(DIPF/Verl.)

Abstract (english): The handbook focuses on and compares the education systems in the three Americas: North, Central and South America, and includes a chapter on most countries in the region. The chapters follow a common structure and include schematic diagrams of the structure of mainstream education from pre-primary to tertiary level. Each chapter starts with a description of the historical and social foundations of the education system from the post-World War II period up to today, including political, economic and cultural contexts and conditions. By highlighting important dates and structural decisions, the current education system can be understood as resulting from past developments. The first part ends with a description of the transitions to the labour market that are offered, and the way in which these are organized in the education system described. The second part consists of an overview of the institutional and organizational principles as well as the structure of education from pre-primary to tertiary level. It includes a focus on legislative bases and financial provisions for the education system and a description of the structure by using the ISCED-classification. It further includes information of the supply of human resources such as teachers and other educators. The third and final part of the handbook discusses selected educational trends and aspects. In this context, three topics are of particular interest: dealing with inequality, ICT and digitization activities, and STEM-related policies and programmes. (DIPF/Orig.)

Abstract (english): In the field of education, transatlantic discourse has been shaped by an
exchange of ideas for a long time. Over the past two decades, education
science has increasingly become internationally networked. Since 2015,
the Office for International Cooperation in Education at DIPF | Leibniz
Institute for Research and Information in Education has organized international sessions on education research at the Annual Meetings of the
American Educational Research Association, thus providing a floor for
transatlantic exchange on current research topics. The volume gives an
overview of the transatlantic activities in education research with regard
to these sessions. It represents a collection of topics ranging from school
development to the use of large-scale assessment and digital data in
education to questions related to migration and public education, or the
economization of education. Moreover, the volume offers a reflection on
the gains respectively obstacles linked to international exchange.

Abstract (english): Theoretical Background: Although research suggests that parents become more involved in the homework process when their child exhibits problems in school, most research has not focused on children with learning disorders (LDs). Therefore, little is known about how parents of children with LDs support their children's learning. In addition, only a few longitudinal studies exist, even though parental homework involvement is likely to change throughout schooling. Objective: Parental homework involvement for children with and without LDs during the transition from primary to secondary school was examined. Specifically, we investigated (a) interindividual differences in the amount of homework support provided by parents of children with and without LDs, as well as (b) the linear trend and the interindividual stability of parents' homework involvement. Method: In this 2-year longitudinal study, 82 parents (47 parents of a child with LDs) completed a questionnaire on homework involvement at four measurement points every 6 months. The questionnaire consisted of four scales: (a) parental competence regarding help with homework, (b) parental homework control, (c) parent-child conflicts during homework, and (d) parents' effort attribution. Results: Bivariate correlations between the scales were mostly insignificant with two exceptions: (1) the more competent parents felt in helping with homework, the more they made use of control, and (2) parents who made more use of homework control, reported more parent-child conflicts than parents who controlled their child's homework to a lesser extent. Latent change score models revealed that parents continuously reduced homework control over the 2-year period and that parent-child conflicts during homework also significantly decreased - both for families of children with LDs and those without. The interindividual differences between parents, however, remained relatively constant over time, suggesting high rank-order stability of parental homework involvement. The results further showed that compared with parents of children without LDs, parents of children with LDs reported a higher frequency of homework control and increased homework conflict. They also felt less competent to effectively help with homework. Significant group differences were also found concerning parents' emphasis on effort: Parents of children with LDs attributed school success less strongly to effort. Discussion and Conclusion: Overall, the study showed that the homework situation is more stressful in families of children with LDs than in those without LDs. The longitudinal results further support the idea that parental homework involvement does not remain consistent over time but rather undergoes some changes as children grow older and transfer to secondary school. Thus, caution is warranted when generalizing results from cross-sectional studies on parental homework involvement to different grade levels. (DIPF/Orig.)

Abstract (english): Qualitative science methods have largely been omitted from discussions of open science. Platforms focused on qualitative science that support open science data and method sharing are rare. Sharing and exchanging coding schemas has great potential for supporting traceability in qualitative research as well as for facilitating the reuse of coding schemas. In this study, we present and evaluate QualiCO, an ontology to describe qualitative coding schemas. Twenty qualitative researchers used QualiCO to complete two coding tasks. In our findings, we present task performance and interview data that focus participants' attention on the ontology. Participants used QualiCO to complete the coding tasks, decreasing time on task, while improving accuracy, signifying that QualiCO enabled the reuse of qualitative coding schemas. Our discussion elaborates some issues that participants had and highlights how conceptual and prior practice frames their interpretation of how QualiCO can be used. (DIPF/Orig.)

Abstract: Prior research has shown that English learner (EL) classification is consequential for students; however, less is known about how EL classification affects student outcomes. In this study, we examine one hypothesized mechanism: teacher perceptions. Using a national data set (Early Childhood Longitudinal Study-Kindergarten Cohort of 2010-2011 or ECLS-K:2011), we use coarsened exact matching to estimate the effect of kindergarten EL status on teachers' perceptions of students' academic skills. We further explore whether that impact is moderated by instructional setting (bilingual vs. English immersion). We find evidence that EL classification results in lower teacher perceptions. This impact is, however, moderated by bilingual environments. In bilingual classrooms, we do not find evidence that EL classification results in diminished perceptions. This study adds to research on teacher perceptions and the effects of EL classification. (DIPF/Orig.)

Abstract (english): This article introduces the topic of the special issue, 'Public education at the crossroads', by pointing to some of the debates and controversies surrounding the topic of public education and by framing the theme, while explaining the context and some components of the educational systems of the countries under examination - namely the USA and Germany. In both countries, control of public education is seen as the states' responsibility within the respective nation states. Despite different developments, both countries are experiencing similar challenges to public education; for example, highly diverse classroom settings, pressure from neoliberal politics, or debates about citizenship education in a world that is increasingly globalized on the one hand, and facing growing nationalism on the other. Finally, this introduction presents articles in this special issue that further discuss the competing factors bringing public education to a new crossroads. (DIPF/Orig.)

Abstract (english): In this article, we provide a comparative analysis of public education in Germany and the US, focusing on historical and contemporary challenges to education, Bildung, and citizenry in the modern nation state. In particular, we examine relations among nation building processes and education, transnational discourses, mutual influences, and relations regarding public education over time, and identity building and citizenship within and between federal, nation state and international levels. Comparative methods are utilized to examine policy documents as well as the literature, looking for similarities and differences among key concepts and discourses. The article concludes by pointing out that a number of contemporary developments bringing public education to a crossroads today are not entirely new and that foundations of education theory are still relevant. At the same time, we suggest new cross-national dialogues regarding the challenges bringing public education to the crossroads today. (DIPF/Orig.)
