Abstract (english): The paper presents a multilevel item response model for item position effects. It includes individual differences regarding the position effect to which we refer to as the persistence of the test-takers. The model is applied to published data from the PISA 2006 science assessment. We analyzed responses to 103 science test items from N = 64.251 students from 10 countries selected to cover a wide range of national performance levels. All effects of interest were analyzed separately for each country. A significant negative effect of item position on performance was found in all countries, which is more prominent in countries with a lower national performance level. The individual differences in persistence were relatively small in all countries, but more pronounced in countries with lower performance levels. Students' performance level is practically uncorrelated with persistence in high performing countries, while it is negatively correlated within low performing countries.

Abstract (english): Objective: To study normative data and psychometric properties of the Thai Strengths and Difficulties Questionnaire (SDQ; parent-, teacher-, and self-rated forms), which addresses positive and negative aspects of children's and adolescents' behaviour and generates clinically relevant scale scores.
Materials and Methods: Using multistage random cluster sampling method, data were collected in 13 provinces from parents, teachers, and as self-reports of 9,491 children aged between 5 and 16 years. Evaluation methods included scale reliability analyses (Cronbach s alpha), correlations with age and among scales, testing for gender effects, and comparing urban and rural regions. A factor analysis examines the specific scale structure of the Thai parent-rated SDQ. Bandings are recommended to identify normal, borderline, and abnormal score ranges.
Results: Problem scores were higher than those observed in Western countries, stressing the necessity to establish national norms. Thai SDQ norms identify probable behaviour problems if the total difficulties score is 19-40 in the parent-rated form,17-40 in the teacher form, and/or 19-40 in the self-report. Internal reliabilities were satisfactory for all but one subscale. Age and gender effects on SDQ scores as well as correlations between subscales were well in line with the English original and its many other translated versions.
Conclusion: The Thai SDQ was shown to possess sufficiently favourable psychometric properties. Thus, this instrument promises to be a useful assessment and screening tool, as in other parts of the world. Ongoing validation studies and cross-cultural comparisons will provide further culture-specific findings.

