Abstract: Lesekompetenz ist die zentrale Grundlage für das gesamte schulische sowie außerschulische Lernen, gesellschaftliche Teilhabe und den weiteren Lebensweg der Schülerinnen und Schüler. Sie ermöglicht es, Informationen aus schriftlichem Material zu entnehmen, Inhalte zu verknüpfen, Schlussfolgerungen zu ziehen und Inhalte, Quellen sowie Intentionen kritisch zu reflektieren. Seit nun 20 Jahren ermöglicht die Internationale Grundschul-Lese-Untersuchung (IGLU) die Beschreibung des Stands und der Bedingungsfaktoren der Schlüsselkompetenz Lesen am Ende der vierten Klassenstufe im internationalen Vergleich. Die Erhebung 2021 fand im Kontext besonderer Bedingungen statt: Es wurden Grundschulkinder in den Blick genommen, die etwas mehr als ein Jahr lang unter den Bedingungen der COVID-19-Pandemie-Schutzmaßnahmen beschult wurden. Erstmals können durch die kontinuierliche Studienteilnahme Deutschlands seit 2001 neben der wichtigen Kernfrage der internationalen Verortung der mittleren Lesekompetenz von Viertklässlerinnen und Viertklässlern in Deutschland Informationen zum Trend dieser Befunde für die Zeit von 20 Jahren dargestellt werden. Damit erlauben die Befunde von IGLU 2021 auch eine Antwort auf die drängende Frage, inwieweit es in Deutschland gelungen ist, die nach dem PISA-Schock 2000 durch die Kultusministerkonferenz formulierten Ziele für die Weiterentwicklung der Bildung in Deutschland zu erreichen. Abstract (english): Education systems can be conceptualized as the scaffolding that supports the construction and development of student competences. Among other things, the size, location, and learning resources of schools can affect how efficient that system is at delivering the required support. Data from international large-scale assessments have indicated that the resources of rural schools may differ from those of urban schools; students in schools in urban and more economically developed environments often demonstrate higher achievement. Data from IEA's Trends in International Mathematics and Science Study (TIMSS) 2019 from across the Dinaric region provides information on variations in the size of schools and allocation, student achievement, and the different kinds of scaffolding/support for learning in urban and rural schools. Secondary analyses of the TIMSS 2019 data for the Dinaric region, taking into account home and school factors, show that the types of support available for student learning differed between urban and rural schools. The findings suggest that policymakers should focus on improving the learning resources available to rural schools across the region, particularly in response to their lack of technological resources for developing students' digital competencies. Concomitant investment is required for the development of teachers' competencies for the effective use of such educational resources. Educators need to compensate for lack of family support for some students; in such situations, schools need to enhance the scaffolding for learning available to children. (DIPF/Orig.)

Abstract: Der Sammelband stellt den Stand der transatlantischen Diskussionen im Feld der Bildungsforschung dar, wie er seit 2015 auf der AERA-Konferenz durch die am DIPF beheimatete Servicestelle international cooperation in education angeregt wurde. Die Themengebiete umfassen Schulentwicklung und large scale assessment-Politiken, Migration und öffentliche Bildung sowie Digitalsierungsstartegien und Ökonomisierungstendenzen in Bildungssystemen weltweit und das Problem der Übersetzung im internationalen Diskurs.
Abstract (english): In the field of education, transatlantic discourse has been shaped by an exchange of ideas for a long time. Over the past two decades, education science has increasingly become internationally networked. Since 2015, the Office for International Cooperation in Education at DIPF | Leibniz Institute for Research and Information in Education has organized international sessions on education research at the Annual Meetings of the American Educational Research Association, thus providing a floor for transatlantic exchange on current research topics. The volume gives an overview of the transatlantic activities in education research with regard to these sessions. It represents a collection of topics ranging from school development to the use of large-scale assessment and digital data in education to questions related to migration and public education, or the economization of education. Moreover, the volume offers a reflection on the gains respectively obstacles linked to international exchange.

Abstract (english): What students think about school has a major impact on learning and academic achievement. The multi-domain concept of school alienation distinguishes between alienation from learning, from teachers and from classmates. We aim to study a) alienation patterns among secondary school students, b) how school alienation profiles change from year 7 to year 9 and how secondary school students transition between profiles, and c) the role of teaching style for transitions between school alienation profiles. We draw on panel data of secondary school students from Luxembourg and Switzerland. Results of latent profile/latent transition analyses reveal distinct school alienation profiles, country differences and support for the idea that student-oriented, supportive teaching styles might prevent students from transitioning towards more-highly alienated profiles.

Abstract: This article reports a study that investigated secondary school students' higher education aspirations (towards university studies, ISCED 6 and above) and how these differ between student groups as well as how these are impacted by values of education. Panel data of more than 300 secondary school students in two countries, Luxembourg and Switzerland (the Swiss Canton of Bern) was analysed. Schools are structured differently in the education systems of Luxembourg and the Swiss Canton of Bern. The results of our analysis show that students in the Luxembourgish sample more often aspire to higher education than in the Swiss sample. Disparities in higher education aspirations were also more pronounced in the Luxembourgish sample, boys and students from families of low socio-economic status (SES) were less likely to aspire to higher education. While the effects of values of education are generally scarce, stimulation in terms of anticipated enjoyment and interest derived from participation in higher education seems to have a positive effect on higher education aspirations. Abstract (english): This article introduces the topic of the special issue, 'Public education at the crossroads', by pointing to some of the debates and controversies surrounding the topic of public education and by framing the theme, while explaining the context and some components of the educational systems of the countries under examination - namely the USA and Germany. In both countries, control of public education is seen as the states' responsibility within the respective nation states. Despite different developments, both countries are experiencing similar challenges to public education; for example, highly diverse classroom settings, pressure from neoliberal politics, or debates about citizenship education in a world that is increasingly globalized on the one hand, and facing growing nationalism on the other. Finally, this introduction presents articles in this special issue that further discuss the competing factors bringing public education to a new crossroads. (DIPF/Orig.)

Abstract (english): In this article, we provide a comparative analysis of public education in Germany and the US, focusing on historical and contemporary challenges to education, Bildung, and citizenry in the modern nation state. In particular, we examine relations among nation building processes and education, transnational discourses, mutual influences, and relations regarding public education over time, and identity building and citizenship within and between federal, nation state and international levels. Comparative methods are utilized to examine policy documents as well as the literature, looking for similarities and differences among key concepts and discourses. The article concludes by pointing out that a number of contemporary developments bringing public education to a crossroads today are not entirely new and that foundations of education theory are still relevant. At the same time, we suggest new cross-national dialogues regarding the challenges bringing public education to the crossroads today. (DIPF/Orig.)
