions in the perceptions by the society." The author points out that since this trend is marked by strong dynamism, exact predictions on times to come are very difficult; thus his "predictions at the beginning of the 21st century" are made "on the proviso that they need to be revised even in the near future." The author's considerations are focused on the following criteria which mirror trends to be observed in all European education systems: Educational sovereignty; opening of schools; curriculum development; intercultural socialisation and education; teaching profession and teacher education. In an exemplary excursion into the comparative domain Europe as educational space in its own right is compared to the United States, Australia and Canada. Abstract:
In der ganzen Welt liegt die Verantwortlichkeit für das formale Bildungswesen in den Händen des modernen Nationalstaates, der die verfassungsmäßigen und gesetzlichen Grundlagen schafft sowie die Mechanismen der Planung, Verwaltung und Kontrolle einsetzt. Als Gegenkraft zu diesem Staatsmonopol ist die Region entstanden. Sie hat eine lange Geschichte, vor allem in föderal verfassten Staaten, wo Bundesländer, Kantone oder Gemeinschaften für das Bildungswesen zuständig sind. In der Gegenwart sind dazu neue Formen von Regionen in vielen europäischen Staaten entstanden, in denen ähnliche Trends zu beobachten sind. In diesem Beitrag werden rechtliche, politische und strukturelle Fragen anhand von fünf Fallstudien untersucht. Die abschließende Frage nach den Perspektiven der Regionalisierung des Bildungswesens wird damit beantwortet, dass die Wirkungen der weltweiten Fortschritte von Pluralismus, Föderalismus und Multikulturalität in ihrer unterstützenden Funktion identifiziert werden.
Abstract (english):
All over the world formal education is the responsibility of the modern nation- state, setting the constitutional and legal provisions as well as executing the mechanisms of planning, administration and control. As a counter-force to the state monopoly the region has recently emerged. I has a long history, above all in states constituted as federations, where education systems are, for instance, maintained by federal states, cantons or communities. In the current period new forms of regions have been constituted in many European countries with similar trends to be observed. In this article legal, political and structural issues are investigated by presentation of five case studies. The concluding question concerning the perspectives of regionalising the education systems is answered by the identification of the worldwide progress of pluralism, federalism and multiculturalism in their supporting functions.

Wenn wir "Bildungssysteme" als institutionelle Einheiten begreifen, die durch gemeinsame Rechtsgrundlagen, Organisationsstrukturen, Bildungsziele und Werteordnungen konstituiert sind, deutet die gegenwärtige Periode auf ihren Verfall hin. Dieser indiziert den Beitrag des globalen Trends zum Verfall des modernen Nationalstaats, wie dieser die politische Landkarte Europas dreihundert Jahre gekennzeichnet und sich allmählich auf die anderen Kontinente ausgedehnt hat. Daher müssen Bildungssystem in ihrer "staatsgebundenen" Verfasstheit als eine Kategorie von "organisierten Räumen" innerhalb einer gegebenen historischen Periode identifiziert werden - und nicht als zeitloses Phänomen. Dieses Verständnis der gegenwärtigen "Bildungssysteme" weist den Weg zur Konzeption von "Bildungsräumen" in Perioden, die dem modernen Staat vorausgehen und den heutigen Übergangszustand kennzeichnen. Der gegenwärtige Verfall "staatsgebundener" Bildungssysteme wird durch das Entstehen regionaler "Bildungsräume", die Expansion des privaten Sektors und schließlich die Invasion von sich globalisierenden Märkten in die "Wissensgesellschaft" demonstriert.
Abstract (english):
If by "education system" we understand institutional units, constituted by common legal provisions, organisational structured, curricular goals and value foundations, the current period signals their decline, indicating the decline of the modern nation state, as has characterised the political map of Europe for three hundred years and gradually expanded to the other continents. Therefore education systems in their "state-bound" constitution must be identified as a category of "organised space" within a given historical period - and not as a perpetual phenomenon. The understanding of the current "education system" points the way to the concept of "educational spaces" in periods preceding the modern nation state and helping to identify the current stages of transition, indicated by the emergence of regional "educational spaces", by the expansion of private sectors and, finally, by the invasion of the globalising markets into the "knowledge society".