Abstract: Ausgehend von der These, daß internationale Austausche von Experten in der beruflichen Bildung wie der Internationale Fachkräfteaustausch ( IFKA) der von der Carl Duisberg Gesellschaft im Auftrag des Bundesministeriums für Bildung und Forschung durchgeführt wird, mit dazu beitragen können, die Entwicklung der beruflichen Bildung in Deutschland durch transferfähige An- regungen und Beispiele zu fördern, werden 37 nationale Berufsbildungssysteme daraufhin überprüft, ob sie entsprechende innovative Strukturen enthalten. Im Kapitel 5 werden die Profile der Berufsbildungssysteme im Kontext der allgemeinen Bildungssysteme dargestellt sowie ihre Besonderheiten und das Innovationspotential herausgearbeitet. Diese Zusammenfassungen beruhen auf den Einschätzungen von Länderexperten. Da diese kurzen, auch wertenden Darstellungen nachvollziehbar sein müssen, ist dafür ein Basiswissen über das jeweilige nationale Berufsbildungssystem erforderlich. Deshalb werden dafür ergänzende Literaturhinweise und nationale Internet-links gegeben. Die folgenden Länder wurden aufgenommen: Argentinien, Australien, Brasilien, Bulgarien, Chi-le, China (Volksrepublik), Dänemark, Finnland, Frankreich, Griechenland, Großbritannien: England/Wales, Großbritannien: Schottland, Indonesien, Irland, Italien, Japan, Kanada, Korea (Republik), Malaysia, Niederlande, Norwegen, Österreich, Polen, Rumänien, Russische Föderation, Schweden, Schweiz, Slowakische Republik, Spanien, Südafrika, Taiwan (R. O.C), Thailand, Tschechische Republik, Türkei, Ungarn, USA, Vietnam, Zypern. Neben der länderspezifischen Literatur Internet-links in Kapitel 5 enthält das Kapitel 6 ergänzende Literatur und eine Bibliographie zu Internationalen Austauschmaßnahmen. Außer den drei Autoren (Hellwig, Lauterbach, von Kopp), deren Forschungsschwerpunkt im Deutschen Institut für Internationale Pädagogische Forschung die Vergleichende Berufsbildungs- forschung ist, arbeiteten weitere 14 ausgewieseneLänderexperten an dieser Studie mit. Da Schlagworte wie 'best practice', 'good practice', 'borrowing', ' lending' "Lernen vom Aus-land" usw. ein wichtiger Hintergrund bei der Auseinandersetzung mit einem ausländischen Bil-dungssystem und den daraus gewonnenen Anregungen für die Reformdiskussion in Deutschland sind, werden die Zusammenhänge dieser plakativen Begriffe mit der Vergleichenden Erziehungswissenschaft und der Vergleichenden Berufsbildungsforschung in einem besonderen Kapitel herausgearbeitet. Im übrigen verstehen wir die einzelnen Übersichten als stark verdichtete Anregungen zur eventuellen weiteren Beschäftigung mit dem einen oder anderen Land sowie als Motivation, die aktuellen Themen der heutigen Berufsbildungsproblematik unter Bezug auf globale, gemeinsame wie auch vielfältig individuelle, historisch gewachsene Formen der einzelnen Länder zu diskutieren.
Abstract (english): Starting from the international exchange programs for experts of vocational education and training, such as the program for International Exchange of Experts (IFKA) organised by Carl Duisberg Gesellschaft on behalf of the Federal Ministry of Education and Research, can contribute to the promotion of the development of vocational education and training in Germany by transferable ideas and examples, 37 national vocational education and training systems are e xamined to find out whether they contain corresponding innovative structures. Chapter 5 presents the profiles of vocational education and training systems in the context of the general education system, and brings out their special features and the innovation potential. These summaries are based on the esti mations of regional experts. As these short, and also rating, presentations have to be comprehensible, basic knowledge of the corresponding national vocational education and training system concerned is required. For this purpose, additional references to literature and national internet links are given. The following countries were included: Argentina, Australia, Brazil, Bulgaria, Chile, (People's Republic of) China, Denmark, Finland, France, Greece, Great Britain: England/Wales, Great Britain: Scotland, Indonesia, Ireland, Italy , Japan, Canada, (Republic of) Korea, Malaysia, the Netherlands, Norway, Austria, Poland, Romania, Russian Federation, Sweden, Switzerland, Slovakian Republic, Spain, South Africa, Taiwan (R.O.C), Thailand, Czech Republic, Turkey, Hungary, USA, Vietnam, Cyprus. Apart from the country-related literature and internet links in chapter 5, chapter 6 contains additional literature and a bibliography on international exchange programs. Besides the three authors (Hellwig, Lauterbach, von Kopp), whose research work is mainly focussed on the comparative vocational education and training research at the German Institute for International Educational Research, other 14 proven regional experts are involved in this study. Since terms like 'best practice', 'good practice', 'borrowing', 'lending' "learning from foreign countries", etc. constitute an important background for the examination of a foreign education system and for the ideas gained theref rom for the reform discussion in Germany, the relation of these striking terms to the comparative educational science and to the comparative vocational education and training research are brought out in a chapter of their own. As for the rest, we understand the individual overviews as highly condensed stimuli to a possibly continued study of one country or the other, as well as a motivation to discuss the current topics of present problems concerning vo cational education and training with reference to global, common, as well as diverse individual, historically evolved forms of the individual countries.

Abstract: In der Bildungsplanung des Landes nimmt die berufliche Bildung einen bedeutenden Platz ein. Sie erfolgt sowohl in einer formalen als auch in einer nichtformalen Kategorie. Der Beitrag erläutert die Typen der Einrichtungen, die berufliche Bildung auf dem postsekundären Niveau anbieten. Insgesamt wird verdeutlicht, welchen raschen Wandel das Berufsbildungssystem in der dynamischen Entwicklung dieses asiatischen Landes erfährt.
Abstract (english): Technical and vocational education and training ranks very high in the educational planning of the country. It takes place both in a formal and in a non-formal category. The treatise explains the types of institutions providing vocational education and training at the post-secondary level. All in all, the fast process of change that the technical and vocational education and training system is undergoing in the dynamic development of this Asian country is clearly shown.
