Abstract:
Das Handbuch funktioniert als Nachschlagewerk, das Theorie, empirische Forschung und praxisrelevante Erkenntnisse aus den dynamischen Forschungsfeldern Mehrsprachigkeit und Bildung in ihrer Verschränkung präsentiert. Die behandelten Themen schließen den internationalen Stand der Forschung und Entwicklung ein. Beiträge über Traditionen der Konzeptualisierung von Sprache und Bildung ermöglichen ein besseres Verstehen heutiger 'Normalvorstellungen' und repräsentieren multidisziplinäre Perspektiven. Abstract:
Die Sekundarstufe ist gekennzeichnet durch eine Sequenz von Übergängen, an denen Ungleichheiten durch Leistungsdisparitäten (primäre Effekte) und Bildungsentscheidungen (sekundäre Effekte) nach sozialer Herkunft relevant werden. Diese Herkunftseffekte werden mit dem vorliegenden Beitrag erstmals anhand von Daten einer vollständigen Schülerkohorte (Hamburger KESS-Studie) über den gesamten Verlauf der Sekundarstufe vom Übergang ins Gymnasium bis zur Studienintention analysiert. Eine Dekomposition und Quantifizierung primärer und sekundärer Effekte mit der KHB-Methode erfolgt dabei erstmals auch für den Eintritt in die Oberstufe. Abnehmende absolute Herkunftseffekte über den Bildungsverlauf, auf die bisherige Befunde verschiedener Stichproben verweisen, können mit dieser Studie zum Teil bestätigt werden. Zum vermuteten relativen Bedeutungszuwachs sekundärer Effekte zeigen die Ergebnisse kein eindeutiges Muster: Beim Wechsel ins Gymnasium überwiegen primäre Effekte leicht, wenn Noten als Leistungsindikator verwendet werden. Beim Eintritt in die Oberstufe bleibt die Relation nahezu unverändert. Erst bei der Studienintention fällt die relative Bedeutung sekundärer Effekte größer aus.
Abstract (english):
Secondary education is characterised by a sequence of transitions that are linked to educational inequality. Regarding social background effects, inequalities relate to disparities in educational achievement (primary effects) and educational decisions (secondary effects). In the present study, both primary and secondary effects are analysed based on an entire student cohort in the Hamburg school system (KESS study) across the course of secondary education, i.e. from entering secondary school to aiming for higher education. The KHB method is applied in order to decompose the effects, including transitions to upper secondary education. In line with previous research, total social background effects decrease across educational trajectories. No clear pattern emerges concerning an assumed increase in the relative importance of secondary effects. Primary effects operationalised by school grades are slightly predominant in the transition to lower secondary education, and nearly the same ratio is found for the transition to upper secondary education. However, regarding the aim to enter higher education, the relative importance of secondary effects is more clearly discernible.

Abstract:
Der Beitrag gibt im ersten Teil einen Überblick über die Aufwendungen für Bildung und deren Finanzierung in der Abgrenzung des Bildungsbudgets. Zur Bewertung der Finanzsituation werden anhand verschiedener Indikatoren deren Entwicklung im Zeitablauf, Deutschlands Position im internationalen Vergleich sowie der Vergleich mit vereinbarten bildungsbezogenen Finanz- und Sachzielen dargestellt. Im zweiten Teil des Beitrags wird eine Einschätzung des zukünftigen Finanzmittelbedarfs vorgenommen, basierend auf vorliegenden Vorausberechnungen und geplanten Reformmaßnahmen. Es schließen sich Überlegungen an, wie dem Bildungsbereich in Zukunft eine angemessene Mittelausstattung gesichert werden kann: durch intrasektorale Mittelumschichtung, die Ausschöpfung von Effizienzreserven und die verstärkte Nutzung privater Finanzierungsquellen. Abstract:
Die umfassend neu bearbeitete 3. Auflage der "Bildungssysteme Europas" beschreibt - in dieser Form bisher einmalig - die Bildungssysteme aller souveränen Staaten Europas. Erstmals aufgenommen wurde zudem auch eine Beschreibung des Bildungssystems im Kosovo. Als einziger der sechs europäischen Zwergstaaten wurde der Vatikanstaat nicht berücksichtigt, da seine einzelnen exterritorialen Bildungseinrichtungen kein geschlossenes Bildungssystem darstellen. Autonome, aber abhängige Gebiete wurden nur dann explizit berücksichtigt, wenn sich ihr Bildungssystem deutlich von dem des jeweiligen Staates unterscheidet. Derzeit trifft das nur auf die Färöer zu. Somit enthält der Band die Beschreibung und Analyse von insgesamt 50 Bildungssystemen. Dass im Titel - anders als in den beiden bisherigen Auflagen - der Begriff "Schulsysteme" durch "Bildungssysteme" ersetzt wurde, hat eine inhaltliche Bewandtnis. Zwar steht in allen Länderbeiträgen immer noch das Schulwesen im Mittelpunkt der Darstellungen, aber der neue Titel signalisiert dessen Einbindung in den Kontext des gesamten Bildungssystems. Die Herausgeber reagieren damit auf die Perspektiven der Bildung im Lebenslauf und des lebenslangen Lernens. Die "Bildungssysteme Europas" streben nicht nur eine systematische Verbesserung der Informationslage über Bildung in den einzelnen Staaten an, sondern sie zielen durch eine Verknüpfung von Deskription und analysegeleiteter, problemorientierter Darstellung auch auf eine hinreichende Tiefe der Analysen und die Ermöglichung des Vergleichs. Die einzelnen Länderbeiträge sind daher in ihrer Grundstruktur einheitlich gegliedert. Zur Unterstützung der vergleichenden Perspektive enthält der Band zusätzlich zu den Länderbeiträgen erstmals einen historisch-vergleichenden Überblick über die Bildungsentwicklung in Europa.
