Abstract (english):
This article introduces the topic of the special issue, 'Public education at the crossroads', by pointing to some of the debates and controversies surrounding the topic of public education and by framing the theme, while explaining the context and some components of the educational systems of the countries under examination - namely the USA and Germany. In both countries, control of public education is seen as the states' responsibility within the respective nation states. Despite different developments, both countries are experiencing similar challenges to public education; for example, highly diverse classroom settings, pressure from neoliberal politics, or debates about citizenship education in a world that is increasingly globalized on the one hand, and facing growing nationalism on the other. Finally, this introduction presents articles in this special issue that further discuss the competing factors bringing public education to a new crossroads. (DIPF/Orig.)

Abstract (english):
In this article, we provide a comparative analysis of public education in Germany and the US, focusing on historical and contemporary challenges to education, Bildung, and citizenry in the modern nation state. In particular, we examine relations among nation building processes and education, transnational discourses, mutual influences, and relations regarding public education over time, and identity building and citizenship within and between federal, nation state and international levels. Comparative methods are utilized to examine policy documents as well as the literature, looking for similarities and differences among key concepts and discourses. The article concludes by pointing out that a number of contemporary developments bringing public education to a crossroads today are not entirely new and that foundations of education theory are still relevant. At the same time, we suggest new cross-national dialogues regarding the challenges bringing public education to the crossroads today. (DIPF/Orig.)

Abstract:
Education systems are shaped by the history of the nation they are intended to serve. This chapter discusses how education systems are constructed by either putting the nation center stage or rejecting such a construct all together. Rather than focusing solely on the system level or on the political level, this chapter also examines the individual level. The systems chosen as examples here are those of France and Canada, as these can be seen as opposed conceptions which exemplify how differently national identities can be constructed in the light of globalized and ongoing changes in citizenship. Im Beitrag werden Forschungsergebnisse zur demokratischen Bildung referiert, die im Wesentlichen auf drei Fragen fokussiert sind: 1. Wie lässt sich die Zielgröße demokratischer Bildung bestimmen bzw. welche Art von Systematisierung für die entsprechenden Kompetenzen erscheint vielversprechend? 2. Was kann vor dem Hintergrund internationaler Vergleichsstudien über demokratische Kompetenzen deutscher Schülerinnen und Schüler gesagt werden? 3. Welche Hinweise lassen sich aus dem vorhandenen Forschungskorpus bezüglich der Wirkung verschiedener, demokratiepädagogisch relevanter Gestaltungsmerkmale von Schule und Unterricht ableiten? Abstract (english):
The influence of large-scale group score assessments on research, policy, and practice in education has increased dramatically over the past few decades. The goal of this chapter is to provide an overview of the value and scope of this program of research. The chapter begins by providing an overview of the history of large-scale assessment. Next, it focuses on current research and development surrounding the National Assessment of Educational Progress (NAEP, a government mandated assessment in the United States) and the Programme for International Student Assessment (PISA, a large-scale survey and assessment commission by the Organisation for Economic Co-operation and Development, OECD). We also briefly review other landmark large-scale group score assessments. Throughout, we highlight the growing use of noncognitive variables in these assessments. The chapter concludes with a discussion of some of the topics and approaches likely to guide future directions in this domain.

Abstract (english):
In a time where the consequences of expanding globalization and social change affect many countries, there should be a renewed interest in processes of political socialization, participation, and identity formation of men and women as global citizens. Due to recent reports of increasing ethnocentrism, xenophobia, political apathy and political distrust in adolescents and young adults in Europe and many other countries around the world, the need to re-examine cognitive, affective, normative and behavioral aspects of political identity formation has become apparent. For more than four decades, research on political socialization and political culture in the Western Industrial World has established that males and females differ in their pathways towards political understanding and in their forms of political engagement. However, most of the studies on political socialization continue to either ignore or merelyreport gender differences in political orientations that were found in their data. Little effort was made by the social sciences to explain these gender differences. Moreover, gender differences vary by country or nation state, which is due to cultural, societal, political, religious or ethnic differences. The major aim of the following special issue on genderspecific political socialization in an international perspective is to elucidate gender variations in political attitudes and political behavior. In an international perspective, five contributions from the US, Australia, Chile and Israel present new findings and insights by asking what it means growing up as a male or female adolescent citizen in the 21st century. Die Studie vergleicht die schulischen Qualitätssicherungssysteme in zehn Saaten (Deutschland, Estland, Israel, Lettland, Litauen, Polen, Russland, Tschechien, Ukraine und Weißrussland). Dabei wird ein Schwerpunkt auf den Bereich der Politischen Bildung in Unterricht und Schulkultur gelegt. Die Länderstudien verfolgen weiterhin das Ziel, die Bedingungen für eine Nutzung des "Tool for quality assurance in education for democratic citizenship in schools" zu analysieren. Diese Handreichung wurde im Jahr 2005 von Europarat und UNESCO veröffentlicht um den Mitgliedsländern ein gemeinsames Referenzmaterial in der Entwicklung eigener Praktiken zur Verfügung zu stellen.(DIPF/Autor)

This publication presents an overview, from international perspectives, of the applicability and relevance of the Tool for Quality Assurance of Education for Democratic Citizenship in Schools, published jointly by UNESCO, the Council of Europe and the Centre for Educational Policies. Based on 10 country reports, it examines quality assurance requirements in the field of education for democratic citizenship (EDC) and compares the specific evaluation systems in those countries. lt also provides a feasibitity study on relevant conditions for implementing the Tool and aims to serve as a set of orientation guidelines for policy makers, a case study on implentation tor researchers and a source book for education practitioners.(DIPF/Orig.)

Abstract:
Der Text ist die Einleitung zu Ausgabe Nr. 21 des online journals TiBi ( Trends in Bildung International). Es werden zwei Forschungsberichte aus Rumänien und der Ukraine zur Implementation des "Tool for Quality Assurance of Education for Democratic Citizenship in Schools" vorgestellt. Die Berichte können als Folgestudien zu einer Machbarkeitsstudie verstanden werden, die vom Autor 2009 herausgegeben wurde. Es findet eine Einordnung in die Politik des Council of Europe und in Fragestellungen der international vergleichenden Erziehungswissenschaft statt. Darüber hinaus werden die Leitfragen wiedergegeben, die von den beiden Forschungsberichten bearbeitet werden. (DIPF/Autor)
Abstract (english):
The paper consists of the guest editorial of issue number 21 of the online journal TiBi (Trends in Bilung International). The editorial gives an overview on the two studies which are presented by the journal. Moreover the context of the studies is explained. This contexts consists of the policy on education for democratic citizenship by the Council of Europe and in a narrower sense in the Council of Europe's intention to introduce quality assurance of education for demoractic citizenship in European schools. The two studies report on approaches to implementation in two different countries. They follow up an earlier comparative study of ten countries. While this more comprehensive study analyses the preconditions and opportunities for implementing a material of the Council of Europe, TiBi presents studies on countries, where real implementation took place.
