Abstract: Der Begriff "BRICS" bezeichnet gemeinhin die Staaten Brasilien, Russland, Indien, China und Südafrika. Diese Abkürzung stammt aus dem wirtschaftlichen Bereich und tauchte zuerst in einem Papier der Großbank Goldman Sachs im Jahr 2001 auf. Dort wurde zunächst von den BRIC gesprochen, die als "emerging markets" (aufstrebende Märkte / Wachstumsmärkte) das Interesse der Wirtschaftsfachleute erregten. - Die Länder selbst begannen ihre Kooperation unter dem Label "BRIC" 2006 mit einem Treffen ihrer Außenminister. Seit 2009 gibt es ein jährliches Gipfeltreffen (BRICS Summit) der Staatsoberhäupter der jeweiligen Länder. Seit 2011 nimmt auch Südafrika an dem Gipfeltreffen teil. Das, was als ökonomische Etikettierung von außen begann, wandelte sich zu einem Zusammenschluss der betreffenden Länder. Neben wirtschaftlichen Interessen wurden nun auch die politische und die kulturelle Zusammenarbeit thematisiert. Bildung Weltweit setzt in diesem Webdossier den Fokus speziell auf die Bildungssituation und auf die Zusammenarbeit der BRICS im Bildungsbereich. Außerdem wird auch das deutsche Engagement in und die Kooperation mit den BRICS-Ländern im Bildungsbereich beleuchtet. Das Dossier ist wie folgt gegliedert: Bildungswesen in Brasilien; Bildungswesen in Russland; Bildungswesen in Indien; Bildungswesen in China; Bildungswesen in Südafrika; BRICS-Kooperationen.
Abstract (english): Generally speaking, the term "BRICS" refers to Brazil, Russia, India, China and South Africa. The abbreviation was coined in economics and first appeared in a paper presented by Goldman Sachs in 2001. Initially, the term "BRIC" (at the beginning without South Africa) was used to characterize "emerging markets" - triggering the economists' interest. Respective countries themselves began to co-operate as "BRIC" states in 2006 when their foreign secretaries met for the first time. Since 2009, annual BRICS Summits have been held by the respective heads of state; South Africa has participated in the Summits since 2011. What began as an economic label has now transformed into a collaboration of the states. Besides discussing economic issues, political and cultural collaboration are now being targeted. By presenting a web dossier, Education Worldwide places its focus on education and the collaborative efforts of the BRICS countries in this field. Furthermore, light is shed on the German engagement in and cooperation with the BRICS states, particularly concerning education. Abstract (english): Nowadays, some key terms are evoked in Germany when Russia is mentioned: Pussy Riot, Gazprom, "flawless democrat"… In 2008, the former President and Nobel Prize winner Mikhail Gorbachev published an open letter taking a stand against biased pictures of Russia. Education Worldwide aims to add another dimension to the perception of Russia and presents a web dossier with an overview of the education system of Russia. Abstract: Die Studie vergleicht die schulischen Qualitätssicherungssysteme in zehn Saaten (Deutschland, Estland, Israel, Lettland, Litauen, Polen, Russland, Tschechien, Ukraine und Weißrussland). Dabei wird ein Schwerpunkt auf den Bereich der Politischen Bildung in Unterricht und Schulkultur gelegt. Die Länderstudien verfolgen weiterhin das Ziel, die Bedingungen für eine Nutzung des "Tool for quality assurance in education for democratic citizenship in schools" zu analysieren. Diese Handreichung wurde im Jahr 2005 von Europarat und UNESCO veröffentlicht um den Mitgliedsländern ein gemeinsames Referenzmaterial in der Entwicklung eigener Praktiken zur Verfügung zu stellen.(DIPF/Autor)
Abstract (english): This publication presents an overview, from international perspectives, of the applicability and relevance of the Tool for Quality Assurance of Education for Democratic Citizenship in Schools, published jointly by UNESCO, the Council of Europe and the Centre for Educational Policies. Based on 10 country reports, it examines quality assurance requirements in the field of education for democratic citizenship (EDC) and compares the specific evaluation systems in those countries. lt also provides a feasibitity study on relevant conditions for implementing the Tool and aims to serve as a set of orientation guidelines for policy makers, a case study on implentation tor researchers and a source book for education practitioners.(DIPF/Orig.)

Abstract: Der Zusammenschluss einzelner Bildungseinrichtungen zu größeren institutionellen Verbünden ist ein Phänomen, das auf dem Hintergrund des neoliberalen Paradigmas in der Bildungspolitik und -praxis neuerdings international an Bedeutung gewonnen hat. Anhand der rasch wachsenden Zahl und Vielfalt so genannter "Bildungskomplexe" innerhalb des Bildungswesens der Russischen Föderation lassen sich die offenen bildungspolitischen und systematischen Fragen beispielhaft verdeutlichen, die mit derartigen Zusammenschlüssen verbunden sind. Der vorliegende Beitrag geht der Entwicklung der Bildungskomplexe und ihren wechselnden Aufgabenstellungen in den anderthalb Jahrzehnten seit dem Umbruch imBildungswesen Russlands nach; zugleich beleuchtet er das Spannungsverhältnis zwischen angestrebten und tatsächlichen Auswirkungen. Ein abschließender Überblick über die Expertendebatte ist auf die umstrittene Frage konzentriert, welche Veränderungen die Zusammenschlüsse für die Bildungsgerechtigkeit und den Zugang zu qualitätsvollen Bildungsangeboten mit sich bringen. Abstract (english): The integration of different educational institutions into greater educational complexes in many countries became a new phenomenon within the framework of the widespread neoliberal paradigm in education politics and practise. Thisis the case for the development of Russian education, too, and the Russian experience, gathered since 1992, is of interest with regard to the international educational scene. Description and interpretation of the growing number, the formal and systemic diversity of educational complexes in Russia additionally can open an analytical perspective on the unresolved political and systemic questions, which are on the agenda of this country.The contribution gives a portrait of the development of educational complexes and their changing functions within the past one and a half decades since the upheaval. The contribution starts with the official definition of 'obrazovatel'nyi kompleks' within the initial version of the Russian law of education (1992), and points on the question of differences between official goals and practical outcomes. Three examples, each of different levels of the educational system and radius of cooperation with non-educational institutions or political powers are presented in short: a general education school complex at Chelyabinsk, the Tomsk university complex and the Agricultural complex of Samara region. Finally arguments ("Pro and Cons") of experts' controversial discussion are pointed out. The leading question is, of what influence the complexes will be for equal admission to education and whether the process of institutional integration will strengthen the quality of educational services. Um diese Gemeinsamkeiten und Unterschiede zu erhellen, werden folgende Problembereiche untersucht: a) Verantwortlichkeiten der Dezentralisierung; Finanzierung und Privatisierung, Strukturreformen; Curriculumreformen; Evaluierung, Leistungsmessen, Prüfungen. Diese Entwicklung werden durch eine Überprüfung von Theorien untermauert, welche zur Periodisierung der gesellschaftlichen Transformationen entwickelt worden sind. Abstract (english): This study of the education system of the Russian Federation is part of the handbook "The education systems of Europe" which presents an analytical description of the education systems of all European countries, following common guidelines. The study begins with the historical background and the socio-cultural and political context of the Russian educational system which is followed by the description of the organizational and administrative context of thecurrent education system. The next step is the functioning of the current education system, beginning with a structural overview and followed by an analysis of the different levels of the education system, including post-secondary and tertiary education. The country study ends with an analysis of current problems and discussions, and opens perspectives for further development.
